William Robertson, History of the Reign of Charles the Fifth I HAVE KNOWN JOHN Gray for quite a few years, and have long admired his work. We were among the (very few) political theorists in the U.K. who, in the early 1970s, had an interest in the work of Hayek, and more generally in issues relating to classical liberalism. During the 1980s, he emerged as the most powerful and effective theorist of classical liberalism in the U.K., notably through his re- interpretations of John Stuart Mill in Mill on Liberty (1983a), his Hayek and Liberty (1984), and his overview and critical assessment of the lib- eral tradition, Liberalism (1986). We had, over the years, various dis- cussions about Hayek and liberalism—as Gray mentions in his Hayek on Liberty—and in that connection we shared many intellectual con- cerns; notably, with problems about how classical liberalism related to particular traditional cultures, and about the value of lives that did not involve autonomy in any significant sense. Our discussions about these and related matters were occasional, and typically by telephone or at Liberty Fund conferences. UTILITARIANISM AND SOCIALISM 1 The thesis aims to examine the political consequences of applying J.S. Mill's "very simple principle" of liberty in practice: whether the result would be free-market liberalism or socialism, and to what extent a society governed in accordance with the principle would be free. 2 Contrary to Mill's claims for the principle, it fails to provide a clear or coherent answer to this "practical question". This is largely because of three essential ambiguities in Mill's formulation of the principle, examined in turn in the three chapters of the thesis. 3 First, Mill is ambivalent about whether liberty is to be promoted for its intrinsic value, or because it is instrumental to the achievement of other objectives, principally the utilitarian objective of "general welfare". -

Its critics point to what they believe this position ignores or what it wrongly assumes, and hence, how it would make bad policy. This course explores the relationship between politics and economics by surveying influential works of political economy. Its first part examines major thinkers in relation to the historical development of capitalism in Western Europe and the United States: the classical liberalism of Adam Smith, Karl Marx's revolutionary socialism, and the reformist ideas of John Stuart Mill and John Maynard Keynes. The second part considers mid-20th-century writers who revise and critique economic liberalism from a variety of perspectives, including Friedrich Hayek, Milton Friedman, Ronald Coase, Arthur Okun, and Albert O. Hirschman. The third part surveys significant recent contributions relevant to the themes of the course, with applications to current public policy issues, including topics such as: power relations and autonomy in the workplace; asymmetric information and social insurance; economic inequality and distributive justice; equality of opportunity; the economics of health care; positional goods and the moral foundations of capitalism; intergenerational equity and climate change; economic nationalism and new trade theory; behavioral economics; finance and financial crises; and rent-seeking. The combination of the historical focus of the early part of the course with discussion of modern policy issues and debates in the latter part of the course permits you to appreciate the ongoing dialogue between classical and contemporary views of political economy. -

The word “liberal” is used in so many different ways, by many different people, that one must make a strong attempt to define it before one attempts to use it. 1. Definitions of liberalism In Europe, “Liberalism” is usually used to mean something close to its original classic English sense from the 19th century: the belief in a system where individuals are free to make their own choices without coercion from powerful long-established institutions (such as monarchy, feudalism, dictatorship, aristocracy, or oligarchy). Liberalism includes the freedom to pursue individual economic interests, in deciding where to live, whom to work for, what to buy and consume, and so forth. The French concept of laissez-faire and the Austrian school associated with Friederich von Hayek are closely associated with liberalism in the classical 19th century British sense.1 Outside of the economic sphere, liberalism also includes such civil rights as freedom of speech, freedom of the press, freedom to practice a religion of one’s choice, and so forth. Other definitions of liberalism go off in either one of two opposite directions. On the one hand, beginning in Latin America in the 1980s, the term “neo-liberalism” was revived and used to describe what was seen as an extreme belief in free-market or laissez-faire policies such as were ascribed by critics to Chilean dictator Augusto Pinochet, British Prime Minister Margaret Thatcher and US President Ronald Reagan. -

