    GEOTECHNICAL CHALLENGES IN SLOPE ENGINEERING OF INFRASTRUCTURES Gue See-Sew1 & Cheah Siew-Wai2 ABSTRACT Slopes within infrastructures sometimes slide and cause damage and inconvenience to the public. Some of these landslides have claimed lives. Landslides include newly completed slopes, such as the recent failure at Putrajaya as well as old slopes, such as the collapse of the rock slope of the PLUS Expressway at Bukit Lanjan (2003), which was completed more than ten years ago. The most notorious one was the collapse of a slope with rubble walls bringing down the Tower 1 Apartment of Highland Towers and killing 48 people on 11 Dec 1993. The towers were built in 1978. A review of the causes of landslides indicates that most of the landslides are man-made slopes and are mainly due to design deficiency (Gue & Tan 2006). This keynote also discusses some of the recent and older failures, the causes of failures, and outlines some suggestions to mitigate future occurrence. In the wake of the recent landslide at Bukit Antarabangsa, there has been intense debate on the sustainability of hillside development. The public’s response is understandable and the need for a transparent and safe procedure for hillside development is great in order to safeguard public interest and safety. Some of the proposals being put forward include a total ban of hillside development in order to prevent the reoccurrence of tragedies such as the collapse of Block 1 of Highland Towers which claimed 48 lives in 1993 and the recent landslide which has resulted in five casualties. However, a total ban of hillside development is a simplistic approach and does not address the root causes of the problem. It is akin to banning cars simply because there is a risk of fatality resulting from car accidents. In this paper, the history and role of geotechnical engineering in addressing the issue of safe hillside development are discussed together with some examples of natural landslides which demonstrate the importance of proper studies of all slopes, whether natural or man-made slopes. The paper also puts forward a preliminary proposal on standard operating procedures (SOP) for sustainable hillside development so that public interest and safety are safeguarded. Abstract Highland Towers, as is collectively known, consist of three blocks 12 story high apartments named simply as Block 1, 2, and 3 respectively. It was constructed sometime between 1975 and 1978 and the residents who dwelled therein were middle income earners. Directly behind the 3 blocks was a rather steep hill with a stream flowing west, if it was allowed to follow its natural course. The attraction of this place was the natural surroundings with an extensive view of the city of Kuala Lumpur. Highland Towers collapse was caused by the instability of the pile foundation. The engineer was not considering the horizontal load during design foundation so when the rotational retrogressive slide occurs, this forward movement downhill created a surcharge load to the foundation. Since the foundation cannot resist horizontal load, it failed and as a result, the Highland Towers collapsed.

Most of the landslides emerge on manmade slopes and this is in essence the upshot of uncertainties related to human factors/human errors. These “human factors” are thorny to weigh up during the design process but can cause pressure on structural integrity/safety. In this study author has tried to pinpoint two most disastrous landslides of Malaysian region which has been occurred in different decades, without any geological or morphological reason. This study also exposes those sources/causal factors due to which slope failures are frequent. In the end the author is proposing the causal factor control plan (due to which landslides are numbering day by day). In actual this study conceded out that reliability theory can be used as a logical substitute and found it much more consistent as compared to traditional practices.
