Education and outreach and activities of the Communications Sub-Committee

Note by the secretariat

1. The Expert Group on Resource Classification agreed to establish a Communications Sub-Committee at its first session, April 2010. The Sub-Committee is a subgroup of the Expert Group. It was further agreed that the Sub-Committee would be established by and report to the Bureau of the Expert Group between meetings of the Expert Group. 2. The terms of reference of the Communications Sub-Committee as approved by the Expert Group at its fifth session in 2014 are contained in Annex I to ECE/ENERGY/GE.3/2014/6. 3. The current membership of the Communications Sub-Committee is provided in Annex I. 4. This document provides an update on the education and outreach activities undertaken since the fifth session of the Expert Group, including those by the Communications Sub-Committee.

I. Communications and education strategy

5. The agreed Communications and Education Strategy developed by the Communications Sub-Committee encompasses presentations on and/or promotion of the United Nations Framework Classification for Fossil Energy and Mineral Reserves and Resources 2009 (UNFC-2009) at conferences and workshops; the relationship with other industry bodies and associations; publications, technical journals and articles; the media; website; and the membership of the Expert Group. 6. It is noted that there continues to be no extrabudgetary funding available to support the work of the Sub-Committee and hence implementation of the strategy remains dependent on the voluntary contributions (travel, man hours and sponsorship) from members of the Expert Group. Efforts are being undertaken by the Sub-Committee to secure funding and should this be successful the strategy would then be modified accordingly.

II. Current activities

7. Since issuing its report to the fifth session of the Expert Group on Resource Classification (ECE/ENERGY/GE.3/2014/6), the Communications Sub-Committee has continued to conduct its work through regular e-mail correspondence, as well as via four

meetings (one face to face meeting and three audio conferences). A copy of the minutes of all meetings is provided to the Bureau of the Expert Group for information. 8. The key education and outreach activities undertaken by the Communications Sub- Committee are outlined below. It is noted that these activities also serve to promote those widely used systems aligned to UNFC-2009, notably the Committee for Mineral Reserves International Reporting Standards (CRIRSCO) Template for solid minerals; the Society of Petroleum Engineers (SPE)/World Petroleum Council (WPC)/American Association of Petroleum Geologists (AAPG)/Society of Petroleum Evaluation Engineers (SPEE) Petroleum Resource Management System (PRMS) for oil and gas, which has been endorsed by SPE, WPC, AAPG, SPEE and the Society of Exploration Geophysicists (SEG); and the Organisation for Economic Co-operation and Development (OECD) Nuclear Energy Agency (NEA)/IAEA Uranium Classification (“Red Book”) which is now bridged to UNFC-2009.

A. Conferences and workshops

9. The key focus of the Sub-Committee continues to be the promotion of UNFC-2009 – including, in particular, an understanding of how the system works and its relationship to the CRIRSCO Template PRMS and the “Red Book”, as well as the work being undertaken to broaden application of UNFC-2009 to renewable energy – at conferences and workshops. The Sub-Committee also works to identify speakers to deliver the presentations. The Sub-Committee is organizing the first UNFC Train the Trainers Workshop in 2015. A list of the conferences at which a presentation on UNFC-2009 and/or the work of the Expert Group was delivered in 2014 is provided in Annex II. 10. In order to deliver on the educational aspect of the Communications and Education Strategy, attention was paid to organizing capacity-building workshops. In particular, on the four events listed below. Other training events and/or workshops on UNFC-2009 were organized, for example by the Coordinating Committee for Geoscience Programmes in East and Southeast Asia (CCOP) – the full list is available in Annex II:

1. ECE and World Bank Workshop on Application of UNFC to Renewable Energy, Washington, 24–25 March 2014 11. The Workshop focussed on the benefits and challenges of applying UNFC-2009 to renewable energy resources. The goal to achieve broader stakeholder engagement in this initiative was achieved through this event, as well as closer cooperation with key partners including the World Bank and the International Renewable Energy Agency (IRENA). A first draft of the specifications (rules of application) that would allow UNFC-2009 to be applied to renewable energy resources was presented and substantive feedback was received. A total of 42 experts attended, of which 12 were female.

2. Workshop on UNFC-2009, Geneva, Switzerland, 29 April 2014 12. The event was organized by the United Nations Economic Commission for Europe (ECE) as part of the fifth session of the Expert Group on Resource Classification. This timing of holding the workshop as the first item to be addressed on the Expert Group meeting agenda allows newcomers to the Expert Group to be trained on UNFC-2009 and the activities of the Expert Group prior to participating in the Expert Group substantive discussions. The timing also offers a useful training opportunity for members of the Expert Group who wish to deliver presentations on UNFC-2009 at future conferences or workshops. A total of 75 experts attended this workshop, of which 15 were female.

3. UNECE and IAEA Regional Workshop on Application of UNFC-2009 for Uranium Projects, Johannesburg, South Africa, 10–14 November 2014 13. Organized jointly by the International Atomic Energy Agency, ECE and the Geoscience Council of South Africa, the Workshop was designed to build capacity on how to apply UNFC in practice to nuclear fuel resources, as well as to solid minerals more broadly. Applications of UNFC in reporting and managing unconventional uranium resources and comprehensive extraction will be presented, as will the benefits of the system in formulating an integrated exploration strategy for undiscovered resources of uranium, hydrocarbons and coal in ‘energy basins’. Detailed presentations were delivered on UNFC- 2009 with an emphasis on how it applies to solid minerals and uranium. Case studies on UNFC-2009 were delivered by a number of countries and feedback was provided on the results obtained. Participants agreed that UNFC-2009 can assist African countries in developing and managing their minerals and other energy resources. A total of 42 experts attended this event, of which nine were female.

