Between 1998 and 2006 Prof. Silasi was director of The School of High Comparative European Studies (SISEC) within the West University of Timisoara. After graduation from Bucharest Academy of Economic Sciences (Economics), Prof. Silasi studied at Bucharest University (Faculty of International Relations), ISVE (Institute for studies of Economical Development, Naples, Italy), World Economy Research Institute (Warsaw School of Economics, Poland) and at Université des Sciences et Technologies de Lille (France), its PhD in Economics being awarded by West University of Timisoara (1975, thesis: International Financial Co-operation). The professional experience allows him to have both a diplomatic vision (as former diplomat with UNESCO and Bucharest Foreign Office) and a scientific rigor (academic expertise: the Polytechnic Institute of Timisoara – lecturer; West University of Timisoara – different positions form senior lecturer to professor and consultant professor; Université des Sciences et Technologies de Lille, France and University of Poitiers, France – visiting lecturer; doctoral adviser in Economics and International Economics since 1990; head of “European Studies - International Relations” and “Economic Intelligence - Management of Informational Resources” Master programmes; Jean Monnet European Economic Integration Chair). Key qualification: Regional Economics, Diplomacy, European Economy, Euro-Regional Environment: Norms, Regulations, Policies. Specific Eastern countries experience: Romania and Poland. Five years experience as immigration and border police officer (both at the Border Police checkpoints and at the “green” border - Romanian border with Serbia and Hungary) and one year as legal adviser (Legal Department of Ministry of Interior). At this time, migration and mobility are studied as minor subjects in Economics, Sociology, Political Sciences and European Studies only (mostly at post-graduate level). We consider that Romanian universities need more ‘migration studies’, while research should cover migration as a whole, migration and mobility being analysed from different points of view – social, economical, legal etc. Romania is part of the European Migration Space not only as a source of labourers for the European labour market, but also as source of quality research for the European scientific arena. Even a country located at the eastern border of the European Union, we consider Romania as part of the European area of freedom, security and justice, and therefore interested in solving correctly all challenges incurred by the complex phenomena of migration and workers’ mobility at the European level. The waves of illegal immigrants arriving continuously on the Spanish, Italian and Maltese shores, and the workers’ flows from the new Member States from Central and Eastern Europe following the 2004 accession, forced the EU officials and the whole Europe to open the debate on the economical and mostly social consequences of labour mobility. This study volume is our contribution to this important scientific debate. Starting with the spring of 2005, the Jean Monnet European Centre of Excellence and the School of High Comparative European Studies (SISEC), both within the West University of Timişoara, have proposed a series of events in order to raise the awareness of the Romanian scientific environment on this very sensitive issues: migration and mobility in the widen European Space. An annual international event to celebrate 9 May - The Europe Day was already a tradition for SISEC (an academic formula launched back in 1995 in order to prepare national experts in European affairs, offering academic post-graduate degrees in High European Studies). With the financial support from the Jean Monnet Programme (DG Education and Culture, European Commission), a first migration panel was organised in the framework of the international colloquium ‘Romania and the European Union in 2007’ held in Timisoara between 6 and 7 of May 2005 (panel Migration, Asylum and Human Rights at the Eastern Border of the European Union).     February 2006 JUSTICE AND HOME AFFAIRS BACKGROUND As stated in the 2005 Comprehensive Monitoring Report, “Romania has taken significant steps to address some of the issues within the political criteria which were highlighted in the 2004 report as requiring further improvements, such as the reform and independence of the judiciary. (…) The fight against corruption should receive high priority. Efforts should focus on the effective enforcement of anti-corruption legislation and on preventive measures, fighting high-level corruption and corruption within law enforcement bodies”. Justice system In March 2005 the new Government adopted an ambitious revised Strategy and Action Plan 2005-2007 to reform the justice system. These documents represent a significant step forward in the plans to create an independent, professional and effective justice system and now need to be internalised by the relevant actors. The Action Plan is being implemented according to schedule, with comprehensive monitoring mechanisms consisting of an inter-institutional commission co-ordinated by the Ministry of Justice and a series of working groups within the Superior Council of the Magistracy. The full and effective implementation of the Action Plan should continue without delay. The availability of financial and human resources and comprehensive training as well as accurate and standardised management statistics will largely determine the success of this operation. Following consultation with stakeholders a revision of the so-called three-law package on justice reform (Laws on the Superior Council of the Magistracy, on the Organisation of the Judiciary and on the Statute of Magistrates) was submitted by the Government to Parliament in June 2005 and adopted after a vote of confidence.

    Progress Report - 17 July – 17 August 2006 - - Fight against Trafficking in Human Beings - 1. Legal framework The Law no. 300 from 11 July 2006 for ratifying the Council of Europe Convention on Action against Trafficking in Human beings, adopted on 3 May 2005, open for signature and signed by Romania in Warsaw on 16 May 2005, was adopted. The law was published in the Official Gazette no. 622 from19 July 2006. Through the Government Decision no. 1083 from 16 August 2006, the Government Decision no. 1584/2005 on the setting up and functioning of the National Agency for Preventing the Trafficking in Human Beings and for Monitoring the Assistance provided to the Victims of the Trafficking in Human Beings was amended. The amendments mainly aim to increase the number of the personnel, both in the central structure and in the territorial structures and to strengthen the role that the Agency plays in coordinating the activities developed against trafficking in human beings, according to the recommendations of the EU Monitoring Report from May 2006. Thus: o The new name of the Agency will be The National Agency against Trafficking in Human Beings; o The number of the regional centres of the Agency has been increased from 8 to 15, which will be placed in the counties where Courts of Appeal function; this will ensure a better collaboration with the law enforcement agencies (police, border police), whose coordination structures function in the same counties, in order to take and refer the victims with maximum promptness to the specialized assistance

    EMERGENCY ORDINANCE no. 194/2002 on the regime of aliens in Romania approved with modifications through Law 357/2003 CHAPTER I General Provisions Article 1 Regulatory Field The present emergency ordinance represents the frame regulating the entry, stay and exit in/out of the Romanian territory, their rights and obligations as well as specific measures for the control of immigration in accordance with the obligations undertaken by Romania in international documents to which it is a party. Article 2 Definitions For the purpose of this emergency ordinance, the terms and expressions below have the following meanings: a) Alien –the person who does not have the Romanian citizenship; b) Stateless person – the person who does not have the citizenship of any state; c) The Authority for Aliens – the specialised structure organised in the subordination of the Ministry of Interior, which exerts the attributions assigned to it, according to the law, regarding the regime of aliens in Romania, combating illegal stay as well as the management of the data records for aliens who were granted the right to stay in Romania; d) Visa – authorisation issued by the Romanian diplomatic missions or consular offices as well as by border police bodies, which, under the conditions provided for in this emergency ordinance, grants the alien the right to enter the Romanian territory as well as the temporary stay right for an established period of time, complying with the purpose the visa was issued for; e) Visa for airport transit- authorisation issued by the Romanian
