Area Assessment
The subject area (about 0.4 ha) involves two groups of private industrial buildings, largely mixed with residential and commercial developments in the surroundings. One group comprises three buildings at Tsat Tsz Mui Road in the east, while another group comprises one building at King’s Road in the west (Plan D2).
All four industrial buildings in the area are 30 years or above, in fair condition and under multiple ownership. In terms of height, two buildings have 8-19 storeys, one building has 7 storeys and the remaining one has 26 storeys.
The vacancy rate of the area is 6.2%, which is slightly higher than both the territorial figure of 6.0% for all “R(E)” areas and the average of 4.6% for three areas on Hong Kong Island. No subdivided unit was found in all the buildings. In terms of usage, about 34.6% of the GFA is for Office use, to be followed by Warehouse/Storage and Manufacturing/Workshop which occupy about 18.0% and 12.0% of the GFA respectively. “Other Uses” take up about 6.6% of the GFA. The major ones include shop and services and eating places, all of which constitute about 5.4% of the GFA.
In terms of employment, about 806 workers are estimated to be engaged in the occupied non-subdivided units of the industrial buildings in the area, including about 333 workers (41.3%) in the manufacturing business and about 473 workers (58.7%) in the non-manufacturing business. The overall figure only accounts for about 0.4% of the total of 224,923 persons engaged (other than those in the civil service) in various business/industries in the Eastern District identified by C&SD in June 2014.
So far, there is no planning permission or building plan approval for wholesale conversion or redevelopment of the industrial buildings in the area.
Noting that the area is located within mature residential/commercial district with a relatively high vacancy rate, it should better be retained as “R(E)” to continue facilitating phasing out existing industrial activity and address the potential I/R interface problems that may appear during the redevelopment process.
