The DCH is constantly referred to by planners, administrators, aC,ademicians and researchers. It is inter alia u'sed for delimitation of constituencies, formulation of local level and regional plans and as an aid to-district administration. The District Census Handbook is the only publication which provifles Primary Census Abstract (PCA) data upto .village levci for the rural areas ward-wise for each,c,ity or town. It also provides data 'On infra-structure and 'amenities in .villages and tOWllS, etc. The District Cen'sus Handbook series was initiated during the 1951 Census. It contained important census tables and peA for each vi1lag~ and town of the district. During 1961 Census the scope ·of the CH was enla~ged and it contained a descriptive account of the district, .~dministrq.tive statistics, census tables and a village and town directory, including PCA. The 1971 nCR series was planned in three parts. Part-A related to village and town directory, part-B to vil1age and town PCA and part-C comprised analytical report, administrative. statistics, district ce9-sus tables and certain analytical tables based on peA and amenity data in respect of villages. However, in some states it was confined to district census and' in a few cases altogether given up due to delay in compilation and printing. While designing the fOfrGats of 1981 CH series some new features along with the restruririg of the formats of vmage and town, directory have ,been attempted. At the same , . timc~ 'comparability with the 1971 data ,has also been kept in view. All the amenities except power supply in the. village have been brought together in the vi~lage directory with the ip,struction that in case ill an amenity is net available in the referrent village the distance in broad ranges from nearest place wher'e the amenity is ava~lable may be giver. The restructuring of the format of the village directory and incorporating more exhaustive data on infra-structure aspect particularly in relation to amenities and land-u,se pattern is expected to further. meet the need of micro level planning for rural areas. It is expected to help not only in local, area plann~ng but' regulating the provision of goods and services as well as to 'minimise the regioila] imbalances in the process of development. A few new items of informati~n have 'also been introduced to meet some of th~ I requirements o,f the Revised Minimum Needs Programme. Such new -items of information ~s adult literacy centres, primary health sub-centr~s, and, community health workers in the village have introduced in the village directory with this objective in mind. the new item on approach, been to the village i~ to ~ave an id~a about the villages in the district which are tnaccessible. A new column, "total population und number of households" 'has been introducted to examine' the co-relation of the amenities with th~ population and number of households they serve. ~ddition of two more appendices listing the villages where no amenities are available and accordfng to the proportion of Scheduled Caste and Scheduled Tribe population to the total population has also been made with this yiew in mind. The fOrmats of the town directory. have also been modified to meet the requirements of the Minimum Needs Programme by providing information on a few new items. A new statement on civic and other amenities in Class-I and Cl<;lss-II towns (Statement IV-A) has , iv " been int!oducted with this objective in n1ind. It· is expected that this will help thl:? plaD:ners, to chalk out programmes on provision of civic amenities· for t~e improvement of slums. The columns.-ou Scheduled Castes and Scheduled T:cibes population in 'statemellt~IV relating,tb Civic and other amenities and adult literacy classes/centres under educational facilities in statement V are also added inter alia with this v.iew. A significant addition is class of town in all the seven statements of th~ town directory. The infra~structure of amenities in urban areas of the country can ,be best analysed by taking the cla~s of towns into consideration. The addition of the columns on civic administration status apu population in a few statements also sc~ves this purpose. 1he format of the Primary Census Abstract for the villages and towns has been formulated iu,the light of changes in the 'economic and other questions -canvassed through ·the individualship'of 1981 Census. In order to· 'avoid delay in pu~lication of 1981 nCR 'series it has been so d~signed that Part-A 'of the volume contains village and towh director~ a?