Gibb 1. CALL TO ORDER Councillor Keating called the Meeting to order at 9:30 a.m. 2. OPENING REMARKS Councillor Keating provided opening remarks and acknowledged International Pink T- Shirt day. 3. CONFIRMATION OF AGENDA Moved by Councillor Farkas That the Agenda for the 2019 February 27 Regular Meeting of the SPC on Transportation and Transit be confirmed. MOTION CARRIED 4. CONFIRMATION OF MINUTES 4.1 Minutes of the Regular Meeting of the Transportation and Transit Committee, 2018, December 6 Moved by Councillor Magliocca That the Minutes of the Regular Meeting of the SPC on Transportation and Transit held 2018 December 6, be confirmed. ITEMS FROM OFFICERS, ADMINISTRATION AND COMMITTEES 7.1 Transportation Bylaw Changes, TT2019-0205 A PowerPoint presentation entitled "Transportation Bylaw Changes" dated 2019 February 27, was distributed, with respect to Report TT2019-0205. Speaker Tom Nelson Moved by Councillor Farrell That the Administration Recommendations be amended by adding a new Recommendation 3, as follows, and by renumbering the Recommendations accordingly: "3. That Council amend the Calgary Traffic Bylaw, 26M96 to rescind the Parking adjacent to mid-block curb brakes, as set out in the document received at today's meeting." MOTION CARRIED Moved by Councillor Davison That with respect to Report TT2019-0205, the following be approved, as amended: 1. That Council give three readings to the proposed Charter bylaw to amend: a. the Calgary Traffic Bylaw 26M96; and b. the Calgary Parking Bylaw 41M2002. 2. That Council give three readings to the proposed bylaw to amend: a. the Calgary Traffic Bylaw 26M96; b. the Street Bylaw 20M88; c. the Stephen Avenue Mall Bylaw 52M87; d. the Barclay Mall Bylaw 17M84; e. the Calgary Parking Bylaw 41M2002; f. the Calgary Transit Bylaw 4M81; g. the Mall Between Second Street S.E. and First Street S.E. on Eighth Avenue Bylaw 26M85; and h. the Municipal Complex Bylaw 38M2012 3. That Council amend the Calgary Traffic Bylaw, 26M96 to rescind the Parking adjacent to mid-block curb brakes, as set out in the document received at today's meeting; and 4. PREVIOUS COUNCIL DIRECTION / POLICY On 2007 February 06, Personnel and Accountability Committee approved PAC2007-05 Status of Outstanding Motions and Directions, directing Administration to bring forward as an item of business to each SPC a list of tabled and referred motions and reports for each committee; such lists to be reviewed by each Standing Policy Committee to be dealt with on a quarterly basis. That the report be directed to the 2019 March 18, Combined Meeting of Council to the Public Hearing portion of the Agenda NOW THEREFORE BE IT RESOLVED that City Council directs City Administration to: ISC: UNRESTRICTED 2018 May 28 Regular Meeting of Council 15 1. Explore potential interim alternative uses for the reserved LRT ROWs for the Blue Line NE, north of Saddletowne Station, that may include, but are not INTERIM limited to, transit ALTERNATIVE 2018 C2018- improvements, pedestrian Q1 2019 USES OF BLUE MAY 0689 and bicycle infrastructure, T&T LINE AND GREEN and parks that can be LINE LRT ROW converted to LRT infrastructure. 2. Provide an assessment of feasibility, capital costs required, return on investment and timelines for the potential interim uses.
