1 Introduction

1.1 The site is was formerly the location of the Trevethin Community School with around 500 pupils and staff. The school buildings have been demolished except for a chapel which is mitigation for the loss of bat habitat. The northern parcel of land comprises terraced plateaus, the former playing fields and tennis courts. The southern parcel has been levelled following the demolition of the buildings. The site extends to around 5 hectares (12.5 acres):

1.4 The proposed residential development will consist of around 124 houses. Of these 31 will be affordable.

1.5 Traffic and Transport Planning has been instructed by Barratt Homes to assess the impact of the proposed residential development on the local highway network in support of a planning application. Following discussions with the Highways Development Control Officer it has been agreed that a Transport Statement (TS) will be appropriate. This will need to include a comparison of the flows generated by Trevethin Community School and the proposed residential development. Junction analysis will not be required.

1.6 The TS will follow TAN18 guidelines (2007), Guidance on Transport Assessment (DfT 2007)), Parking Standards 2008 and the Trevethin Community School Supplementary Planning Guidance (2011).

2 Existing Conditions

Local Road Network

2.1 Currently there is one main vehicular entrance to the south of the site from Penygarn Road and a secondary access some 150 metres north-west of this near to Old Penygarn Road. Adjacent to the proposed development site Penygarn Road is one- way in a northerly direction a 30mph restriction is in operation and the road is lit:

2.2 Approximately 0.1km south of the proposed residential site there is a junction with Channel View. From this junction Penygarn Road runs in a westerly direction and joins Park Road just north of Town Centre:

2.3 Both this section of Penygarn Road and Channel View are single carriageway two-way highways. They are lit with footways on both sides and a 30mph speed restriction is in operation:

2.4 The proposed development is within an urban area and the majority of the local road network has footways. There are no footways on both sides of Penygarn Road north of Old Penygarn Road.

2.5 A number of public rights-of-way are either adjacent to or across the site. These routes will be integrated into the proposed development where appropriate:

2.6 The Town Centre is approximately 800metres a 10-minute walk from the site. The IHT publication ‘Providing for Journeys on Foot (2000) identifies this as an acceptable walking distance to town centres.

Public Transport Accessibility

2.7 A regular bus service (no.15) which runs every 30 minutes operates along Channel View, Penygarn Road and Park Road to Pontypool Town Centre, and Newport (Appendix A). Bus stops are located in Channel View near Penygarn Post Office approximately 100 metres from the proposed development.

2.8 Residents of the proposed development will have access to further bus services from Pontypool Town Centre:

2.9 The nearest rail station is ‘Pontypool and ’ approximately 2 miles from the site which serves Cwmbran, Newport, Cardiff and Abergavenny. Service bus route 15 stops close to the station and the journey time is around 15 minutes. The journey time by rail to Newport is around 20 minutes.

3 Proposed Development

3.1 The proposed residential development will consist of around 124 houses – around 31 will be affordable homes. The detailed layout has yet to be finalised but a typical layout is shown below:

3.2 Two vehicular accesses are proposed using the original main and secondary entrances to the school.

3.3 The layout of the proposed development will be in accordance with TAN18 and Manual for Streets (MfS).

3.4 TCSSPG was published in November 2011 and the guidelines relevant to accessibility and ease of movement are:

• Internal permeability and connection to the surrounding area is important to create ease of movement and reduce car dependence • The careful design of the street hierarchy to ensure that cars are prevented from dominating the street making them safe for pedestrians and cyclists • Accommodate a bus service that will serve the redeveloped site and the local area by integration with the nearby existing service. • Consider the impact of the development on the surrounding roads, particularly Penygarn Road • The site will provide opportunities for active transport and incidental physical activity

These guidelines will be taken into consideration during the design process.

3.5 For residential developments which are not sustainable the Wales Parking Standards 2008 (WPS) adopted by Torfaen Council recommend one space per bedroom with a maximum of three per dwelling and one visitor space for every five dwellings. For developments which are sustainable this number can be reduced as detailed in WPS Appendix 6: ‘Sustainability points will be awarded to developments that meet the criteria below for their proximity, in terms of walking distance to local facilities, public transport, cycle routes and the frequency of local public transport. Award of these sustainability points will result in a reduction in parking requirement ’

The points awarded for each of these sustainability criteria are:

If the sustainable points total 7 then there can be a reduction of one space per house and if the total is 10 the reduction can be 2 per house.

3.6 Bus stops are located near the post office and in the town centre.

3.8 The total point score is 9. This will reduce the spaces required by one per property subject to there being no less than one space for each dwelling.

3.9 Off-site improvements to the highway network will be discussed with the Highway Authority. It is anticipated that these will include some improvement to footways in Penygarn Road together with traffic calming measures on the approaches to the site access and Old Penygarn Road.

4 Traffic

Current Flows

4.1 Traffic counts in Penygarn Road were requested by the Highways Development Control Officer:

4.2 The counts were carried out by Capita Symonds over a period of one week in July 2012 (Appendix B). In summary the weekday average flows were:

4.3 During a weekday the AM peak hour was 0800-0900 hrs. The PM peak hour varied so to present a robust case the maximum hourly values have been used to calculate the average PM peak hour flow.

4.4 The vehicular counts show that both roads are lightly trafficked.

4.5 The Highways Development Control Officer requested a comparison of the flows attracted by Trevethin Community School with those that will be generated by the proposed development. Movement data for the school is not available so to assess the number of trips generated TRICS 2012(b) v 6.10.2, a nationally accepted database of trip generation rates for various land-uses, has been interrogated. The data for both the former school and the proposed development is summarised below and detailed in Appendix C.

4.6 The Community School with around 500 pupils plus staff would have generated a significant volume of traffic during the morning and afternoon drop-off and pick-up times.

4.8 The development will have 93 private houses, 31 affordable homes and no apartments so TRICS data for houses to rent and those privately owned has been interrogated for weekday AM and PM peak hours. Sites in Greater London, Ireland and Northern Ireland have been excluded as it is considered that this information will not be representative. Sites in town centres have been excluded for the same reason:

4.9 The trips data show that the proposed residential development will generate significantly lower traffic than Trevethin Community School. The reduction in the number of cars using the one-way section of Penygarn Road during weekday peak hours will be:

5 Summary

5.1 The proposal is to construct 124 private and affordable houses in the grounds of the former Trevethin Community School. Two vehicular accesses are proposed using the original main and secondary entrances to the school. Adjacent to the site Penygarn Road is one-way in a northerly direction.

5.2 The nearest bus stops are in Channel View near Penygarn Post Office around 100m from the proposed development site. There are two No 15 buses every hour.

5.3 ‘Pontypool and New Inn’ rail station can be accessed using route No 15 - the journey time is around 15 minutes.

5.4 A wide range of local facilities including Pontypool Town Centre are within a convenient walking distance of the site.

5.5 Peak hour traffic from the proposed residential development will be significantly lower than that generated by the former Trevethin Community School.

5.6 The proposed residential development will be in a sustainable location and the impact on the local network will not be material.
