Kingborough is situated 10 km south of , the capital city of the state of , Australia. Kingborough has one of the longest stretches of coastline in the State (336 kilometres) and covers a total area of 717 square kilometres. The population is approximately 37,000 and the main towns are , Kingston, Blackmans Bay, Margate, Snug, Kettering, Woodbridge and Middleton. The Municipality also includes Bruny Island which lies just off the coast and can be reached by vehicular ferry from Kettering.

Kingborough has one of the highest growth rates in the State. The rate of population growth in the last five years was 5.8%, or 1.2% per annum. By 2022, Kingborough’s population is likely to be about 41,000. Kingston is the major commercial, retail and administrative centre for the Municipality. Local industries include fish processing, aquaculture, tourism, viticulture, boat building, civil engineering as well as the Australian headquarters for Antarctic Research, the Antarctic Division.

Kingborough Council operates from the Civic Centre at 15 , Kingston. It also has a Service Centre at Alonnah on Bruny Island. The Kingborough municipality comprises over 16,000 rateable properties and the Council has an estimated consolidated income of approximately $35M.

Council employs around 200 staff in managing and delivering a wide range of services including planning and development, infrastructure services and community services. Facilities managed by the Council include a seven day a week waste transfer facility, a multi‐ complex sports centre as well as an extensive network of sporting grounds, local halls and community centres.

Kingston Park Community Hub

Council has launched a major project, Kingston Park, as the centrepiece for the revitalisation of the central business district in Kingston. Kingston Park will aim to create public spaces that promote health, connectivity and well‐being.

The master plan for Kingston Park contains an urban design framework that enables new forms of development and the planned delivery of infrastructure to support that development. There will be a mix of commercial and residential uses, together with public open space and community and cultural facilities.

The Kingston Park Community Hub is currently under construction and will be a striking building with flexibility for future demands. It is being built to a style and quality that can be used as an example for other future surrounding developments and will be the centre point of connections and activity in Kingston. The Community Hub will encourage both community and economic activity, which will in turn support local initiatives and build community capacity. A model for the Hub, including the design, is now on display in the Civic Centre.

Other construction works within Kingston Park include road infrastructure and a new State Government community health centre.

Position Advertisement Community Hub Coordinator

The Kingborough Council has launched a major project, Kingston Park, as the centrepiece for the revitalisation of central Kingston. An exciting opportunity currently exists for an individual experienced in facilities management and marketing to join our team as the Community Hub Coordinator.

The Community Hub is currently under construction and will be the focus of the Kingston Park development. The Hub will offer spaces for both community and economic activity, which will in turn support local initiatives and build community capacity.

The Coordinator will be responsible for the operations of the Community Hub, including coordination of the hire of spaces, promotion of the facility and attracting new bookings. To be considered for this position, you will require experience in facilities management and skills in promotions and marketing. Extensive experience in stakeholder engagement at a community level is also essential. The position is ongoing full time and a salary in the range of $75,888 to $83,848 per annum will be negotiated depending on skills and experience.

Essential

1. An appropriate vocational or tertiary qualification and/or significant experience relevant to facility or business management.

2. Ability to facilitate community participation and involvement and a proven ability to liaise and work together with a wide range of stakeholders

3. Demonstrated experience in developing and implementing marketing and promotional strategies, with capacity to generate new interest and income streams in line with community needs

4. Proven financial management skills together with experience in the development and monitoring of budgets.

5. Competent computer skills and practical knowledge of web based applications applicable to facility management.

6. Well‐developed communication skills, both oral and written and proven problem solving ability.

7. Sound understanding of risk management principles and work health and safety practices in an indoor facility environment.

8. Sound time management skills, capacity to plan, organise and meet changing priorities and objectives.

Desirable

1. Knowledge of the roles and responsibilities of Local Government.

2. Technical expertise in relation to performance production, sound and audio‐visual equipment operation.

Special Conditions Some weekend work will be required for this role, along with out of hours attendance at events, exhibitions, workshops and Council meetings. It is expected that Council pool vehicles will be used during business hours and reimbursement will be made at the ‘occasional user’ rate for the use of own transport.

A satisfactory National Police check and Working with Vulnerable People (Child Related Activity) are essential.

Position Objectives The position is responsible for the efficient operation and strategic development of the Kingston Park Community Hub, including coordination of the hire of spaces, promotion of the facility and attracting new bookings. The initial phase of the role will focus upon the establishment of the facility, including its fit‐out and implementation of operating systems.

Key Responsibilities Facility Operations

. Oversee the operations of the Hub and ensure that all activities, programs and events have both a strong customer service and business development focus.

. Develop and maintain a continuous improvement and efficient work practices within the Hub.

. Ensure the implementation of Council policies and procedures with respect to human resources, asset management, workplace health and safety and risk management.

. Prepare and submit budget estimates, implement approved budgets, monitor expenditure and report on exceptions.

. Oversee agreements for leased facilities within the Hub.

Risk Management and Work Health and Safety

. Ensure that regular risk and safety inspections of scheduled to ensure safety compliance.

. Ensure all work by staff and contractors is undertaken with compliance with WH&S policies and duty of care obligations to staff, the public and Council.

. Where WHS non‐conformance is identified, take appropriate action to make the worksite safe and rectify unsafe or substandard work practices.

. Ensure that workers are provided with relevant WHS information and that they are trained and competent in the relevant safety procedures as required.

. Ensure that the Hub is well maintained and ensure appropriate induction and supervision of contractors working onsite.

Business Development:

. Pursue opportunities to maximise the usage of the Hub and its income generating potential.

. Review operating systems at the Hub and implement contemporary venue management practices.

. Promote the Hub as a venue for a diverse range of community events, exhibitions, programs, performances and activities.

. Undertake marketing of the Hub through a range of mediums, including social media.

. Seek external sources of revenue for the activities of the Hub and upgrade of its facilities, including sponsorship and grants.

. Assist in the coordination of Hub activities within the broader operations of the Kingston Park Precinct.
