Matthias Scantamburlo (Aston University) Abstract: This article explores the impact of the 2018 South Tyrolean election on the autonomous province’s consociational system of democracy. Implemented to tame centrifugal tendencies between the territory’s language groups (German, Italian and Ladin), this system has since the 1990s been losing its inclusive capacity. While the Italian-speaking electorate has increasingly been underrepresented in the main decision-making processes, the German-speaking intra-ethnic electoral arena experienced the rise of secessionist parties. The article shows that, despite major changes affecting party politics in South Tyrol, the outcome of the 2018 election contributed to restore stability to the consociational system. Keywords: territorial politics – ethnic politics – consociationalism – regional elections – South Tyrol Matthias Scantamburlo is postdoctoral researcher at Aston University (Birmingham) and team member of the Regional Manifestos Project at the University of Deusto (Basque Country). INTRODUCTION The election to the provincial council, the Landtag, of the Autonomous Province of Bolzano/South Tyrol (hereafter South Tyrol), held on 21 October 2018, resulted in a major shift of power and important changes in the province’s consociational political system. The South Tyrolean Peoples’ Party (SVP), the main representative of the German- and Ladin-speaking minorities and regional key power player since 1945, for the first time in its history forms a government with an Italian-speaking right-wing party, the populist (Northern) League (LN).

E’ evidente la necessità di avvalersi di tutte le infrastrutture e le competenze di alta tecnologia attualmente disponibili sul territorio per contrastare la diffusione del SARS-CoV2 in Italia. In molti altri Paesi (tra i quali Cina, Francia, Austria e Germania) laboratori accademici con elevate competenze sono stati cooptati al fine di fornire apparecchiature e personale per la estensione dei test diagnostici. In Italia esiste una comunità straordinaria di ricercatori che potrebbe contribuire da subito e in maniera molto significativa ed a costo zero all’attuale situazione di emergenza. Analisi matematiche dell’andamento dell’epidemia indicano l’esistenza di una percentuale di soggetti asintomatici o pauci-sintomatici con capacità di trasmettere il contagio superiore all’80% del totale degli infetti. Pertanto, i soggetti non sintomatici o lievemente sintomatici di fatto rappresentano la sorgente principale di disseminazione del virus nella popolazione.

The Dual Climate of Opinion in the Italian Regional Elections Marinella Belluati University of Turin Abstract: Local elections in Italy have, for some time, been closely analysed because their importance in the electoral cycle has been heightened by voting-system changes that have increased the significance of sub-national levels of government. The regional elections of 2010, here examined in terms of the way they were covered in Italian national daily newspapers were, however, subject to media discussion that was dominated entirely by national issues, which obscured local issues and parties, and relegated to the background what was really at stake in these contests. The aim of this article is to verify empirically the existence in Italy of a state of permanent campaigning supported by news coverage which tends mainly to concern itself with the affairs, public and private, of Silvio Berlusconi and his governing majority. However, local politics have continued, in a less obvious but significant way, to structure the climate of opinion. Keywords: local election, climate of opinion, media coverage, local dimension For almost twenty years in Italy the traditional political parties have been undergoing a profound crisis caused by internal structural changes but also by changes in the relationship between politics and society. Against this background local politics have often furnished evidence of a growing political and social significance (Bauman, 2003) and shown an autonomous potential to determine which issues and actors dominate the political agenda. In 1995, a reform of the electoral law for regional elections 1 initiated a gradual process of transfer of competences and functions from the central state to sub-national levels (De Luca, 2004).