-d Part-B, the peA of villages and towns including the Schedul~d Castes and Scheduled Tribes peA upto Tahsill T,own lev~ls. At ,the beginning of the DCH a detailed analyttcal note supported by a number of inset tabl~s based on peA and non-census data in relation to the infra-structure has been introduced 'to. enhance i~s value. The District and Tahsil/Police St~tion/CD Block etc. level maps depicting the b04ndari'es an~ other important features have been inserted at appropriate places to further enhance the value of the pUblication. This publication is a joint' venture of the State Govenment and the Census Organ~za. tion. The data have been collected and compiled in the State under the direction of Sri Ravindra Gupt~, .the Director of Census Operations, U. By presenting census data down to the level of villages, the District Census Handbook series occupies a place of prominence in the galaxy of census publications. The need for small domain data always prompted publication. of village figures in some from or the other in most of the census. Yet it was only in 1951 census that the publication of vill~e statistics aquired the well deserved importance by the introduction of District Cen~us Handbook series. These volumes have been published with 'unbroken regularity in Uttar Pradesh State since 1951 Census by the Censu~ Organization on behalf of the Government of Uttar Pradesh. The District Census Handbook was brought out for each district in two. volumes in '1951/1·961, three volumes in 1971 and is ?cing broug~t out in two volumes part A and part B in 1981. \Vith the introduction of this series, it developed into a healthy tradition to collect village-wise information on amenit~es and infra-structure, taking advantage of the ~assive census operation and publish it in the form of village and town directories in volume A of the District Census Handbook. Part A volume, in k;cping with the tl'adition, consists of village and town directories, giving basic information relating tl) .infra-structure and amenities and total population of each vilI~ge and town as thrown up by the 1981 Cer;.3us. The part B volurrte presents· ~primary census data for each village and town giving total population with ~ Scheduled Caste/Scheduled Tribe, literates, main workers by main category marginal workers and llon-wor~ers brcal\-up. The District Census Handbook part A and part C w~re published in English in 1971 Census. Part B volume was brought out in Hindi as well as in English in separate issues with a view to enlarging its utility. This, however, resulted in delayed publication of data, erroding some of their topicality by prolopged time-leg. This time, therefore, the District Census Handbooks are being brought out in diglot from in single volumes. T.he afphabetical Jist of vilJage is given in Hindi as well as in English to make the reference easier to both categories of users. The scope of analytical notes has been enlarged this timq. In part A, the 'AnaJytical Note' consists of b.rief introduction of the district and anaJysis of data presented therein; and the introduction to the District Census Handbook. It also ~cntains expIation of 'the terms used in the Village and. Town directory and general concepts ,of Census. While only a brief analysis of data and explanation of census C?Oncepts pertinent to the Primary Census Abstract have been included in part B. The non-census info;rm~tion was collected through the agency of lekhpals the basic revenue Iunctionary. The lekhpals collected information for each village under their -cliarge. It has p~ssed on to the Census Directorate by the District Census Office after getting is duly vetted by the Land Records Inspectors and rahsiIdars. The Part A volume consists of village and town directories giving basic information relating to infra-structure and amenities and total population of 'each village and town as thrown up by 1981 Census. The non-census information relates to the year 1979/80/i98 1, m~king it almost synchronous with the 1981 population census. Part B volume presents primary census data, known as in census Jargon as 'Primary Census Ab.stract' (peA) for each village and ward of a town. The peA gives total population with Scheduled Castes/Scheduled Tribes, literates, main workers by main· categories, marginal workers and non·workers break-up. Two special tables-one for Schedult:d Caste population and another for Scheduled Tribe population are also presented in part B volume. These tables give tahsil-wise and town-wise and also for the district as a whole Schedule Caste/Scheduled Tribe population. It is important for the readers to acquaint themselves with census concepts of general importance. 