Conversion of the Underground Beaumont–Dorchester Line to 315 kV

GENERAL INFORMATION FALL 2016

CURRENT SITUATION The 120-kV underground Beaumont–Dorchester line covers a distance of about 6 km across four boroughs of the city of Montréal. From Beaumont substation, in the Villeray–Saint-Michel–Parc-Extension borough, it travels through Rosemont–La Petite-Patrie and Plateau-Mont-Royal to supply Dorchester substation, in the Ville-Marie borough. Commissioned in 1964, this line has reached the end of its useful life. Hydro-Québec must therefore rebuild it to ensure the long-term operability of its system. RECOMMENDED SOLUTION The solution recommended by Hydro-Québec is to replace the existing 120-kV underground line with a new 315-kV line, which will be temporarily operated at 120 kV. This line will be built in a new underground conduit, whose route is still to be determined. Once the project is completed, the electrical equipment in the current underground c onduit will be dismantled. This project is in line with Hydro-Québec’s grid development plan for the island of Montréal which calls for converting Beaumont and Dorchester substations to 315/25 kV with a view to ensure the long-term operability of the area’s transmission system. It will secure downtown Montréal’s electricity supply and allow Hydro-Québec to meet growing demand over the medium and long term.

* kV = kilovolt (1,000 volts). STUDY AREA The study area covers 7.8 km2. It lies across the boroughs of Plateau-Mont-Royal, Rosemont–La Petite-Patrie and Ville-Marie and, to a lesser extent, the boroughs of Outremont and Villeray– Saint-Michel–Parc-Extension. The study area is bordered by Rue Jean-Talon to the north, Avenue Viger to the south, Rue Saint-Denis to the east and Boulevard Robert-Bourassa, Rue University, Avenue Bloomfield and Boulevard de l’Acadie to the west.

TECHNICAL AND ENVIRONMENTAL STUDIES In light of current knowledge, the following main technical and environmental considerations will be taken into account during the upgrading of the underground Beaumont–Dorchester line to 315 kV: • Construction of the line in a highly urbanized, densely populated area • Presence of community or institutional facilities (hospitals, daycare centres, universities, etc.) • Presence of heritage and tourist sites in the study area PROJECT (Mont Royal, , etc.) • Presence of underground infrastructure and condition DESCRIPTION of pavement The project includes • Maintenance of business activities the following work: In the coming months, Hydro-Québec will carry out environmental • Upgrading the underground and technical surveys in the study area to better understand the Beaumont–Dorchester line environment of the planned line. to 315 kV by rebuilding it Once these studies are completed, Hydro-Québec will propose in a new conduit possible routes for the line. These routes will be subject to a comparative analysis based on environmental, technical and • Dismantling the electrical economic criteria, as well as community concerns. The detailed equipment in the existing comparison will be used to determine the route with the conduit least impact. • Related work at Beaumont and Dorchester substations
