Individuals traveling to or returning to New Jersey from certain states identified as those that have a positive COVID-19 test rate higher than 10 per 100,000 residents or have a 10% or higher positivity rate over a seven-day rolling average are advised to self-quarantine for 14 days. This includes travel by train, bus, car, plane and any other method of transportation. South Carolina asserted that North Carolina was using more than its share of the waters of the Catawba River, which flows from the Blue Ridge Mountains in North Carolina past Charlotte and into South Carolina at Lake Wylie. Among other things, South Carolina claimed that North Carolina had improperly approved inter-basin transfers of water from the Catawba into other river systems. South Carolina sought an equitable apportionment of the waters of the Catawba, and an injunction against further transfers. North Carolina opposed the filing of the complaint on the ground that the issue of the flow and usage of the Catawba already was the subject of a proceeding before the Federal Energy Regulatory Commission (FERC) on an application by Duke Energy to renew its fifty-year license for eleven power plants along the Catawba.

The order has specified that for the industrial classification codes, a loss cost multiplier of 2.169 shall be applied to the September 1, 2014 South Carolina voluntary market loss costs, subject to the constraint that changes to individual class codes be limited to the applicable industry group change in the voluntary loss cost filing +/- 25%.

Earthquakes in South Carolina
Earthquakes in South Carolina: Earthquakes are probably the most frightening naturally occurring hazard encountered. Why? Earthquakes typically occur with little or no warning. There is no escape from an earthquake! While South Carolina is usually not known for earthquakes, ten to twenty earthquakes are recorded annually and two to five earthquakes are felt each year. These earthquakes tend to be less than magnitude 3.0 on the magnitude scale and cause little damage. Earthquake Causes: An earthquake is the violent shaking of the earth caused by a sudden movement of rock beneath its surface. Plate Tectonics: Although earthquakes can occur anywhere on earth, the majority of earthquakes worldwide occur at plate boundaries. These earthquakes are known as interplate earthquakes. In contrast, South Carolina is located within the interior of the North American plate, far from any plate boundary. Earthquakes occurring within a plate are intraplate earthquakes. Little is known as to why intraplate earthquakes occur. The most widely accepted model is that several geologically old fault systems of varying orientation within the subsurface are being reactivated while being subjected to stress. This stress buildup may be due to the Plate Tectonic Theory. For hundreds of millions of years, the forces of continental drift have reshaped the Earth. Continental drift is based on the concept that the continents bumped into, and slid over and under each other and at some later time broke apart. Today, most people accept the theory that the Earth's crust is on the move. South Carolina’s Fault System: Most of South Carolina’s earthquakes occur in the Coastal Plain where the underlying rocks are very faulted or broken from the break-up of the plates.

Clark Phillip Interim Director State of South Carolina, Department of Health & Human Services 1801 Main Street PO Box 8206 Columbia, SC 29201‐8206 Dear Mr. Phillip: On February 12, 2021, the Centers for Medicare & Medicaid Services (CMS) sent you a letter regarding the section 1115 demonstration project entitled “Healthy Connections Works” (Project Number 11-W- 00334/4). The letter advised that CMS would commence a process of determining whether or not to withdraw the authorities previously approved in the Healthy Connections Works demonstration that would permit the state to require community engagement activities as a condition of initial and continued Medicaid eligibility. It explained that in light of the ongoing disruptions caused by the COVID-19 pandemic, South Carolina’s community engagement requirement risks significant coverage losses and harm to beneficiaries. For the reasons discussed below, CMS is now withdrawing approval of the demonstration in whole, which is not currently in effect and which would have expired by its terms on November 30, 2024. Section 1115 of the Social Security Act (the Act) provides that the Secretary of Health and Human Services (HHS) may approve any experimental, pilot, or demonstration project that, in the judgment of the Secretary, is likely to assist in promoting the objectives of certain programs under the Act. In so doing, the Secretary may waive Medicaid program requirements of section 1902 of the Act, and approve federal matching funds per section 1115(a)(2) for state spending on costs not otherwise matchable under section 1903 of the Act, which permits federal matching payments only for “medical assistance” and specified administrative expenses.1 Under section 1115 authority, the Secretary can allow states to undertake projects to test changes in Medicaid eligibility, benefits, delivery systems, and other areas across their Medicaid programs that the Secretary determines are likely to promote the statutory objectives of Medicaid.
