1. Introduction This report provides a description of the ecological values associated with proposed public road (crown land) crossings in the Orana area located approximately 20 kilometres south-west of Chinchilla in Central Queensland (refer Appendix A: Study areas and locality). The results are based on data derived from desktop assessment, database searches and field survey/scouting activities to indicate the vegetation communities, flora and fauna species, habitat values and existing areas of disturbance within the study area.

1.1. Scope of works The scope of this Ecology Assessment Report includes proposed public road (crown land) crossings listed in Table 1 and which are illustrated in Appendix A: Study areas and locality. The information provided relates specifically to the study area which, for the purposes of this report, is deemed to be the area of direct impact within the public road (crown land) and the Right of Way (RoW) width proposed to be developed specified in Table 1. 2.1.1. Commonwealth environmental matters Environment Protection and Biodiversity Conservation Act 1999 (EPBC) protected matters database search results concerning Matters of National Environmental Significance (MNES) (protected under the EPBC Act) such as threatened ecological communities, threatened flora, threatened fauna, migratory species, marine species, weeds and pest fauna are included below. A copy of the report is contained in Appendix B: Results of EPBC Protected Matters Search Tool conducted on 21.07.2013.

2.1.1.1. Wetlands of international importance (Ramsar sites) No Ramsar wetlands are located within 10km of the search area. However, the Protected Matters Search Tool (PMST) identified that the search area is proximate to an area that is upstream of Narran Lake Nature Reserve. This reserve is a Ramsar wetland and is located over 400km to the south-west of the search area.

2.2. Field survey Field surveys were conducted by various consultant ecologists and Origin Energy Field Environmental Advisors on various dates throughout 2011, 2012 and 2013. The results of survey and scouting activities are provided in the following sections.

2.2.1. Commonwealth environmental matters Field survey results concerning MNES (protected under the EPBC Act) such as threatened ecological communities (TECs), listed flora, listed fauna, migratory species, weeds and pest fauna are included in Tables 11 to 18.

2.2.1.1. Threatened ecological communities No EPBC Act listed TECs have been identified within the study areas as a result of the field survey and scouting activities.

2.2.1.4. Migratory species No migratory (terrestrial) species were recorded within the study areas as a result of field survey and scouting activities. However, the study areas provide habitat resources for a range of migratory terrestrial species such as Hirundapus caudacutus (White-throated Needletail) and Rhipidura rififrons (Rufous Fantail) and one migratory species, namely Merops ornatus (Rainbow Bee-eater) has been recorded in close proximity to study areas (recorded on Lot 3 RP185772, Lot 9 RP185773, Lot 10 RP185773, Lot 5 RP185773, Lot 2 RP138057 and Lot 31 RG128). The habitats within the study areas are however, not considered to represent an important area of habitat for migratory terrestrial species in a local or regional context. Further, the study areas lack substantial permanent water bodies and are therefore considered unlikely to contain important or significant habitat for aquatic and wetland migratory species (DSEWPaC 2013(v)).

2.2.1.5. Marine species No marine species were recorded within the study areas as a result of field survey and scouting activities. However, the study areas provide potential habitat resources for a range of listed marine species (non-oceanic). The habitats within the study areas are, however, not considered to represent an important area of habitat for marine species in a local or regional context. The

2.2.2.1. Threatened species (NC Act) Field survey results concerning NC Act listed flora and fauna are contained in Tables 13 and 14.

2.2.2.1.1. Flora No flora scheduled as threatened under the NC Act were recorded within the study areas during the field survey and scouting activities however, the study areas provide potential habitat for a number of threatened species. ORN003-4, Acacia tenuinervis Scrub Wattle Near Potentially present – recorded ORA005-1, threatened growing in brigalow scrub or ORA021-3, eucalypt woodland on ironstone ORA123-3, gravel, red loamy ridges and, ORA116-3 sandstone (Maslin 2001, Lithgow 1997, Neldner 1984). The study areas contain derived soils types and eucalypt woodlands that may support habitat for Acacia tenuinervis. Previously recorded on Lots 23 RG85 and 24 RG85.

ORN003-4, Acacia wardellii Wardell’s Wattle Vulnerable Potentially present- the study ORA005-1, areas are within the predicted ORA021-3, range for this species. The species ORA123-3, grows in gravelly soil on shallow ORA116-3 weathered sandstone in eucalypt woodland. The species is recorded as occurring in association with Corymbia trachyphloia, Eucalyptus exserta (mallee forms), Acacia sp., shrubs and sparse grasses; with E. melanophloia and other Ironbark eucalypts; or with tall E. crebra woodland. It is also known to occur

2.2.2.3. Endangered and Of Concern REs No Endangered or Of Concern REs have been identified within the study areas as a result of the field survey and scouting activities. RE 11.7.7 - Eucalyptus fibrosa RE 11.7.7 was recorded as the dominant 1 (60/40) subsp. nubila +/- Corymbia spp. component within a heterogeneous +/- Eucalyptus spp. on lateritic polygon occurring across ORA116-3. The duricrust study area is contiguous with larger RE11.5.1 – refer above patches of this same vegetation type occurring through the wider Orana field, thereby providing a high level of connectivity for species movement. Vegetation within the study area was found to be in relatively good condition, however, declared plant species were identified at various locations within the broader area. This RE is considered to provide habitat values to fauna in terms of foraging, shelter and potential breeding resources (e.g. hollow bearing trees, peeling bark and logs). This RE is also considered to provide potential habitat for threatened flora species (e.g. Acacia wardellii, A. tenuinervis).

2.2.2.4.2. High value regrowth None of the study areas were identified and/or mapped during the field survey and scouting activities as being HVR.

2.2.3. Weeds and pests Weed and pest animal species including Weeds of National Significance (WoNS) and weed species declared under the Land Protection (Pest and Stock Route Management) Act 2002 (LP Act) were recorded during field survey and scouting activities. Conclusions and recommendations Desktop data review, field surveys and scouting activities identified that the proposed road crossings (study areas) are in relatively good condition and offer ecological value such as threatened flora and fauna species habitat. All proposed road crossings within the study areas have been subject to some level of historical disturbance associated with either road construction or clearing for boundary/fenceline access tracks. Known and potential ecological values associated with the study areas can be summarised as follows: x The proposed road crossings for ORN003-4, ORA005-1, ORA021-3, ORA123-3 and ORA116-3 contain vegetation in the road reserves which has been field verified as REs 11.5.1 and 11.7.7, both of which have a Biodiversity Status of ‘No Concern at Present’ and a Vegetation Management Act 1999 conservation status of ‘Least Concern’. x No State or Commonwealth threat-listed flora species were recorded directly within the study areas however, potential habitat for a number of threat-listed species exists, specifically Pterostylis cobarensis and Acacia tenuinervis which have previously been identified in proximity. x No State or Commonwealth threat-listed fauna species were recorded directly within the study areas however, potential habitat for a number of threat-listed species exists. Those considered most likely to occur include Strophurus taenicauda, Egernia rugosa, Phascolarctos cinereus, Calyptorhynchus lathami and Lophoictinia isura. x Although not recorded directly within the study areas, four Type A restricted plants under the Nature Conservation Act 1992 namely, Cymbidium canaliculatum, Brachychiton populneus, Caladenia caerulea and Xanthorrhoea johnsonii have been recorded in proximity to the proposed road crossings and potential habitat exists in some road crossings for these species. Commensurate with the ecological values identified in this report, the following recommendations are made: x Where potential habitat for threat-listed species has been identified, clearing is to be undertaken in accordance with relevant Threatened Species Management Plans.
