Biathlon is an elite winter sport. It is by its very nature one where you have to fight for victory all the way to the finishing line.

It is no coincidence that world-class Athletes convene here in Kontiolahti. The conditions in Kontiolahti are first rate, and the Stadium itself has become a legend among Athletes. For over two decades now, it has offered an excellent environment for Athletes to practise and compete in the best of conditions. However, conditions alone do not make competitions a success. The audience following the World Cup is enthusiastic and understands the tricks of the trade. In addition, all the volunteers involved in the event arrangements are competent and highly dedicated.

Indeed, this competition in Kontiolahti is a joint project for the entire region. I’m pleased to note that Kontiolahti has so many helping hands and support. The Regional Council of , together with the Municipality of Kontiolahti and the City of Joensuu, are building an even better environment for World Cup competitions. This will provide a good foundation for future years. The role of Kontiolahti as the organiser of World Cup events will grow, as the World Cup series will commence here next November.

Biathlon has provided with many proud moments. It is great to be able to enjoy it in Kontiolahti today and in the future too.

I wish the contest audience a pleasant weekend following top performance. Enjoy the rigorous battle for milliseconds of the best Athletes surrounded by our beautiful spring countryside.

DEAR BIATHLON FAMILY – WE WARMLY WELCOME YOU TO FINLAND AND KONTIOLAHTI TO ATTEND THE BMW IBU WORLD CUP 8

Lack of snow and snow conditions during the season 2019–2020 have been difficult to all parties of the sport. Training, competitions and organizing biathlon events all need snow. This year has been extremely different and more difficult than perhaps ever before. Organizing committees and other involved people have done excellent work during the winter that it has been possible to execute World Cup´s and other IBU events. We want to thank all OC´s and IBU staff for the professional and ”addicted”-type of achievements during this season when organizing biathlon events.

Kontiolahti OC and the Finnish Biathlon Federation have worked hard in good co-operation to enable the best possible conditions and atmosphere to Biathlon family who participate the BMW IBU World Cup 8 in Kontiolahti. One of the corner stones of Target 26 is ”Enhancing our events”, I hope we have managed in our work also from that point of view.

The Finnish Biathlon Federation is celebrating its 60th anniversary during 2020. We are very happy in Finland to be able to host 2 world cups this year, one in March and another in November – the new regenerated ”season opening”.

DEAR MEMBERS OF THE BIATHLON FAMILY,

Finland and Kontiolahti OC have the honor to welcome the whole Biathlon Family to BMW IBU World Cup Biathlon Kontiolahti 9.3.–15.3.2020. Finnish biathlon fans and the whole North Karelia region have been waiting for this biathlon season and the most important and biggest winter event here in Finland.

Last season Kontiolahti OC had a year off from IBU events, but we have spent all this time improving and developing our organization and facilities to offer you even better World Cup experience. And most of all we will work hard again for the best conditions for biathletes!

The year 2020 will be the highlight for biathlon in Finland. Kontiolahti OC will host also the season opening 2020–2021. We will put much effort to offer excellent conditions and atmosphere for the teams.

5.1. STADIUM - OPENING HOURS

The Stadium will be open daily between 07.00–21.00. Team staff who has to go in or out of the Team Service Area before or after these times must contact:

5.2. SERVICE AREA / WAX CABINS

The deposit of the wax cabin key is 50 € (will be returned when the key is returned). The key must be picked up, and returned, at the Competition Office. The Teams themselves are responsible for the equipment in their waxing rooms and to ensure that doors are being properly locked.

The wax cabins must be left empty and clean by 16.3.

CODE OF CONDUCT IN THE WAX CABINS “Your health is important to us!

• Please ensure that you are wearing a protective mask and make sure that you change the filter regularly – at least once a month or as recommended by the manufacturer! • Please ensure that your protective mask is directly covering your face! • Please avoid spending any more time than necessary in the wax cabins! • Do not store any food and do not eat any food in the wax cabins! • Avoid eating if you still have wax residue on your hands! • Air out the cabin regularly and always if there is any dust or smoke in the cabin! • Do not allow athletes or any other unauthorized people to enter the cabin, except in emergencies! • Keep the cabin in a very tidy condition and clean it daily; wear your protective mask while you are cleaning! • Do not smoke if you still have wax residue on your hands!”

Ski Testing is allowed on courses until 5 minutes before the first start and in Ski Test Area.

5.4. PARKING PERMITS

Each Team is allowed to park close to the wax cabins. Parking permit will be handed out at the Accreditation Office.

5.5. WEATHER INFORMATION

6.2. RIFLES/FIRE ARM LICENSE FEE

RIFLE SECURITY - ATTENTION! According to Finnish law, the rifles must be appropriately covered outside the Stadium.

6.3. RADIO LICENCE APPLICATION

All Teams that will use radios are requested to fill in a Radio License Application. The Radios will be checked by the Finnish Communications Regulatory Authority.

12 6.4. PRELIMINARY MATERIAL CONTROL

Preliminary Material Control will take place in the IBU Referee Room at Competition office. Checking times will be announced later by IBU Referee Material Control: ROBERT ZWAHLEN.

PRIZE MONEY

TO RECEIVE THE PRIZE MONEY, THE ATHLETE IS RESPONSIBLE FOR: Providing the Competition Office with the correct bank wiring information and a copy of passport: • Name • Address • Account no. • Swift code • IBAN • Signing a prize money document at the Competition Office in person

NOTICE! The official Prize Money form for BMW IBU World Cup Biathlon Kontiolahti 9.– 15.3.2020 has gone online this year. The Prize Money receivers team leader will get the link for the online form after the competition. This online form will fasten the visit in the Competition Office. 1. Please fill in Your information for the payments online. 2. In addition, those receiving/winning prize money have to sign the prize money forms in the competition office after the competition before leaving the Kontiolahti Biathlon stadium before Sunday 15.3. at 19.00. If there occur problems in the money transfer due to competitors own mistake (e.g. wrong bank details or insufficient bank details), the additional bank costs will be subtracted from the prize money. Please check the information before signing. The athlete is responsible for the accuracy of the information.

GUEST TICKETS FOR ATHLETES RELATIVES

All Team members will receive two course tickets for each competition day to be used only by his or her relatives. The tickets must be requested at the Competition Officeat the latest on Wed 11.3. The tickets will be handed out in the Competition Office.

COSTS OF ACCOMMODATION AND STAY

Parking fees of the hotels are included in the prices in all accommodation categories. All extra services that a Team might use must be paid directly to the accommodation place. Transportation from official competition hotels to the Biathlon Stadium and back is offered free of charge only when the accommodation is booked via OC.

The accommodation must be paid to the Kontiolahti Organizing Committee. You will get the invoices from the Competition Office. If not possible to use money transfer, the accommodation can be paid in the Accommodation Office at the Kontiolahti Biathlon Stadium or in the Osuuspankki Bank in Joensuu.
