concerning the recent comments of Mayor Jackson, relating to considering a title change from the corporation of Delta to perhaps the CCityity of Delta.Delta, I have the following suggestion.suggestion. Although I am not against the title of City,City. I do find it hard to think of our municipality as Talk to Delta (Inquiries/Report a a city, but I am in favour of linking our three major communities of Problem/Comments/ComplProblem/Comments/Compliments)iments) Tsawassen,Tsawassen. A report from Immigrant Services Society of British Columbia (ISSofBC) is provided for Council's information. This report documents early experiences and outcomes for Syrian refugee arrivals in BC over the past year and includes recommendations for both the Government of Canada and Government of BC to consider enacting in an effort to strengthen the social integration of refugee newcomers. QISSofBC RECOMMENDATIONS FOR CONSIDERATION issbc.org BY THE PROVINCE OF BC

ISSofBC is forwarding six (6) recommendations to the Province of Be for their considera tion. MINISTRY OF SOCIAL DEVELOPMENT AND SOCIAL INNOVATION (MSDSI) We would urge the Be Ministry of Social Development and Social Innovation (MSDSI) to consider the following recommendations for all Be residents on Income Assistance (IA):

RECOMMENDATION 1:

Adjust current regulations to all ow all Be IA recipients to earn up to 50% of their monthly all owance without any claw back.

RATIONALE AND BENEFIT: At present individuals' earnings are clawed back on a dollar for dollar basis in BC Enabling individuals to earn up to 50% would encourage pathways to full-time employment as recipients could supplement existing tA to better meet basic needs.

RECOMMENDATION 2:

Provide a multi·zone bus pass - or cash equ ivalency in regions without public transit - for ail iA recipients eighteen (18) years old and over.

RATIONALE AND BEN EFIT: Transportation costs create an additional barrier to searching for work, attending English classes and seeking necessary supports for recipients struggling to meet basic needs on existing IA rates. Provision of a monthly multi-zone bus pass - or cash equivalency for IA recipients living in regions of BC that do not have public transit - would reduce barriers to employment and ensure equitability regardless of where the recipient lives in BC

RECOMMENDATION 3:

Adapt the innovative 'Single Parent Employment Initiative' to target supports for highly vulnerable refugee populations_

RATIONALE AND BENEFIT: Within the Province of BC if you are a single parent receiving income or disability assistance, you may be eligible for training and support to secure a long-term job through the Single Parent Employment Initiative. We would urge MSDSI to consider adapting this innovative program to target supports to highly vulnerable refugee populations in order to remove barriers to employment such as linking employment training with English language classes.

Enhance education and career planning su pports that target refugee youth and young adults.

RATIONALE AND BENEFIT: WorkBC Centres exist to support the needs of unemployed Be reSidents, ensuring all British Columbians have access to equitable supports. Yet refugee youth and young adults may face additional barriers to employment, including interrupted education, little/no English language proficiency and a lack of transferable work skills and experience. As such, there is a need for a specialized pathway to employment for refugee youth and young adults that includes an education plan and career explorat ion component. We would like to suggest the MSDSI review ways, in co llaboration with the settlement sector and the Ministry of Jobs, Tourism, and Skills Training, to enhance supports that target refugee youth and young adults.

MINISTRY OF HEALTH We would urge the Ministry of Health to consider the following recommendations:

RECOMMENDATION 5:

Expedite the issuance of personal health numbers (PHNs) for newly arrived refugees.

RATIONALE AND BENEFIT: Although newly arrived GARs are not subject to a three (3) month reSidency period before being eligible for MSP, there is a significant delay in the processing and issuance of Care Cards. At present the processing delay is approximately three (3) months for most individuals. Without a PHN or Care Card newly arrived refugees are delayed in accessing specialists and other critical supports, and - in some cases - have been charged as non·residents. ISSofBC has worked with the Ministry of Health to fast track MSP applications by submitting applications within GARs first week in canada, but further work is needed by the Ministry to expedite the issuance of the personal health numbers (PHN#) in the period while Care Cards are processed and issued. The inability to immediately secure the GAR PHNs causes unnecessary delays in accessing speCialists, and subsequently, impacts employment search and English language class attendance.

RECOMMENDATION 6:

Establish a province wide refugee health program.

