    THE EFFECTS OF THE CYCLONES OF 1983 ON THE ATOLLS OF THE TUAMOTU ARCHIPELAGO (FRENCH POLYNESIA) J. F. DUPON ORSTOM (French Institute ofScientific Research for Development through cooperation), 213 Rue Lafayette - 75480 Paris Cedex 10, France Abstract. In the TUAMOTU Archipelago, tropical cyclones may contribute to the destruction as well as to some building up of the atolls. The initial occupation by the Polynesians has not increased the vulnerability of these islands as much as have various recent alterations caused by European influence and the low frequency of the cyclone hazard itself. An unusual series of five cyclones, probably related to the general thermic imbalance of the Pacific Ocean between the tropics struck the group in 1983 and demonstrated this vulnerability through the damage that they caused to the environment and to the plantations and settle­ ments. However, the natural rehabilitation has been faster than expected and the cyclones had a beneficial result in making obvious the need to reinforce prevention measures and the protection of human settle­ ments. An appraisal of how the lack of prevention measures worsened the damage is first attempted, then the rehabilitation and the various steps taken to forestall such damage are described. I. About Atolls and Cyclones: Some General Information Among the islands of the intertropical area of the Pacific Ocean, most of the low-lying lands are atolls. The greatest number of them are found in this part of the world. Most atolls are characterized by a circular string of narrow islets rising only 3 to 10 m above the average ocean level.

Une nouvelle loi de Pays sur l’organisation du transport maritime et aérien interinsulaires ainsi que le schéma directeur des déplacements durables interinsulaires 2015-2025 ont été adoptés en 2016. Après plusieurs mois de consultations et d’élaboration, la nouvelle délibération permettant de mieux réguler et améliorer les transports maritimes interinsulaires devrait voir le jour courant 2017. L’année 2016 a été marquée par l’arrêt d’activité du navire KURA ORA II. La Compagnie Maritime des Tuamotu (CMT), qui avait racheté ce navire en 2014, a cessé son exploitation en mai 2016. Le Pays a immédiatement réagi en lançant une consultation auprès des autres armements afin de répartir la desserte des îles auparavant desservies par le navire KURA ORA II pour que le ravitaillement de ces îles des Tuamotu ne soit pas trop impacté. Cette année 2016 a vu également la mise en service par le Pays d’une navette à passagers pour assurer la desserte des îles des Marquises du sud afin de combler le manque d’offre de transport régulier en passagers entre les îles de Fatu Hiva, Tahuata et Hiva Oa. Le projet de rachat des sociétés assurant l’exploitation des 4 navires TAPORO par le groupe EMAR, qui possède déjà les navires HAWAIKI NUI et NUKU HAU, n’a pas abouti. La cession de l’un des navires exploités sur la desserte des îles de la Société, condition exigée par l’Autorité polynésienne de la concurrence (APC) pour autoriser ce rachat afin d’éviter une situation de monopole sur cette desserte, a été un élément déterminant ayant conduit le groupe EMAR à abandonner le projet de rachat.

Very few of us are immune to this sirens call of French Polynesia’s image – real or imagined - and so these celebrated gems of the South Pacific have become a crossroads for dreamers, adventurers and escapist sharing a common wanderlust. We count ourselves among these folk… following in the wake of Magellan, Cook and Wallis, but by means easier than they could have ever imagined. As a diver, there is also something special beneath the azure surface that beckons, something never painted by Gauguin. In fact, the far-flung waters around French Polynesia are some of the SHARK-iest in the world… and the high voltage diving serves up the kind excitement not every paradise can deliver. The expedition is scheduled for MAY 15-25, a 10 day itinerary starting in the famed atoll of Rangiroa and weather permitting include Tikehau, Apataki, Toau and will end the journey in the stunning atoll of Fakarava. We may also get a chance to stop at a couple of others along the way. The diving is off tenders that transport us to the sites where strong currents can be present. The thrill is not only to witness what gets drawn to these spots but also to ride the crystalline currents without fighting them. Advanced diver and Nitrox certification required to join this trip.

Capstar Broadcasting Partners will spend $60 million for twenty stations in four separate transactions covering five markets. Terms of the individual deals weren't disclosed. Two of the deals involve Point Communications, which is the managing partner of six stations in Madison, WI and owns five in the Roanoke - Lynchburg area, owned through a subsidiary. In Madison, the stations are standards WTSO; CHR WZEE; news -talk WIBA; rock WIBA -FM; new rock WMAD -FM, Sun Prairie, WI; and soft AC WMLI, Sauk City, WI. In Roanoke - Lynchburg -- oldies simulcast WLDJ, Appomattox and WRDJ, Roanoke; urban oldies WJJS, Lynchburg; and dance combo WJJS -FM, Vinton, and WJJX, Lynchburg. The third deal gives Capstar three stations in the Yuma, AZ market, including oldies KBLU, country KTTI, and classic rocker KYJT, from Commonwealth Broadcasting of Arizona, LLC. Finally, COMCO Broadcasting's Alaska properties, which include children's KYAK, CHR KGOT, and AC KYMG, all Anchorage; and news -talk KIAK, country KIAK -FM, and AC KAKQ -FM, all Fairbanks. WE DON'T NEED NO STINKIN' LICENSE . It's spent almost ten weeks on the air without a license, but the new religious -programmed station on 105.3 MHz in the Hartford, CT area, is being investigated by the Commission's New England Field Office. According to the Hartford Courant, Mark Blake is operating the station from studios in Bloomfield, CT, and says that he "stands behind" the station's operation. Although there have been no interference complaints filed, other stations in the area are claiming they are losing advertising dollars to the pirate.
