This briefing provides a round-up of the week's news and analysis on security, natural resource and CSR issues arising in the Great Lakes region of Africa Content News in Brief Recent IPIS news & publications Conflict and Security Please note that there will be no briefing covering the next DRC week (7/4/2016 – 13/4/2016). Burundi Uganda The UN stabilisation missions in the Democratic Republic of Central African Republic Congo (DRC) and Central African Republic (CAR) are facing Humanitarian News several new allegations of sexual abuse by peacekeepers. UN Rwanda and French authorities called for thorough investigations into the Uganda cases involving soldiers of Sangaris (France), MONUSCO and Central African Republic MINUSCA. Justice and Tribunals DRC In North Kivu, DRC, the inhabitants of four villages in Lubero Rwanda territory left their homes for fear of attacks by FDLR rebels. Last Burundi week, the Congolese army retreated from Ihana in Walikale Uganda territory. Three days later, on April 2, local sources reported the Central African Republic presence of Mai Mai NDC elements in the area. In South Kivu, Natural resource exploitation, clashes between the FARDC and Raia Mutomboki rebels left four governance and trade soldiers and three militia members dead in Kabare territory on DRC March 30. Inhabitants of Mbobero, also in Kabare, denounced the Uganda multitude of illegal roadblocks in their area. In Walungu and Regulation, Voluntary Initiatives Kalehe territories a similar situation was reported. In Uvira, a and Business and Human Rights general of the Sokola II operation called on the Gumino militia to DRC disarm. The group had claimed several villages after Other confrontations with other Mai Mai groups, before the Congolese DRC army regained control of the territory. Meanwhile, civil society in Rwanda Kabeya-Kamuanga, Kasai Oriental, accused FARDC soldiers of Uganda illegally detaining and extorting the local population. In Haut-Uele, Central African Republic civil society reported rape and pillaging by poachers in Wamba territory. In Bujumbura, Burundi, on Saturday April 2, several people became injured when a bus overturned in Musaga due to a grenade explosion near a school. The next day, a grenade attack killed two and wounded four others. Several sources continue to report repression and abuse of opposition supporters by the police, especially in Bujumbura. Last week, a Burundian comedian was arrested for a skit on President Nkurunziza launched in June 2015. Meanwhile, the UN Security Council explored options for a UN police deployment to monitor the security and human rights situation in the country. The Burundian government announced that it would welcome such an initiative. Uganda saw an escalation of violence in Kasese district, which reportedly killed 45 people. Legislators from Kasese pointed to a senior Cabinet minister as instigator of the tensions, while the police accused militant groups of attacking police stations and inciting the clashes in Rwenzori region. Uganda’s Supreme Court confirmed last Thursday, March 31, that Yoweri Museveni was officially re-elected as the country’s president. Two youth leaders, who had planned a demonstration against the ruling, where arrested the next day. Meanwhile opposition leader Kizza Besigye remains under house arrest. UN sex abuse scandal: 11 peacekeepers face paternity claims in DR Congo | 5 April 2016 | The Guardian A group of 11 Tanzanian peacekeepers accused of sexual exploitation and abuse in the Democratic Republic of the Congo also face paternity claims from their alleged victims, the UN said on Monday. Troops from the mission’s Force Intervention Brigade in the village of Mavivi in eastern DR Congo have been confined to base camp pending investigation, Stephane Dujarric, a spokesman for secretary general Ban Ki-moon, said. Unlike other international peacekeeping troops, the brigade has an unprecedented mandate to take military action to neutralise and disarm rebel groups to help end Congo’s long-running conflict. Depuis trois jours, les militaires congolais ont se sont retirés de l’axe Bibua-Ruvungi dans le groupement Ihana, en territoire de Walikale. RDC: 4 villages de Lubero se vident suite aux menaces des FDLR | 4 April 2016 | Radio Okapi Les populations de Kasiki, Miriki, Buleusa et Luofu, en territoire de Lubero (Nord-Kivu), abandonnent leurs habitations, depuis dimanche 3 avril, pour fuir les menaces des FDLR dans la contrée. Pris de panique, ces habitants accusent ces rebelles d'avoir jeté des tracts, annonçant le massacre de certains membres de communautés locales. La présence de huit officiers des FDLR, le 29 et 30 mars derniers, dans le camp des déplacés de Kyuto, renforce les craintes de ces habitants. Selon la société de Lubero, ces populations se ruent vers les localités de Kayna et Kirumba.

    ENVIRONMENTAL EDUCATION and COMMUNICATIONS IN UGANDA: ORGANIZATIONS AND RESOURCES A Report Compiled for USAID/Uganda by the Environmental Education and Communication Project "GreenCOM" USAID Contract No. PCE-5839-C-00-3068-00 Ralph Ted Field, Ph.D. August, 1994 EXECUTIVE SUMMARY Research for "Organizations and Resources for Environmental Eduction and Communications in Uganda" work was undertaken from July 7 through August 6, 1994. Seventy-one persons were interviewed providing data to profile 41 organizations with resources for, or having an interest in, environmental eduction in Uganda. The report provides an overview of environmental eduction and communications in Uganda. The major finding of the consultancy is that conditions for supporting national environmental eduction programs are rapidly evolving: o There is great interest in environmental education; o There are pressing environmental issues which can be addressed through environmental eduction's holistic and scientific approach (e.g. soil conservation; fuelwood shortages; and wildlife conservation;) o individuals within several key groups are beginning to take independent action to create environmental eduction programs (e.g. teachers at the Institute for Teachers' Education, and staff and leaders of indigenous NGOs;) and, o Donors, Ministry of Eduction, and Uganda National Parks express both interest and willingness to support environmental eduction -- when the time is right. However, before conditions are fully ripe to nurture a full-scale national environmental eduction and communication program involving formal education agencies, several events must occur: o Basic reforms of the Ministry of Eduction need to be complete (e.g. the first phase of the SUPER project;) o The location of the National Environmental Management Authority within the GOU and its role vis-a-vis environmental eduction must be decided.

It has 4 major components namely: The Revenue Performance and Plan, the Department performance and Plan by work plan, the Over view of the work plan and expenditure and the draft annual work plan. The wage and enrollment components have also recently been added to enhance budgeting for staff wages and schools. The annual work plan 2015/16 has key functions under each of the departments with a number of corresponding outputs. This budget framework paper is building on the foundation already started and will continue improving on delivery of services and creating an enabling environment in the district. A mixed method was used and both interviews and secondary Information was collected from local people and secondary sources i.e., face book pages, videos, tweets, newspapers, local television stations news and political discussions.A team of research assistants interviewed, various people in the affected areas includingthe people representatives, local leaders, Resident District Commissioners (RDCs), some survivors and grieving families in the Rwenzori region. This research aimed to answer eightresearch questions; Why was the Omusinga’s Palace at Buhikira attacked? Why King Mumbere was arrested? Who are the royal Guards? How many people were at the palace at the time of attacking the Palace? Did Mumbere defy president Museveni’s call before the attack? What is the mystery behind the creation of the Yiira Republic? and what are the effects of the Rwenzori saga? Results indicated that, Ministerial Commission set for Kajura (2005) should be reviewed and implemented in order to solve the long standing tribal conflicts and land tensions in the Rwenzori region.
