Banja Luka 5 PLAN ZAŠTITE OD POŽARA - OPŠTINA STANARI UVOD Plan zaštite od požara izrađuje se u skladu sa odredbama Zakona o zaštiti od požara («Službeni glasnik RS» broj 71/12) i u skladu sa Odlukom Vlade RS o metodologiji za izradu Plana zaštite od požara, koji donosi Skupština opštine («Službeni glasnik RS» broj 32/13) i kojim se reguliše organizovanje i sprovođenje zaštite od požara na području Opštine Stanari u cilјu sprečavanja nastajanja i širenja požara te zaštita života lјudi i imovine ugroženih požarom. Preduzeća i druga pravna lica, državni organi, preduzetnici i pojedinci dužni su da u sprovođenju zaštite od požara postupaju u skladu sa smjernicama i mjerama zaštite od požara koje su utvrđene ovim dokumentom. U planu zaštite od požara utvrđuje se procjena ugroženosi od požara, organizacija zaštite od požara, način upotrebe vatrogasnih jedinica i sadejstvo sa drugim vatrogasnim jedinicama, sistem obavještavanja i postupak u slučaju požara, tehnička opremlјenost i sredstva za gašenje požara, način snabdijevanja vodom, putevi, prolazi, prilazi, kao i druge mjere potrebne za uspješno funkcionisanje i unapređenje zaštite od požara i sprovođenje nadzora nad izvršavanjem mjera zaštite od požara. MAKROELEMENTI 1.1.1. GEOGRAFSKI POLOŽAJ 'i 45°16' sjeverne geografske širine i 16°11 ׳Republika Srpska smještena je između 42°33 i 19°37' istočne geografske dužine, dakle zahvata sjeverni i istočni dio geoprostora Bosne i Hercegovine. Opština Stanari se nalazi u sjeveroistočnom dijelu Republike Srpske. Nalazi se između .istočne geografske dužine ׳i 17°83 ׳sjeverne geografske širine i 17°50 ׳i 44°75 ׳44°45 Opština Stanari je smještena na području krnjinskog kraja, u slivu rijeke Ukrine, na sjeveru Republike Srpske. Centralni dio opštine Stanari je smješten uz regionalni put Doboj- Prnjavor. Prostor opštine obuhvata površinu 161 km2. Graniči se sa tri opštine - Derventa, Prnjavor, Teslić, Gradom Doboj, i manjim dijelom, u mjestu Cerovica, i sa Federacijom BiH. Opština je saobraćajno dobro povezana sa susjednim centrima, a dalje i sa ostalim regijama Republike Srpske i Bosne i Hercegovine. Opština pripada srednjoevropskoj vremenskoj zoni (GMT+1). OPŠTINA STANARI Slika 1: Položaj područja opštine Stanari u Republici Srpskoj i Bosni i Hercegovini Reljef stanarskog područja je uglavnom blago brdovit, manjim dijelom i brežuljkast, sa najvišom nadmorskom visinom od 343 m (Radnja Donja) i najnižom 138 m (Brestovo). VODE NA PODRUČJU OPŠTINE Prema sadašnjim bilansima i istraženosti površinskih i podzemnih voda, za područje opštine Stanari može se reći da raspolaže solidnim potencijalom voda, sasvim dovoljnim za potrebe stanovništva i rastućih potreba u razvoju privrednih kapaciteta, prije svega, tehnološke vode u novoj termoelektrani. Rijeke Ukrina, Radnja, Ostružnja i Ilova su od velikog značaja, ali je u dosadašnjem razvoju orjentacija bila na podzemne bunare, kako za lokalni vodovod, tako i za industrijske potrebe. U današnjim uslovima, naselja Stanari i Ostružnja (kao i objekti rudnika) se snabdijevaju vodom iz lokalnih vodovodnih sistema. I sama nalazišta i kopovi su zone sabirnica voda i planskim korištenjem mogu biti izvor snabdijevanja vodom u perspektivi, pogotovo u procesu rekultivizacije i uzgoja šumskih vrsta. Rijeka Ukrina nalazi se u sjeverozapadnom dijelu Bosne i Hercegovine. Na sjeveru, sliv rijeke Ukrine graniči sa slivom rijeke Save, na zapadu sa slivom rijeke Vrbas, na istoku sa slivom rijeke Bosne, te na jugu sa slivom rijeke Vrbanje. Njena dužina je 120 kilometara, a površina njenog sliva je 1.520 km2. Nastaje od rijeka Velike Ukrine, čija je dužina 53,8 km i Male Ukrine čija je dužina 39,3 km, koja nastaje od više manjih izvora i vodotoka. Od značajnih vještačkih akumulacija izdvaja se akumulacija Drenova. Ukupna dužina rijeke, na području opštine Stanari je 11,00 kilometara. Ukrina prolazi kroz selo Dragalovce, razdvajajući ga sa susjednim selom Kulaši, Ujedno, rijeka razvaja i dvije opštine: Stanare i Prnjavor. Most na Ukrini, koji se nalazi u Dragalovcima je atraktivno mjesto za okupljanje lokalnih ribolovaca. Osim Dragalovaca, Ukrina protiče kroz naselje Brestovo. Rijeka Ostružnja ima pritoke: potok Raškovac i Bezimeni potok. Prostire se na dužini od 15,00 kilometara i obuhvata sela: Ostružnja Gornja, Ostružnja Donja, Stanari i Raškovci. Uliva se u rijeku Radnju. Rijeka Radnja se prostire na dužini od 13,8 km.

Context With nine EU member states now coal-free1 and 11 more planning to end electricity generation from coal by 2030, the coal phase out in the EU is well underway. 52 coal plants have closed in the EU since 2016, while the European Union has stepped up its commitment to climate change mitigation and has set out a path to reach net zero greenhouse gas emissions by 2050. The EU is also committed to ensuring that its COVID-19 recovery package delivers on the ambition of its European Green Deal, helping Europe to lead the world in climate and environmental action. China, however, is allowing its State-Owned Enterprises (SOEs) specializing in power generation and coal technologies to enable the construction of new units of coal-fired power stations across southeast Europe. Generally speaking, the relations between the two countries in past quarter of century has been smooth and without major incidents. Despite of the issues that exist in Bosnia and Herzegovina’s institutional and political system, China and Bosnia and Herzegovina did manage to find a way to push through several large infrastructure and energy projects, upon which further development of relations can be based. Currently, the explosion of SARS-CoV-2 coronavirus slowed down most initiatives that were launched before the pandemics. However, despite of these difficulties, China and Bosnia and Herzegovina do plan to continue to develop cooperation within the “China+17” framework and the “One Belt One Road” initiative. Bosnia and Herzegovina and People’s Republic of China established diplomatic relations at the ambassadorial level in April 1995, at the time war in Bosnia and Herzegovina still was not brought to its conclusion. At that moment, the two countries wowed to respect each other’s sovereignty and territorial integrity, and agreed to make effort in furthering joint development and cooperation.