RATIONALE AND BENEFIT: A province wide refugee health program would ensure a common baseline, as well as establish necessary consistencies and approaches in the provision of primary healthcare screening, assessment and treatment of refugees regardless of where they land in the province. ISSotBC is forwarding six (6) recommendations for consideration by the Government of Canada. IMMIGRATION, REFUGEES AND CITIZENSHIP CANADA (lRCC) We would urge the department of Immigration, Refugees and Citizenship Canada (IRCe) to consider the following recommendations:

RECOMMENDATION 1:

Increase the funding available for LINe classes in Be and establish a national waitlist operational guideline that limits the waitlists to three (3) months after a permanent resident has had an English language assessment. In addition, increase the funding for daycare spaces to meet the needs of mothers, in particular single mothers.

RATIONALE AND BENEFIT: Learning one of Canada's official languages is key to economic and social integration for refugees. At present, however, newcomers to BC (including refugees) face the highest waitlist in the country for federally funded language Instruction for Newcomers to Canada (liNe) English language classes. Early interventions would enable refugees and other newcomers to begin the integration process much earlier. Targeted investments should also be made in key cities, including Surrey, which are facing the highest waitlists in spite of receiving the highest number of Syrian GARs. A key need for larger sized families and in recognition of the fact that fifty percent (50%) of Syrian GARs are under 1:2 years old is the critical need for additional childcare spaces. This need is particularly critical for single mothers. If we cannot increase the capacity of child care spaces in order for mothers to attend language classes, Syrian women will face greater challenges in their settlement and integration process as well as face greater degrees of social isolation.

RECOMMENDATION 2:

Amend Treasury Board terms and conditions of the national settlement program to allow for short-term (6-10 visit) clinical trauma counselling, and/or adjust the Interim Federal Health (IFH ) program to reimburse trauma counselling delivered by registered clinical counsellors.

RATIONALE AND BENEFIT: In Canada, refugees are selected based on 'need for protection' and vulnerability criteria. Recognition of the centrality of dealing with trauma during the initial settlement period in order to facilitate long­ term integration has prompted the Government of Australia to include clinical mental health supports in their Federally-funded resettlement assistance program.' Individuals requiring additional targeted supports would benefit from the ability to access short-term, first language, settlement informed clinical trauma counselling by accredited trained professionals in refugee trauma work.

Terminate the interest bearing transportation loan program for all refugees resettled to Canada.

RATIONALE ANO BENEFIT: Refugee resettlement is based upon humanitarian immigration objectives. Incurring an immediate debt upon arrival in Canada while on income assistance creates additional barriers to integration and settlement, necessitating families allocate scarce resources to repay debt before interest begins accruing and increasing the stresses of resettlement. Elimination of the debt for almost all Syrian refugees resettled to Canada has enabled families to begin the integration process without the additional financial burden.

RECOMMENDATION 4:

Adjust the Interim Federal Health (IFH) program dental coverage to refugee adults and children to include stainless st eel, crowns and access to sedation as well as some basic coverage for some preventative care.

RATIONALE ANO BENEFIT: Untreated dental issues during the refugees' first year in Canada impacts their ability to attend English classes as well as retain employment.

RECOMMENDATION 5:

Consider the resettlement of intact extended family members when processing cases for resettlement to Canada.

RATIONALE ANO BENEFIT: We urge IRCC to consider the re settlement of all intact extended family members when processing cases for resettlement to Canada. This approach has been successfully used in the past, most recently in the resettlement to Canada of Bhutanese GARs out of Nepal.

CANADA REVENUE AGENCY We would urge the Canada Revenue Agency (CRA) to consider the following recommendation:

RECOMMENDATION 6:

Expedite the application process of Canada Child Benefit (CCB).

RATIONALE AND BENEFIT: At the moment it can take three (3) month to receive the first cheque after an application has been submitted. Most GAR families use their CCB to augment the CDst of housing and as such, they would benefit from having these funds as soon as possible. Some of the key findings from Syrian Government-Assisted Refugees (GARs) during their first year in British Columbia indicate that:

Seventy-six percent (76%) of Syrian GARs are currently attending a federally funded adult 76% English language class or language Instruction for Newcomers to Canada (LINe) classes;

Fifty-one percent (51%) of individuals who are not attending liNe classes have been on a 51% waitlist on average of four (4) months; 0/0 Twenty (20%) of survey respondents indicated that they have taken training andlor 20 education other than Engli sh, another indicator towards economic integration;

l ess than one year after arrival seventeen (17%) of respondents are employed on a fu ll -time 17% or parNime basis; % Manufacturing, Construction and Trades [fifty-nine percent (59%)] and Food, 59 o Retail and Hospitali ty [thirty-one percent (31%)] are the two main sectors in which Syrian respondents have found employment;

