Call to order and roll call Laura Francis called the meeting to order at 7:00 p.m. and led with the pledge of allegiance. John Szewczyk and Steve Levy present.

Proclamations · Girls Scouts 100th Jubilee PROCLAMATION Declaring May 19, 2012 as Girl 100th Jubilee Day

WHEREAS, Girl Scouts of the United States of America, was founded in 1912 to provide girls the opportunity to develop physically, mentally, and spiritually; and,

WHEREAS, 1912 was also the year in which Girl started in the state of ; and,

WHEREAS, for 100 years, Girl Scouting has helped build millions of girls and women of courage, confidence, and character who make the world a better place; and,

WHEREAS, through the dedication, time, and talent of volunteers of different backgrounds, abilities, and areas of expertise, Girl Scouts of Connecticut offers the Girl Scout Program to over 46,500 girls in grades K-12 across the state of Connecticut; and,

WHEREAS, on May 19, 2012, the Girl Scout 100th Jubilee at the Durham Fairgrounds in Durham, Connecticut, will recognize and honor 100 years of Girl ; and,

WHEREAS, the Girl Scout 100th Jubilee will feature advancements by Girl Scouts in Science, Technology, Engineering, and Math (STEM), environmental stewardship, healthy living, financial literacy, and global citizenship, helping girls develop a solid foundation in leadership and perform service in their communities;

NOW, THEREFORE WE, the Board of Selectmen, of the Town of Durham, by virtue of the authority vested, do hereby applaud the commitment Girl Scouting has made to support the leadership development of America’s girls and proudly proclaim May 19, 2012, as Girl Scout 100th Jubilee Day.

WHEREAS, on June 1, 2012, Boy Scout Tristan Sayah from Troop 27, will be recognized by the for successfully completing all requirements for Scouting’s highest rank; and

WHEREAS, throughout his ten years of scouting Tristan has attained thirty merit badges; and

WHEREAS, we commend Tristan on his Eagle project where he planned musical instrument collection drives to benefit the Horns for Kids Charity; and

WHEREAS, Tristan is also an honor student at the Greater Hartford Classical Magnet School and enjoys soccer, snowboarding, track, guitar, and the performing arts; and

WHEREAS, this award will follow him throughout life and will be a beacon to others of the leadership quality and commitment this young man has shown; and

WHEREAS, Zachary Sayah, a high honor student at the Greater Hartford Classical Magnet School, is a member of Boy Scout Troop 27 and enjoys being on the golf team, ski club, playing the trumpet, and working on his Chevrolet Chevelle; and

WHEREAS, throughout his ten years of scouting Zachary has attained thirty-two merit badges; and

WHEREAS, for his Eagle Scout Project Zachary held Jazz Concerts to benefit local Food Pantry’s; and

MOTION BY LAURA FRANCIS SECONDED BY STEVE LEVY TO RE-APPOINT MARK MCLAUGHLIN AS AN ALTERNATE MEMBER TO A SECOND CONSECUTIVE TERM ON THE ETHICS COMMISSION FOR A THREE YEAR TERM THAT WILL EXPIRE MAY 2015. ALL AYE

Clean Energy Task Force reorganization Susan Michael presented a draft revision of the Tasks Force’s goals and objectives. L. Francis questioned the requirements of LEED Silver Standards in Focus Area 2 Renewable Resources/Green Building, suggesting they edit to encourage the use of LEED standards. S. Levy spoke to Focus Area 4 Recycling stating he felt this would have a positive cash flow into the transfer station and would also decrease what would need to be hauled out. L. Francis asked the Selectmen to review the document so it can be adopted at a future meeting.

Set Public Hearing Date for Fire Marshal Fee Ordinance MOTION BY LAURA FRANCIS SECONDED BY JOHN SZEWCZYK TO SET PUBLIC HEARING DATE OF MONDAY, JULY 9, 2012, 8:00 P.M., 3RD FLOOR TOWN MEETING ROOM, TOWN HALL TO PRESENT INFORMATION AND DISCUSS PROPOSED ORDINANCES; ESTABLISHING FEES FOR PERMITS AND FIRE LANES AND FIRE ZONES. ALL AYE

Merriam Manufacturing Superfund Site update and discussion L. Francis stated that work at the superfund site on Main Street was coming to an end. There is some material that needs to be removed (pending site approval), top soil will be brought in and the lot will be seeded, and fencing on the north side will go up. L. Francis stated the EPA has advised her that if the Town of Durham has interest in acquiring the site, now was the time to do so. L. Francis asked the Selectmen for their thoughts. S. Levy asked who the legal owner was. L. Francis stated the Adams Estate, noting there are Federal and Municipal liens against the property, and that the responsible parties would be required to market the property to offset expenses of clean up. L. Francis stated that any building put on the property cannot be built below grade and must have an air filtration system and that test wells will need to stay on the property for a few years. J. Szewczyk stated he thought it would be short sited if the Town did not look in to it. S. Levy stated he felt expressing and interest is a wise move and it would not be a commitment. L. Francis will contact the EPA and ask that they inform the Town of the process going forward.

3 Board of Selectmen Meeting May 14, 2012

Selectmen’s comments S. Levy stated he has received concerns from citizens about blighted properties noting that other towns in the state are adopting ordinances. L. Francis agreed that an ordinance should be considered noting that years ago there was not a widespread issue but she also has had residents expressing concerns and has had to utilize the zoning officer more frequently. L. Francis stated she would request information from the Connecticut Conference of Municipalities on what other towns are currently doing.

Old/New business L. Francis discussed the following old business. 1.) The Town received an additional $92,000 in insurance claim funds for the public works building for a total of $346,909 received to date. 2.) Durham Heights Water Sampling update. Five properties cannot be tested because prior recommendations for improvements have not been made; Bill Milardo and the State Department of Health are working with these residents. L. Francis also noted that the Department of Health indicated they thought this was a localized issue and felt a meeting was not necessary. 3.) L. Francis, Jon Brayshaw and Elizabeth Shoudy have been working on the Summer Youth Employment Program. Susan Viccaro indicated that 32 students are automatically eligible but are not sure if all will apply. Receipt of the program budget is expected this week.

L. Francis discussed the following new business. 1.) Durham and Middlefield community leaders have decided to reach out and provide a clear message to adults and teens about the dangers associated with underage drinking with a month long initiative starting on May 18th. The Local Wellness Council has met on difference dates with the Towns Chiefs of Service and a Mock Crash event will be held next Thursday, May 24th at the high school. 2.) There will be a state wide emergency management drill July 28 -31st. 3.) Resident State Trooper report for April 2012. There were 392 calls for services, 8 criminal investigations, 8 motor vehicle accidents with injuries, 55 motor vehicle infractions, and 12 motor vehicle warnings. There were no residential burglaries, one larceny from a residence on Woodland Drive committed by a family members, and investigated two domestics. Traffic enforcement was conducted on Tuttle Road near Brewster School, Route 17 near Strong School, Saw Mill Road near Tuttle, Pent Road near Rout 68, Route 157 near Middlefield Town Line and Route 68 near Greenbackers Farm. 4.) There will be a special meeting of the Conservation Commission to discuss the Howd Road Mowing bid award. Town Counsel has advised the Commission on matter.
