District Development Coordination and Monitoring Committee DISHA (District Development Coordination and monitoring Committee) P C.Mishra,Secretary Govt. of Chhattisgarh Panchayat and Rural Development Department Objectives: DISHA committeess is constituted in all 27 districts vide MoRD, GoI's order dated June 27, 2016; to ensuring a better coordination amoungs all elected representatives i.e. MPs, MLAs, and local bidies like panchayat and Municiple bodies. to efficient and time bound development in districts. to monitor the implementation of the programmes. to promote synergy and convergence for greater impect. DISHA committeess will closely monitor the fund flow and give necessary suggestions for basic ammendments and implementations. Structure: Chairperson - Member of Parliament (Nominated by MoRD) Co-Chairperson - Other MPs (Nominated by MoRD) Member - All MLAs, Presendent of Zilla Panchayat/All Janpad Panchayat/Nigam and others as DISHA directives. Ex-Officio Secretary - District Collector Meetings Schedule - Each Quarter of Financial Year. Scheme to Review - MGNREGA, NRLM, PMGSY, NSAP, SBM, PMAY, NRDWP, PMKS Y, DILRMP, DDUGJY, NRuM, HRIDAY, AMRUT, PMFBY, NHM, S SA, PMUY, ICDS. & other flagship scheme Initiatives: •Arrangements to monitor regular meetings. •Additional Development Commissioner as State Nodal Officer. •Nominate one senior officers from state level for each district to participate in meeting. •Nominated officer represents state in meeting and take review of progress of various RD programmes. •District administration seeks time and dates from Chair person. •Issue notification alongwith meeting agenda to all committe member for participate in meeting atleast one week prior after seeking time of chair person. Never before had the reactionary ruling classes and the media engaged in such grandiose campaigns spending hundreds of crores of rupees just to convince the voters that their votes “decide” the destiny of the country and that they should not stay away from the polls. Never before had elections been so much fragmented and unpredictable regarding the outcome. And never before had an election seen such mind-boggling non-stop publicity blitz in the electronic media and meaningless chatter that is completely devoid of any real issue facing the country and people. To the vast majority of the people of India the elections seemed as a meaningless, irrelevant, pseudo-democratic exercise that had only aggravated the casteist, communal, regional and factional strife and tensions across the length and breadth of the country. Yes, Lok Sabha Election—2009 has turned out to be the biggest farcical drama enacted on empty, starving stomachs, homeless destitutes, unemployed and the wretched of the earth each of whom is valued @ one vote every five years or whenever an election is held.