4. UNECE Workshop on UNFC-2009 Classification for Renewable Energies – Opportunities and Challenges (Geneva, pm17–am18 November 2014) 14. The Workshop brought together representatives from the United Nations, governments, international organizations, industry, professional societies and associations, academia and other key stakeholders engaged in activities related to the classification and reporting of energy reserves and resources, in particular renewable energy. The event was organized as part of ECE’s Sustainable Energy Week (17-21 November 2104) and immediately before the first session of ECE’s Group of Experts on Renewable Energy. The Workshop allowed attendees to get up to speed on the on-going activities of the ECE Task Force working on applying UNFC-2009 to renewables. This work includes development of commodity-specific specifications for different renewable energy resources (bioenergy, geothermal, hydro, solar and wind). A number of case studies were delivered, including on bioenergy, geothermal, solar and wind. A total of 35 experts attended, of which seven were female. 15. Following each workshop, a review is made of the event and those elements considered to be successful are then incorporated into future events. The programme for the workshops, as well as the standard presentations delivered, are continually reviewed and updated. 16. A copy of all the presentations delivered at the workshops is posted to a dedicated page on the ECE website. Where appropriate, ECE press releases are issued either immediately prior to or immediately following the close of the event. Articles are also prepared for publication in the ECE’s weekly newsletter “UNECE Weekly”.

B. PowerPoint presentations, articles and other promotional and educational material

17. Work has continued on development of a series of standard PowerPoint presentations on UNFC-2009 varying in length and technical content. The Technical Advisory Group is also providing valuable feedback. 18. Work continued on the development of educational animated presentations with voice-over explaining UNFC-2009, how its three axes work and the relationship with aligned systems. The final presentation is available on the UNFC web pages and has been translated into other languages, including Chinese and Hungarian. The presentation is now shown at workshops and is also included in Pan-European Reserves and Resources Reporting Committee (PERC) training courses.

19. The following press releases, which are available to view on the ECE website1e, were issued by ECE in 2014: (a) UNFC development continues: rules for application to renewables released for public comment (issued on 12 June 2014); (b) UNECE signs MoU with the International Geothermal Association to develop a global classification system for geothermal resources (issued on 19 September); (c) UNFC - a tool for good governance of mineral resources in Africa (issued on 13 November 2014); and (d) UNFC now fully applicable to uranium and thorium resources (issued on 3 December 2014). 20. The following articles were published in the ECE’s weekly newsletter “UNECE Weekly” during 2014: (a) Developing a common assessment methodology for renewable energy resources, issue number 369, 17–21 March 2014; (b) UNECE Resource Classification Week, issue number 574, 21–25 April 2014 (c) UNECE signs MoU with the International Geothermal Association to develop a global classification system for geothermal resources, issue number 594, 22–26 September 2014 (d) UNFC under consideration by the International Seabed Authority for classification of polymetallic nodules, issue number 598, 20–24 October 2014 (e) Building technical capacity on the United Nations Framework Classification in Africa, issue number 600, 3–7 November 2014. 21. UNFC-2009 was referenced in the International Energy Agency’s World Energy Outlook 2014. 22. A case study “Framework for the Evaluation of Anthropogenic Resources: a Landfill Mining Case Study – Resource or Reserve?” by Andrea Winterstetter, David Laner, Helmut Rechberger, and Johann Fellner was published in the Springer Journal “Resources, Conservation and Recycling”, edition 10 January 2015, Online ISSN 1613-7566.

C. UNFC-2009 promotional poster and leaflet

23. The promotional poster on UNFC-2009 prepared in English and Russian continues to be displayed at conferences and workshops. 24. The Communications Sub-Committee is working to update the information leaflet “Resource Classification and UNFC”. This leaflet provides comprehensive background information on UNFC-2009 and the Expert Group and is a useful promotional tool to distribute at conferences and workshops.

D. Website

25. Changes continue to be made to update and improve the Expert Group and UNFC web pages on the ECE website2, notably with regard to accessibility, re-organization of existing information and the addition of new material as regularly as possible.

III. Future work plans

26. The Communications Sub-Committee will carry-on working according to its Terms of Reference and will continue its efforts to implement the agreed Communications and Education Strategy. 27. Regular and/or annual meetings of relevant societies and professional associations will be identified to ensure that a presentation on UNFC-2009 is included. 28. Efforts will continue to prioritize events to attend in 2015 and also 2016 (Annex III). 29. The Communications Sub-Committee will focus on development of a series of Frequently Asked Questions (FAQs) on UNFC-2009 and the Expert Group on Resource Classification, which will be posted to the UNFC web pages. As appropriate, the advice of the Technical Advisory Group will be sought. 30. Focus will also be given to seeking new members for the Expert Group, particularly from the renewable energy sector. 31. The Sub-Committee will offer its support to the Bureau of the Expert Group in its efforts to secure extrabudgetary funding.
