INTRODUCTION Ringwood Town Council (RTC) has engaged Oneill Homer (OH) to support the Project Steering Group (PSG) in the production of the first Ringwood Neighbourhood Plan (RNP). Three sessions took place with the ‘shadow’ PSG between September and November 2020 to enable the PSG to determine whether it wished to proceed with the Neighbourhood Plan project. On the 8th January 2021, RTC approved the recommendation of the ‘shadow’ PSG to proceed with the RNP to address a small number of policy areas and to seek designation of the neighbourhood plan coincident with the Ringwood Parish Boundary. 2. DEFINING A VISION AND GENERATING POLICY IDEAS The RNP needs to establish a vision of the town in 2050 for how the town can successfully address both present issues and how it may become more self-sustaining and resilient as a significant market town in the face of uncertain times ahead. Although the RNP itself will have a shorter plan period to coincide with the recently adopted New Forest District and New Forest National Park Authority Local Plans, it will help to think about and to start planning for the longer term now. It is unfortunate that the project is coming about at a time after many key decisions have been made in respect of housing growth. In that light, it will be important to consider the implication of this growth once the schemes are built and occupied. This does not need to be agreed now – although the pros and cons are probably known if not yet precisely quantifiable – but can be once other work is completed. The broad policy ideas recommended by the PSG to the RTC were as follows: Town Centre – setting out a vision for the town centre as to how it should be developed and what uses would be acceptable, and looking at unlocking key sites such as the Old Town Hall and Social Club and “de-risking” their development. Design and Heritage – influencing the design of new homes and public open spaces to ensure quality development, with the potential to shape the details of at least one of the allocated strategic sites. This might also include design coding to manage the quality of infill and other schemes Climate Change – to deliver impactful climate change actions through raising the standard of design of development and green infrastructure to improve environmental outcomes.

Small Fleabane in the New Forest, Hampshire & Isle of Wight Wildlife Trust, 2014 The Authors Clive Chatters is the Head of Conservation (Policy and Evidence) of Hampshire and Isle of Wight Wildlife Trust. Clive has studied Small Fleabane since the early 1980s. Clive is the principal author of the report. Catherine McGuire is the Ecologist (Data Analysis) of Hampshire and Isle of Wight Wildlife Trust. Catherine managed the data arising from the project and integrated the 2013 survey data with previous surveys. Martin Rand is the BSBI vice-county recorder for South Hampshire. Martin provided detailed historic records of Small Fleabane, has participated in previous Small Fleabane surveys and has contributed to the 2013 survey. Neil Sanderson of Botanical Survey and Assessment has a detailed understanding of the flora and phytosociology of the New Forest and has participated in previous Small Fleabane surveys. ASSESSMENT 10.1 Brown Gables lies to the west of Forest Edge Road, an unmade gravel track serving a number of properties which is accessed off the road between Ringwood and Burley in the Crow area of Ringwood. The plot is generous in size with the dwelling set at the eastern side. It is served by two accesses and there is a gravelled parking area to the front of the dwelling. The dwelling itself is a large detached chalet bungalow of render and tile with an attached double garage. A fence separates the garden from the parking area. The plot is characterised by mature vegetation and large trees. This size of the plot, dwelling and mature landscaped nature of the application site are characteristic of the area.

P/5464 PLANNING APPLICATIONS With the agreement of the Members, application 17/11666, Land rear of 31-33 West Street was brought forward, for the benefit of members of the public present. 17/11666 Land rear of 31-33 West Street - Matthew Holmes, agent for the applicant, presented the application for demolition of the existing building, construction of a pair of 2 bed semi-detached houses and parking, in an area of land adjacent to the bus depot. Pre-application advice had been sought and the scheme had been designed with that in mind. Further detail was given in relation to the proposal’s scale, character, design, relationship with the surrounding buildings, materials to be used, etc.