Zajca b.b., HR–21000 Split [email protected] Liberal Philosophy and Globalization Abstract One of numerous definitions of globalization describes it as a dynamic process whereby the social structures of modernity, such as capitalism, bureaucracy, high technology, and philosophy of rationalism and liberalism are spread the world over. Indeed, in that sense, liberalism has in general prevailed as the authoritative policy frame- work in present-day globalization. Most governments have promoted neoliberal policies toward globalization, as well as influential multilateral agencies have continually linked globalization with liberalization. Champions of neoliberal globalization have also abound- ed in commercial circles, particularly in the financial markets and among managers of transborder firms. Business associations and business-oriented mass media have likewise figured as bastions of neoliberalism which has overall ranked as policy orthodoxy in re- spect of globalization. Generally speaking, neoliberal ideas recently gained widespread unquestioned acceptance as “common sense”. On the other hand, neoliberalism as a sort of philosophical, political and economic theory known as libertarianism, which has generally prevailed as theoretical approach in contem- porary globalization, does not have much in common with the ideal of liberal democracy of well-ordered society, which arises from quite different ideas, aspects and dimensions of liberal philosophy. Social philosophy of liberalism, developed by Kant, Hayek, Dworkin and Rawls, has pro- moted the idea of modern liberal democracy which is generally based on the rule of law, protection of human and civil rights, ideas of equality and justice as fairness. -

046508186X 01.qxd 12/27/06 9:40 AM Page 15 1 Liberalism and the Discipline of Power The charge used to be leveled by fascists and communists; now it comes chiefly from conservatives. Liberalism, they say, is a kind of weakness. If the charge were true—if liberal institutions and political leaders were unequal to the demands of national defense and personal security—it would have been a catastrophe for liberal democracy dur- ing the great crises of the twentieth century, and the world would look altogether different today. But this has not been the historical experi- ence: liberal government has repeatedly proved stronger and more durable than its adversaries expected. And therein lies a critical lesson about liberalism, at least liberalism rightly understood. The core principles of liberalism provide not only a theory of freedom, equality, and the public good, but also a discipline of power—the means of creating power as well as controlling it. This discipline has been a sin- gular achievement of constitutional liberalism, dating from the late sev- enteenth and eighteenth centuries, and of modern, democratic liberalism as it has evolved roughly since the late nineteenth century. Liberal constitutions impose constraints on the power of any single public official or branch of government as well as the state as a whole. The constraints protect citizens from tyranny, but that is not all they do. They also serve to protect the state itself from capricious, impulsive, or overreaching decisions. Libertarians are liberals are democrats are good I make here the case for a new and humane version of what is often called “libertarianism.” Thus the columnist George Will at the Washington Post or David Brooks at the New York Times or Steve Chapman at the Chicago Tribune or Dave Barry at the Miami Herald or P. J . O'Rourke at the National Lampoon, Rolling Stone, and the Daily Beast. Humane libertarianism is not right wing or reactionary or some scary creature out of Dark Money. In fact, it stands in the middle of the road—recently a dangerous place to stand—being tolerant and optimistic and respectful. It’s True Liberal, anti- statist, opposing the impulse of people to push other people around. It’s not “I’ve got mine," or “Let’s be cruel.” Nor is it “I’m from the government and I’m here to help you, by force of arms if necessary.” It’s “I respect your dignity, and am willing to listen, really listen, helping you if you wish, on your own terms.” When people grasp it, many like it. Give it a try. In most of the world the word “libertarianism” is still plain "liberalism," as in the usage of the middle-of-the-road, anti-“illiberal democracy” president of France elected in 2017, Emmanuel Macron, with no “neo-” about it. That's the L-word I’ll use here. -

Socialist individualism Magnus Marsdal Neoliberalist society just isn’t individualistic enough, is it? November 30th, 1999. On that morning, I dared to dream. «In Seattle, the authorities have declared a state of emergency. Police have used tear gas against thousands of demonstrators outside the World Trade Organisation’s ministerial meeting». In was the 7 o’clock news. But it felt like a spark, flying all the way across the Atlantic and down through my alarm clock radio. It hit me. I was instantly awake. And I had this dream of a world wide awakening from the American dream. The American dream is that of the individual. The United States never had a strong nobility, no powerful papacy, there never was an “ancien régime” with rigid distinctions of class and estate. The judgements of The market do not distinguish the finest of family names from the most common of John Smiths. The market recognises only plus and minus. Surplus and deficit. Under neoliberalism, the American dream has generously descended upon men and women in nations all over the world. In it, we are all individuals, and nothing but individuals. It speaks nothing of groups. It knows not of classes in struggle. Each person is just a person, neither more nor less – such is the symbolic source of this universalism’s social idyll. Enchanting as it may be, the painting of American liberty and equality cannot fill the whole canvas. There are other visions. Like the one printed in The Montgomery Advertiser on February 11th, 1956: «We hold these truths to be self evident that all whites are created equal with certain human rights; among these are life, liberty and the pursuit of niggers».