Sixty-four percent (64%) of respondents who are not working 64% stated that they were actively looking for work;

When asked about their family's emotional health, sixteen percent (16%) of respondents 16% indicated that, overall, their family members felt depressed and fourteen percent (14%) reported as sad. Treating mental illness and anger issues, especially after living through the ongoing civil war, was identified as a priority during the Syrian Refugee Youth Consultation. The ability to fully rebuild their li ves in Canada is tempered by ongoing concern about the well-being of family abroad;

% Fifty-one (51%) of respondents reported their children were doing excel lent 51 or very good in school; 0/0 Two-thirds, sixty-six (66%) of respondents reported they regularly use the food bank 66 (e.g. on a weekly basis). These are sim ilar findings to the experiences of other low·income British Columbians;

What's involved The Homeless Count involves identifying and conducting a brief anonymous survey with people who are homeless. The street survey may involve walking around a neighbourhood, including rough or uneven terrain in all weathers. The shelter survey will be conducted in various shelters. Shifts will be 2 to 3 hours and volunteers will be required to attend a 2.. hour training session sometime between February 12 and March 4, 2017. Volunteers will work in teams of 2 and must be 19 years of age or older. .

Ideal volunteers While everyone is welcome to apply, to ensure the scientific integrity and a proper implementation of the Count we are looking for volunteers with specific skills and experience, such as • experience with previous homeless counts or professional/volunteer experience worki·ng with people who are homeless or in deep poverty • compassion, acceptance, and comfort with one-on-one conversations with people on the street • a non-judgmental attitude and a good sense of humour

Let me tell our young police chief of a time not so long ago when traffic safety enforcement was taken so seriously that speed bumps did not exist; drivers stopped at Stop and Red; they stopped before turning right on Red; slowed and stopped at Amber; yielded at Yield; signaled turns and lane changes; turned into their own lanes; replaced their burned out bulbs promptly; gave pedestrians the right of way; respected occupied crosswalks ...... and then modern technology made traffic safety enforcement politically unpopular) so politicians relarelaxedxed enforcement) and tossed out photo radar and red light cameras--and started uttering busy stuff about "educating)) drivers instead of issuing fines and penalties.

Mayor and Council received correspondence from Mr. Greg Edwards on January 18, 2017 with concerns regarding the amount of traffic enforcement conducted in Delta. Mr. Edwards believes that political decisions impact on police enforcement, and in his email, diminished the notion of education .

The Delta Optimist article published January 4 th wh ich is the source of Mr. Edwards' concerns was intended to send a clear message to all pedestrians, drivers and cyclists that police can only do so much to keep roads safe; that it is the responsibility of everYone to contribute to road safety.

The approach to road safety in Delta has three pillars: i) Enforcement ii) Engineering and iii) Education. In examining the fatal and serious motor vehicle incidents that occurred on Delta roads in 2016, it has been determined that driver distraction, impairment and speed were causal factors. The police cannot be everywhere, and while it is a tough message, it is in fact the responsibility of all that use the roadways to help keep each other safe. Delta Police has not reduced traffic safety initiatives nor has there been any political pressure to do so. In fact, since 2009, the Traffic Section has increased by nearly 35% in order to ensure the necessary resources are in place to conduct enforcement, education and awareness campaigns. These resource increases have been supported by the Delta Police Board and ultimately funded by Municipal Council. The Delta Police forecasts that in the coming years there will continue to be increased pressure on our roadways which will require dedication of resources to manage. Delta Police conducts pedestrian and cyclist awareness campaigns, pedestrian safety education for school-aged children , scooter safety training for seniors, and speed and distracted driving enforcement blitzes. In addition, Delta Police receives funding twice a year from the provincial government to conduct Counterattacks and has trained Drug Recognition Experts to help keep drug and alcohol impaired drivers off our roads. The Traffic Section also identifies high-crash areas, such as 72 nd at Scott Road and Nordel Way, and conducts targeted enforcement. Delta Police also works closely with Engineering and Bylaws regarding traffic issues that are identified through citizen complaints or correspondence to Mayor and Council. Any concerns that are brought to the attention of the Traffic Section, either through citizen correspondence or police statistics become a focus. Delta Police Department - Memorandum Page 2 of2

