Appendix 1 Bodies and Individuals Who Were Invited to Make Representations Under Regulation 18 Statement of Consultation - Appendix 1 Bodies and individuals who were invited to make representations under Regulation 18 Bodies and individuals who were invited to make representations under Regulation 18 Consultation database Contacts for each of the bodies invited to make representations under Regulation 18 are held on a bespoke Planning Consultation Database, which also contains several hundred businesses (planning consultants, local businesses, and housebuilders) and individuals that have requested to be registered on that database and wish to be informed of Local Plan consultations. At each plan stage, the Council asks people if they want to be added to this database: as such, the database grows as the plans progress. Contacts were amended as appropriate when notified. Duty to Cooperate bodies1 The Council has consulted the Duty to Cooperate bodies including potentially relevant authorities at each stage of the plan. The Council has sought to identify and obtain contacts for the relevant Duty to Cooperate bodies for Wycombe District. Other than the neighbouring Local Planning authorities and Buckinghamshire County Council, the Regulations 2012 define other DTC bodies as follow: Duty to co-operate 4.—(1) The bodies prescribed for the purposes of section 33A(1)(c) of the Act are— (a)the Environment Agency; (b)the Historic Buildings and Monuments Commission for England (known as English Heritage); (c)Natural England; (d)the Mayor of London; (e)the Civil Aviation Authority(1); (f)the Homes and Communities Agency; (g)each Primary Care Trust established under section 18 of the National Health Service Act 2006(2) or continued in existence by virtue of that section; (h)the Office of Rail Regulation(3); (i)Transport for London(4); (j)each Integrated Transport Authority(5); (k)each highway authority within the meaning of section 1 of the Highways Act 1980(6) (including the Secretary of State, where the Secretary of State is the highways authority); and (l)the Marine Management Organisation. (2) The bodies prescribed for the purposes of section 33A(9) of the Act are each local enterprise partnership. 1 Other public bodies, in addition to Local Planning authorities, are subject to the Duty to Cooperate by being prescribed in the Town and Country Planning (Local Planning) (England) Regulations 2012 as amended by the National Treatment Agency (Abolition) and the Health and Social Care Act 2012 (Consequential, Transitional and Saving Provisions) Order 2013 (which added the Local Nature Partnerships). (3) In this Regulation “local enterprise partnership” means a body, designated by the Secretary of State, which is established for the purpose of creating or improving the conditions for economic growth in an area. The NEP is introduced as a DTC body by the Regulations 2012 amendment. For more details with on how we have engaged Duty to Cooperate bodies on strategic matters see the Wycombe District Local Plan and the Duty to Cooperate report (March 2018). He explained that Amnesty will be campaigning to ensure that the treaty is comprehensive, protective of human rights, protective of the victim, includes strong enforcement mechanisms, and will be applied quickly. He noted that once the treaty has been agreed the next step will be to campaign for its ratification. Much of the campaigning is likely to be directed towards out MPs and there is likely to be some repaid response campaigning required in July.     Oxford – Cambridge Expressway – UPDATE 09/04/19 What’s new • SAVE THE DATES! This year’s “Walk the Moor” event will take place on Sunday 7th July. A picnic is being organised by NEA on Brill Hill on 27th July. • The No Expressway Alliance conference was held on 30th March with many attendees from local action groups and communities. From our group Sarah Foxcroft spoke about our group’s campaign to date and David Rogers presented on the impact on the environment of the proposed Expressway, in place of BBOWT. Both were received really well and the group made useful contacts with other villages to share information and knowledge. • Oxfordshire County Council votes on 2nd April – the council voted unanimously, with no abstentions, to aim for zero carbon growth by 2030, yet voted against the Labour motion calling for the proposed Expressway to be cancelled by 41 to 39 votes, along party lines. This was hugely disappointing, especially as all but one Councillors spoke against the Expressway and the over inflated housing targets leading up to the vote. • As part of the Oxford Literary Festival, George Monbiot gave a talk called Out of the Wreckage: A new Politics for an Age of Crisis on 30th March, at the Sheldonian. This was an excellent talk including criticism of the expressway plans. • We are aiming to produce a series of short films which tell stories about our campaign. The first will be filmed over the next week about sites on Otmoor which have inspired people as children.     UK and Global Advocacy Quarterly Roundup Quarter 2 - 2021 Introduction: In Quarter 2 of 2021 the Global Advocacy Team have continued to engage in issues that matter to Association members including tax, audit reform and corporate governance, economic recovery and upskilling. In the UK the country is getting ready to reopen on the 19th of July with most Covid-19 legal resections planned to be removed in place of non-mandatory guidance. However, even with these businesses are still facing uncertainty and the UK has rising case numbers that could mean restrictions are restored or affect consumer behavior and demand. Across the globe the picture for businesses is still uncertain with nations at different stages of their vaccination role out and across this Quarter facing new waves of Covid-19 and government responses to that. A continued focus of our advocacy efforts this quarter has been on economic recovery and will continue to be throughout the year. Below, we outline our activities in Q2 of 2021.
