    REPORT TO THE HOUSE OF ASSEMBLY BY BERMUDA DELEGATES TO THE 43RD ANNUAL COMMONWEALTH PARLIAMENTARY ASSOCIATION’S CARIBBEAN, AMERICAS AND ATLANTIC REGION CONFERENCE, 16 - 23 JUNE 2018 Nearly 100 delegates from almost the entire English-speaking Caribbean region flew into Grand Cayman for the 43rd Annual Commonwealth Parliamentary Association’s Caribbean, Americas and Atlantic region conference. Hosted by Hon. Dr W. McKeeva Bush, Speaker of the Legislative Assembly of the Cayman Islands, delegates focused their attention on a theme, “Building Small Developing States”. The Speaker was joined at the opening ceremony by His Excellency the Acting Governor, Mr. Franz Manderson; the Premier of the Cayman Islands, Hon. Alden McLaughlin, MLA; and the Leader of the Opposition, Hon. Ezzard Miller, MLA. During their opening speeches, the Caribbean leaders underscored the challenges faced by small developing states in the region and urged delegates to use the topics selected for discussion to take workable solutions and best practices back to their jurisdictions. Delegates came from the following countries: Anguilla, Antigua and Barbuda, Bahamas, Barbados, Bermuda, British Virgin Islands, Canada, Cayman Islands, Dominica, Guyana, Isle of Man, Jamaica, Montserrat, St Kitts and Nevis, St Lucia, Trinidad and Tobago, Turks and Caicos, United Kingdom. This year a warm welcome was extended to the Cuba delegate who participated by adding value to discussions on immigration and trade corridors throughout the region. The conference was spread out over the course of six days to accommodate eight sessions: • Caribbean Women Parliamentarians on June 16 and 17, focused on building a platform to develop recommendations for social and parliamentary initiatives.

    Bilateral Relations: India- Cayman Islands Overview: The Cayman Islands, a group of three islands (Grand Cayman, Cayman Brac and Little Cayman) in the north-west Caribbean Sea, about 150 miles south of Cuba, 460 miles south of Miami, Florida, and 167 miles northwest of Jamaica (land area 264 sq. km., population 54,000, GDP US$2.8 bn.), is an English- speaking UK Overseas Territory. Cayman Island is one of the world's largest financial centres and a well-known as tax haven. UK Government seems amenable to allow autonomy to the Cayman Islands on certain aspects of its external affairs – on relations with CARICOM, Caribbean regional organizations, and other UK/Netherlands/French Overseas Territories/Dependencies in the Caribbean region, subject to prior intimation/approval of the Governor/UK Government. The conduct of foreign relations is controlled by the British Foreign Office. It is an associate member of CARICOM and UNESCO, and a member of Caribbean Development Bank, Universal Postal Union and Interpol. It is not a member of the United Nations or any other international organization. Though the Cayman Islands has neither participated in various International fora nor articulated its position on climate change, it has serious stakes in the on- going international discussions, inter-alia, on account of rising sea levels, warming of the oceans, coastal erosion, degradation of the marine environment, declining of fish stocks and increased frequency and intensity of storms and hurricanes, which threaten not only the sustainable development and fragile infrastructure but also the very existence of small island developing countries. Premier of Bermuda The House of Assembly Friday, 20th September 2013 MEETING WITH HEADS OF OVERSEAS TERRITORIES Mr. Speaker, I rise this morning to inform this Honourable House and the people of Bermuda about the purpose and content of my recent meeting with Heads of Overseas Territories. Mr. Speaker, The meeting was held on the beautiful island of Gibraltar from 8th through 11th September 2013. I was pleased to be in the company of: • The Honourable Fabian Picardo, Chief Minister of Gibraltar; • The Honorable Hubert Hughes, Chief Minister of Anguilla; • The Honourable Orlando Smith, Premier of the British Virgin Islands; • The Honourable Alden McLaughlin, Premier of The Cayman Islands • The Honourable Ian Hensen of the Falklands; • The Honourable Reuben Meade, Premier of Montserrat; • The Honourable Dr. Rufus W. Ewing, Premier of the Turks and Caicos; and • Deputy Mayor Simon Young of Pitcairn. Mr. Speaker, I hasten to add that in December 2012, at the end of the last Political Council meeting of the United Kingdom Overseas Territory Association, or UKOTA, the Government of Gibraltar extended an invitation to the Leaders of the Territories to attend a plenary meeting in September 2013, prior to our next meeting with the United Kingdom as a group in November 2013. As host Government, Gibraltar paid for our attendance. For the avoidance of all doubt, the costs and expenses incurred through this trip were borne by the host Government, the Government of Gibraltar, and not by the Government of Bermuda. Mr. Speaker, It was interesting to note the commonalities that we share not matter our size or our location.