Traffic fatalities have a significant impact on our community and on the police officers who respond to and investigate these incidents. While it has been suggested by Mr. Edwards that Delta Police is soft on traffic enforcement, I can assure both Mayor and Council and the general public that road safety is, and will continue to be a top priority. Each year, Delta Council approves an annual budget of the required expenditures and determines the amount of property taxes that have to be collected to balance the budget. This budget process does not take into consideration the change in property values. Delta collects the required amount of property taxes, independent of assessment roll fluctuations. I am very happy withwith the program of reducing household waste iinn Delta. The workers that pickpick up all these items are doing a great job. I spoke to Shannon in EngineeringEng ineering today and she was very helpful as well. The reason I am writwritinging is about the Green Garbage can stickersstickers. I Talk to Delta (Inquir(Inquiries/Reporties/Report a receive 12 every year for extraextra garbage and never use them , Problem/Comments/Compliments)Problem/Comments/Compliments) * Shannon did mention I can return them to any Rec Center and will do.do. I have one small Compostable bag of garage each week with 3 people livlivinging in my home. I feel it is a waste of paper and time to send them out when Residents should be having less Garbage. Still make them available at the Rec Center and charge

Delta provides two sheets of garbage stickers in each collection calendar to help residents dispose of extra garbage at no additional cost throughout the year. Staff have spoken with the resident to advise her that programs are regularly reviewed and that her feedback would be noted for future consideration. more. Dear Mayor Lois Jackson and Council Members I am writing on behalf of several merchants on Bridge Street who have expressed concern regarding confusing parking signssigns.. We refer specifically to the parking signs outside Dave's Pop Culture and attach a photograph for your reference. We understand and appreciate that it must be wide enough in order to allow emergency vehicles to access Bridge Street and therefore parking is only allowed on one sideside.. However, the general public is not aware ofthisof this need and consequently there is a constant flow of unauthorized parking and stopping that goes on at this junction.junction. There are two signs (photo attached) - the first sign says "No Parking" with an arrow pOinted one way. The second sign says "No parking from here to corner" with another arrow pointed in another direction. People do not stop to read, let alone digest this information and we are concerned about confusing visitors and shoppersshoppers.. We have had reports of several people from outside our community come into the Village to shop and have left understandably angry and frustrated because they were ticketed. The comment "We will not return" is not wnatwhat any retailer in the Village wants to hear.

We understand from phone calls to the Bylaws Department that a yellow line on the curb iiss not possible due to environmental concerns. In light of that we would like we would like to see a review of this particular sign as it gives a mixed message about parking on Bridge Street.Street. We are looking to find a solution to this, perhaps with one sign that covers the entire No Parking Area, as opposed to two signs which are confusingconfusing..

A number of us have been discussing the proposed petition currently being considered by Community Planning and Development in Delta. We have identified a number of concerns with the petition,petition , as it is described on the Corporation of Delta web site. 1) The petition submitted in the instance of the current SSV proposal fails to satisfy this requirement ("The petition clearly states the amendments requesrequestedted and the reasons for the petipetitiontion"). aa.. The requested zoning amendments were reviewed at a public information Firth Bateman, meeting hosted by Delta in early December, including a comparison of the existing land use contracts, current zoning and proposed zoning, as well as the process for the rezoning application and the land use contract discharges. 2 The Corporation of Delta's Community Planning and Development Department has prepared this guide to outline the standard petition requirements and review process for applicants who are considering a neighbourhood area rezoning application.

How to Proceed: Prior to undertaking the process, you are encouraged to contact the Community Planning and Development Department for general information about the petition requirements, review procedures, expected timelines and fees.

Initiating an Area Rezoning: A neighbourhood area rezoning is initiated by the submission of a petition from the neighbourhood to the Community Planning and Development Department. A neighbourhood petition procedure must be followed in order to make a valid petition submission to Council for consideration. Only valid petitions will be considered.

Petition and Rezoning Procedures: When preparing a petition for submission, ensure the following procedures are followed: o The petition is signed by the property owners of at least 75% of the dwelling units in the area under consideration; however, obtaining this percentage does not commit Council to approving the petition. o The area under consideration is contiguous, containing a minimum of 10 properties and comprising at least both sides of a street for the distance of a block. o The petition clearly states the amendments requested and the reasons for the petition. o The petition is signed by property owners only and such owners must also print their names and provide their address.