1. Raral and Urban Areas The' census data are presented by rural and .urban areas. A rural area is non-urban consisting of revenue villag~s with well defined boundaries which is the smallest unit in the hierarchy of administrative units. It may comprise of several hamlets. Yet it is considered One unit for the presentation of da[a. Habitations in forest areas are also considered as villages and each Forest Range Officer's beat is considered as one forest village. Urban areas have been cspecialy defined for the purpose of population census.· The definition is treated with some flexibjlity with a view to accommodating minor variation for meeting the exigency of the situation. An urban unit has been defined as follows: (a) All places with a municipal corporation. municipal board, cantonment board, notified area and town. area . (b) All other places which satisfy the following criteria: ( i) A minimum population of 5,000 ; (ii) At least 75 per cent of the male working population engaged in non agricultural activity. (iii) , A population of atieast 400 per sq. km. (or one thousand per Sq. mile) Allied agricultural activities such as fishing, logging, .ct~. have been considercJ, agricultural in 1981 Census for detcrming the proportion of engagement of male population in non-agricultural activities for the purpose of declaring a place a town. 2. Urban Agglomeration The concept of Urban AgglomcratlOll or the 1971 is also adopted for 1981 Census. Very often the growth of towns overlapped the statutory limits of the city or town. Large railway colonies, university campuses, port areas, industri~l areas etc .. came up outside the lhnits of the town but they form continuous growth with the town. These outgrowths may XVlll or may not by themselves qualify to be trea.ted as separated to\"ns but these outgrowths deserve' to be treated as urban areas. Such a t (i) A city with continuous outgrowths, (the part of outgrowth being outside the statutory limits but falIing within the' boundaries of th~ adjoining vi1Iagc or villages). (ii) One town with simillar outgrowths or two or more adjoining towns with the'if outgrowtns as in (i), or (iii A city and one or more adjoining town with {heir outgrowths all of whi<;:h form a continuous spread. 3. Census House A 'Census House' is a building or a paJ"t of a buildl'ng having a separate main entrance from the road or common courtyard or staircase etc:, used or recognised as a separate uniL It may be vacant or' occupied. It may be used for rc~idential or nOll residential purpose or both. 4. Household A 'Household' is a group of persons who commonly live together and who take their meals from a common kitcheh unless the exigency of work prevents them from doing so. There may be a household of pc.rso~s related by blood or unrelated l?crsons or having a mix of both. Examples of unrelated household are boarding houses, messes, hQstels, residential hostels, rescue homes, jai13, ashrams etc, ,These are called, institutional households. There may be oue-member households, two-member households ot multi lllernher households. For. census purpose each one of these types is regarded as a househOld. s. Scheduled Castes/Schedoled Tribes A persons has been returned as belonging tQ a scheduled caste or scheduled tribe if caste or tribe to which he belongs is included in the scheduled of the State. Scheduled caste can belong to Hindu or Sikh religion. However, a person belonging to scheduled tribe can profess any religion. 6. Literates A persons who can both read and write with understanding in any language is to be taken as a literate. A person who can merely read but cannot write, is not a literate. It is not necessary that a person who is literate should have passed any rnh~imum educational standard. 7. Workers In 1981 Census, the economic status of a person has been classified as : (i) Main-worker (ii) Margina1 wor'ker . (iii) Non-worker The dichot~my of workers and non-workers of 1961 and 1971 Census has been' discarded in 1981. Census and time disposition criterion in economic activity with one year XIX reference period is adopted. A 'Person who has engaged h,imself in economic activity for major part of the-year (at least 183 days) is considered as main worker while those who have worked in for sometime during the las'! year but not major part of the year have been treated margirial worker. Those who have not worked at all during the one year reference period ar.: non-workers. Work has, been defined as participatiOl} ill any economically productive activity. Such participation may be physical or mental in nature. Work involves not only actual work but also effective supervision and direction of work. 8. Cultivator