The Boy Scout Movement in Canada, 1908-1970 BUILDING BOYS, BUILDING CANADA: THE BOY SCOUT MOVEMENT IN CANADA, 1908-1970 JAMES TREPANIER A DISSERTATION SUBMITTED TO THE FACULTY OF GRADUATE STUDIES IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY GRADUATE PROGRAM IN HISTORY YORK UNIVERSITY TORONTO, ONTARIO APRIL 2015 © James Trepanier, 2015 Abstract This dissertation examines Canada’s largest organization for boys of the twentieth century - the Boy Scouts. In Scouting for Boys [1908], Robert Baden Powell argued that Scouting provided a universal model for countries of the British Empire to develop the physical, mental and spiritual development of boys. The process of transplanting Baden-Powell’s movement to Canada led to the establishment of two separate organizations, divided along linguistic and religious lines. The movement also extended its reach to the Canadian North as missionaries and government officials adopted the movement in residential and day schools across the country. The Canadian Scout movement provides a compelling lens to understand how language, religion, race and class shaped the construction of Canadian boyhoods. This dissertation taps into the archival records of the Boy Scout movement, Canadian churches, state records, and private collections from the 1910s through to the 1960s to examine the motivations, objectives and tensions within the Scout movement’s network of institutional and cultural support. It argues that, as part of the frequent renewal of masculinities, Scouting and its supporters embraced the modern and the antimodern in order to shore up, revive, or reinvigorate masculinities that were deemed to be threatened. Perceptions of what boys needed were not always complementary and reflected broader religious, linguistic and racial assumptions and expectations about masculinity. The relationship between Scouting and Canadian churches, for instance, was fluid - reflecting a more complicated picture of religiosity in the postwar period than existing scholarship has considered. The relationship between French-Canadian and English-Canadian Scouting was also complex and symptomatic of larger shifting relationships between the French-Canadian diaspora, Quebec and ii English-speaking Canada. Northern nationalists, meanwhile, latched onto the Scout movement as a means of promoting particular “ideas of north” for southern boys and northern Aboriginal and Inuit boys. These different supporters were, however, tied together by a shared desire to mitigate the perceived “feminizing” effects of modern life through a “modernizing antimodernism.” Masculinity’s ties to political and social citizenship remained strong well into the 1960s as Scouting’s coalition of supporters sustained the belief that building better boys was the key to building a better Canada. iii Acknowledgements This dissertation would not have been possible without the generous financial support of the Vanier Canada Graduate Scholarship (SSHRC) program, York University’s Faculty of Graduate Studies, and York’s Graduate Program in History.     Margaret Ross “Of friends and trees, tents, paths and playing fields”:1 Nature, Gender, and Race at Camp Orendaga History 9833B: Environmental History April 25th, 2018 Professor Alan MacEachern 1 Western Archives, Western University (hereafter referred to as ARCC), YMCA-YWCA fonds, Box 5368, Orendaga summer camp newspaper (Orendaga Saga), 1936, 1. Ross 1 Camp Orendaga was an all-girls camp that ran during the 1930s and 1940s near Bayfield, Ontario. Operated by the Young Women’s Christian Association (YWCA), it catered to middle- class girls looking to partake in general camp activities and learn specialized skills in “God’s great out-of-doors.”2 Many girls contributed to the writing of the Orendaga Saga, a newspaper that was distributed to campers at the end of their two-week sessions. The Orendaga “scribes” wrote varied articles, stories, and poems to document their stay, often including drawings and paintings to provide visuals. Although the secondary literature on summer camping highlights the perspectives and opinions of adult reformers and camp directors, the camp newspaper offers a rare opportunity to balance their views with the perceptions of youth. This essay will examine the Orendaga Saga between 1934 and 1950 in order to shed light on adolescent interpretations of changing discourses about nature and its relationship to gender and race in the early to mid- twentieth century.3 First and foremost, this essay is an environmental history, and questions what female campers thought about nature and their recreational outdoor experiences.4 While reformers and administrators believed that the Canadian wilderness was beneficial for children and adolescents, campers themselves were far less reflective about nature’s redemptive qualities, and typically viewed the camp setting as a backdrop against which they negotiated personal relationships and burgeoning friendships.

