Sanctionis herebyaccorded to the institutionof Chief Minister,sGold and Silver Medalsfor outstandingperformance in the Execution of InfrastructureRelated Schemes/projects as per the following scheme:-

(i) The Schemeshall be called J&K chief Minister'sGold and Silver Medalsfor outstandingperfonnance in the execution of infrastructurerelated schemes/projects. The awardswill be announcedby the Chief Minister on Republic Day ( 26tnJanuary) every year.

(ii) Theaward shall consist of:-

Ist Prize Gold Medal weighing 20 gms of 22 carats,cash prize of Rs.50,000/- , citationand a certificate.

2"dPrize Silver Medal weighing20 gms of pure silver,cash prize of Rs.30,000/- , citation $q anda certificate. (iii) The awards shall be given to those officers/officials/contractorsworking in J&K who areor have beendirectly associated with the executionof infrastructure relatedschemes/projects whether centralor Stateprojects and whoseperformance has been outstandingand of very high orderon the basisof followingcriteria:- (a) Qualityof work. (b) Timeof completion. (c) Economyof cost. (d) Innovativefeatures in design,execution etc. (e) Sponsorsatisfaction levels. (0 Usersatisfaction levels. (g) Integrity/Honestyof the officer/contractor. (h) Any other criteria laid down by the Awards Committee.

(iv) Thenumber of awardsto begiven will beas under:- 'First (a) prize(Gold Medal) : 05 awards (b) Secondprize (Silver Medal) : l0 awards

{3 Gold Medalsand 6 silver medalsfrom the above shallbe given to contractors).

(v) The Planning and DevelopmentDepartment shall invite nominationsfrom the AdministrativeSecretaries and other concernedquarters to be receivedlatest by l't December everyyear. For theyear 2007, the nominationmay be invited upto 25"' December 2007 (Separate proforrnu, for officers/officialsand contractorsfor making nominationsis at Annexure-"A").

(vi) The concerneddepartments/quarters shall sendnominations only in respectof those officers/officials/contractorswho haveperformed exceptionally well in the completionof the infrastructurerelated schemes/projectsunder execution, during the current financialyear and,/orthe financialyear I^e precedingthe year in whichthe nominations are invited. (vii) The nominations shall be screenedby the Screening Committeecomprising the following:_

a. AdministrativeSecr etary Chairman Planningand Dev. Department. b. ChiefExecutive Officer, Member EconomicReconstruction agency. c. AdministrativeSecretary Member FinanceDepartment d. AdministrativeSecretaries Member R&8, PHE/I&FC/H&UD/PDD e. DivisionalCommissioner, Member Kashmir/Jammu.

(viii) The screeningof the nominationsshall be finalizedby 20ft December,every year. However, for the financial year 2007-08,the screeningof thenominations may be finalizedby 5* January,2008.

(ix) The recommendationof the Screeningcommittee shall be consideredby the Awards committee comprisingthe following:-

a. Chief Secretary. b. AdministrativeSecretary, Home c. Administrative Secretary, planning and Development d. PrincipalSecretary to Hon'bleChief Minister. e. AdministrativeSecretary. GAD. f. Commissionerof Vigilance. g. Additional Director General/InspectorGeneral of Police,CID

(x) The recommendationsof the awardscommittee shall be submittedby rhechief Secretary to rhe chief Minister &efor orders. (xi) The awardsshall be announcedby the Governmenton the RepublicDay and may be given away at an.investiture ceremony to be organized by the planning and DevelopmentDepartment on any suitabledate immediately after rheRepublic Day.