A pcrrson is considered a cultivator if he has engaged in cultivation a:; a single worker or fam"ily worker of land woncd or held from Government or held from private 'persons or instjtulions for pa)'ment in money, kind or share. Cultivation includes supervision or direction of cultivation. Cultivation involves ploughing, sowing and harvesting and production of cereals and millet crops and other crops such as sligar cane, ground nuts, tapioca etc. and pulses, raw jute and kindered fibre crops, cotton etc. and docs not include fruit and vegetable growing or keeping of orchards or groves or working on plantation like tea, coffee, rubber etc. 9. Agricultural Labourer A .person who works in another person's land for wages in money, kind or share should be regarded as an agricultural labourer. He does not have a risk in the cultivation but merely works in another person's land . for wages. 10. Household Industry , Household Industry is defined as an industry conducted, by the head of the household' himself/herself and or by the members of the household at home or within the precincts of the house where the household liv~s in urban areas. The larger proportion of workers in a household industry shOUld consist of members of the household including the head. The· industry sllOuld not be run on the scale of a registered factory which would qualify or has to be registered under the Indian Factories Act. ~ - Industry implies production~ processing, servicing or repair of articles or goods such as handloom weaving, dying, carpentry; bidi rolling, pottery manufacture bicycle repairing, btacksl1'!ithy, tailoring etc. 11. Other Workers All \1;or1:ers, who are not cullivators or agricultural labourers or engaged in House hold InduscfY arc treated as other workers. This category COWl:S factory and plantation workers, Government servants, Municipal employees, teachers. priests, entertainmct artists, workers engaged in trade, commerce, business., tfansportmining~ cort.esntnc ,tuieon ANALYTI CAL NOTE INTRODUCTION The district of Saharanpur is one of the five district of Meerut division. It lies between 29°34' and 30"24' north latitude and 77°7' and 78°12' east longitude. According to Surveyor General of India the area of. the district is 5,595 square kilometres. It is separated in the north from district Dehra Dun and in the south it is contiguous with district Muzaffarnagar separated by a conventional boundry in the ea<;t from district Bijnor by the river Ganga and in the west from the state of Punjab by the river Yamuna. In area it constitutes 1.90 per cent of the total area of the state and ranks 19th. while in population among the S6 districts of the state' it ranks 12th with 2.41 p~r cent of the state population. . ' The district. has a population of 2)673,561 in ~981 and density of 478 persons per square kilometre. The sex ratio (i.e. number of males per 1,000 females) in the district is 832. There arc 463,330 occupied residential houses and 466,747 households in the district thus an average household contains about 6 persons. The di~trict comprises -of four tahsils viz. Saharanpur, Nakur, Deoband and Roorkee. - Roorkee tahsil is the largest and Nakur is the smaHest in p')pulation. In area also Roorkee is largest while Deoband is the smallest. Nearly 72.93 per cellt of the population resides in rural area and 27.07 in urban area. Urbanisation in the district is highyr than that of the state as a whole (17.9 per cent). The percentage of scheduled caste popUlation in the district is' 22.02 per gent in the rural area 26.97 per cent and in the urban area 8.71 per cent. Scheduled tribe popUlation in the ~istrict is negligible while there is no scheduled tribe, population in urbaQ. area and in rural area it is nearly 0.02 per ·cent. The literacy is as high as 29.56 per cent in the district, male literacy being 39.13 per cent and female literacy 1:8.05 per cent. It is 32.89 per cent.in the villages and 55.81 'per cent in the towns of the district. The pro~ortion of main workers to.total popUlation is 29.22 per cent Marginal , work;ers additionally constitute around 1.61 per cent of tte total population. Saharanpur has the highest number of villages 645 (516 inhabited) f~l1owed by Roorkec 549 (434 inhabited), Nakur 543 (419 inbabited) and Deoband 424 (331 inhabited). The average population per village comes to 902 persons. Saharanpur city is the district headquarters having a population of 295.355 followed by Ha"rdwar M.B. 114,180 and Roorkee U. A. 19,076. GROWTH OF 'POPULATION Growth of the population is 30.11 p~r cent while it is 24.01 per cent in rural and 49.98 per cent in urban areas ..
