He enjoyed a fascinating and accomplished career as a professional musician over the course of six decades. From ‘60s R&B and underground blues-rock in such outfits as Jon and Lee and The Checkmates, The Electric Flag, and Rhinoceros, Fonfara went on to a long stint with Lou Reed and then the Downchild Blues Band, plus work with Rough Trade, Foreigner, The Lincolns, reggae pioneers Sly and Robbie, and more. It is fair to claim his resume is as musically diverse as any in Canadian music. He has perhaps been something of an unsung hero, but the huge outpouring of affection as news of his passing spread on social media recently affirms that he was held in enormous respect by his musical peers Michael Fonfara was the most beloved of Toronto keyboard players who rose to international fame. Throughout the competitions, each 25 minute ♫ Blues Travels performance was judged in five categories – blues content, vocal talent, ♫ Corporate Affiliates instrumental talent, originality and stage presence – by the same criteria as is used at the International Blues Challenge in Memphis. Cover charges and raffle fundraising provide support for travel and accommodation expenses for the winning OBS representatives. Approximately $3,800 has been raised to date and a final fundraising event ‘Firebelly Goes To Memphis’ is scheduled for Wednesday, November 21 at Irene’s Pub. Network neutrality is defined as restrictions on Internet Service Providers (ISPs) to respect freedom of expression on the Internet and not seek to prevent innovative competition nor control the services or content available to users. The primary question under investigation is the policy frames of CSOs in the debate. The second question is whether CSOs have influenced policy outcomes in either legislation or regulation. The focus of the analysis is on regulatory agencies (CRTC and FCC); proposed legislation in Parliament and Congress is also analyzed as well. Community Councils have delegated authority to decide street naming matters which comply with the City of Toronto Street Naming Policy. RECOMMENDATIONS Engineering and Construction Services recommends that Toronto and East York Community Council: (1) Approve the name "Billy Bryans Lane" for the public lane south of Hepbourne Street extending easterly from Delaware Avenue. Financial Impact There are no financial implications resulting from the adoption of this report. ISSUE BACKGROUND A request was received to name the lane extending easterly from Delaware Avenue between Dewson Street and Hepbourne Street as "Billy Bryans Lane". The following background Information is provided: "Billy Bryans was born in Montreal but spent most of his adult life in Toronto. He moved to Toronto with his group "Theodore's Smokeshop" in 1970. He acted as the Engineer for the Downchild Blues Band album titled "Bootleg" (1971), thought to be the first artist-produced and independently distributed album in Canadian history. He produced Lane Naming – Billy Bryans Lane 1 "The Gathering", a compilation album of Canadian World music artists which won the inaugural June Award for World Music Album of the Year at the Juno Awards of 1992.