Working mothers, single-parent families, and the difficulties of maintaining family life all add to the problem. The suicide rate among teenagers is the highest of any age group, and you will find drugs and alcohol prevalent even among preteens. It is no wonder that young people wander about in search of something to hang on to, someone to trust and in whom to confide. They have difficulty finding God, because there is no one to show them the way. How significant it is, therefore, that the latest revisions of the Boy Scout Handbook have restored the emphasis on duty to God in its pages. For, while the charter of the Boy Scouts of America has always had a religious principle, it was not always obvious to the individual youth in the unit. In recent years, as the Catholic Church developed its apostolate to youth more fully, it became known as youth ministry. Scouting is a significant part of this ministry. There is one particular aspect of Scouting that deserves special attention today, that is, Scouting has a tremendous potential for developing Christian leadership. Many of our youth today are struggling with an identity crisis and problems that growing up in these times often creates. Boys involved in the Scouting experience have a real advantage in coming to know themselves and attaining skills that will give direction to their lives.

Karp What is the likelihood of a summer day camp program in the San Fernando Valley with participants in the same place at the same time from such diverse groups as Spanish­speaking Hispanic youth and religiously observant Jewish youth? Such a cross­cultural youth experience actually occurred in the Eastern San Fernando Valley in July 2006. This marvel was a part of the local programming of the Western Los Angeles County Council of the Boy Scouts of America. This Scout Council produces six week long Cub Scout Day Camps throughout Northern and Western Los Angeles County. Each provides the opportunity for the youth of diverse religious, ethnic and cultural groups to come together. In July in the East Valley, boys attended Cub Scout Day Camp from both the religious Jewish community of Valley Village and from the Spanish speaking Hispanic community of Pacoima and surrounding areas. These boys might never have crossed paths but for the Scouting program that put them together. Their backgrounds and cultures are worlds apart, yet they have Scouting in com­ mon: The religious Jewish boys are affiliated with the traditional Cub Scouting program, adjusted to accommodate the religious practices of Orthodox Judaism. The Hispanic youth are members of a new national Soccer & Scouting program recently launched locally by the Scout Council.

In these contexts, Guiding embraced not only twentieth century youth citizenship training schemes, but also the colonial project of making First Nations and Inuit people good citizens. But ironically, while the Guide programme endeavoured to produce moral, disciplined and patriotic girls who would be prepared to undertake home and civic responsibilities as dutiful mothers and wives, it also encouraged girls to study and imitate 'wild' Indians. This thesis will explore the ways in which Girl Guides prepared girls for citizenship, arguing that the Indian, who signified to Guides authentic adventure, primitive skills and civic duty, was a model for their training. 'Playing Indian' enabled Guides to access these 'authentic' Indian virtues. It also enabled them to deny their roles as proponents of colonialism.     Spirituality in the Scouts Canada Program a proposal – December 2011 Lord Baden-Powell & Duty to God God is not some narrow-minded personage, as some people would seem to imagine, but a vast Spirit of Love that overlooks the minor differences of form and creed and denomination and which blesses every [person] who really tries to do his [/her] best, according to his [/her] lights, in His service. in “Rovering to Success” Reverence to God, reverence for one’s neighbour and reverence for oneself as a servant of God, are the basis of every form of religion. in “Aids to Scoutmastership” Spirituality means guiding ones’ own canoe through the torrent of events and experiences of one’s own history and of that of [humankind]. To neglect to hike – that is, to travel adventurously – is to neglect a duty to God. God has given us individual bodies, minds and soul to be developed in a world full of beauties and wonders. in “The Scouter” January 1932 The aim in Nature study is to develop a realisation of God the Creator, and to infuse a sense of the beauty of Nature. in “Girl Guiding” Real Nature study means…knowing about everything that is not made by [humans], but is created by God. In all of this, it is the spirit that matters. Our Scout law and Promise, when we really put them into practice, take away all occasion for wars and strife among nations. The wonder to me of all wonders is how some teachers have neglected Nature study, this easy and unfailing means of education, and have struggled to impose Biblical instruction as the first step towards getting a restless, full-spirited boy to think of higher things.