Once completed, make a petition submission to the Community Planning and Development Department to initiate the review process: o Staff will review the petition for completeness and validity and notify Council of the request. If Council supports further consideration of the request, the rezoning is processed in the same manner as a development application. The process shall include a neighbourhood information meeting(s) organized by the MuniCipality in which all property owners and occupants in and within 150 metres of the area under consideration are notified. o Public notice signs will be erected by the Municipality on properties at opposite extremities of the petition area. o Development application fees for a neighbourhood initiated area rezoning are waived by The Corporation of Delta.

Processing Time: Time to process an application generally takes between 12 to 16 weeks, but may take longer depending on the size of the area under consideration, complexity of the application and level of public interest.

It is possible that fewer than 75% of the residents still support the petitionpetition.. A form provided by Nancy McLean has been returned to her by many residents indicating that a property owner no longer supports the petition. So, do 75% of property owners still support the petition? If not,not, what percentage still support the petition? e The area under consideration is contiguous,contiguous, containing a minimum of 10 properties and comprising at least both sides of a street for the distance of a blockblock..

Southridge Road is a single block on the odd number side. A large portion of the even side of the block has been excluded. Should not all Southridge be excluded? In fact, in some respects the petition is deceptive in that in doesn't indicateindicate that a large section of the area most would acknowledge to be Sunshine Hills is excluded from the petition. Further, no mention was made to the residents of Southridge Road that a portion of their streetstreet was being excluded from the petition.petition. Likely the same occurred on Upper Canyon.Canyon. This is a significant factor, especially for those who own property on South ridge Road near the excluded homes. I would call it deceptive.deceptive. Consequently, the petition,petition, to be valid, should have listed the streets and house numbers that were includedincluded,, or conversely mentioned that certain streets and house numbers were being excluded.excluded. e The petition clearly states the amendments reguested and the reasons for the petitionpetition.

The failure of the petition to meet this standard is obvious. For that reason alone,alone, this process should be abandonedabandoned.. To whit: there is no definition of provided for a mega-home and absolutely nothing remotely resembling a reason is given for not allowing them or suites other than "we dondon't't want"want".. I'm sorry, this is not a reason. A reason would answer the question "Why don'tdon't you want .. ." and provide some 'becauses'becauses'.. The petition absolutely fails in this respect. In fact,fact, vague as it is,

1 some think it might be driven in part by a cultural bias against certain ethnic groups which opens a whole can of worms I'm sure Delta would prefer not to have to deal with. (NOTE: There is a genuine feeling throughout the neighborhood, that there is an element of bigotry involved.) In any case, at the very least the petition needs to be sent back to the petitioners, reworded to provide reasons, and recirculated for signatures. Further, at the very least, it needs to be put in front of Delta's attorneys for a written opinion validating, or not, the petition and providing reasons why it meets or does not meet the above standard. And that document needs to be made public as it is the public that will be funding it.

e The petition is signed by property owners only and such owners must also print their names and provide their address.

Another fail. (FYI - The home at 8772 Westview Drive lies outside the area indicated as Sunshine Village and should be excluded from the aggregate total of signatures as it does not meet the only standard.)

As promised, here is the petition wording:

We, the undersigned, agree that we do not want Mega-Homes and/or secondary suites in our community of Sunshine Village but agree with the following building/dwelling standard for a single-family home.

These building/dwelling standards are: • no secondary suites • a maximum size of dwelling to include garage and basement to be no larger than 4,000 sq. ft. • a maxim·um size of "above ground" dwelling to include garage with NO basement to be no larger than 3,000 sq. ft. • a maximum size of the dwelling footprint is not to exceed 30% of the entire lot area • the maximum height of the dwelling is to be no greater than 28 ft. • the minimum front yard setback is 25 ft. • the minimum rear yard setback is 35 ft. • the minimum side yard setback is 6 ft.; 10 ft. comer lot - street side • an accessory building size, i.e. shed, to be no larger than 100 sq.ft. with a height no greater than 8 ft.

Note: if a basement is required with a plumbing feature, it is recommended that the sewer service connections to the Municipal Sewer System to be of gravity flow and not pumped on lot or in house.

At a meeting held Tuesday night by those who feel the implications of the above need to be more fully analyzed, and the potential consequences better understood, the attached document was handed out as produced using maps and information provided by Delta. (Please see the attached .pdf) This is truly frightening. If the proposed standards are approved, only 12 houses will comply. A mere 6%. None of the almost 200 other houses in the area could be rebuilt exactly as they are today, which is what everyone claims to love about Sunshine Village. And let's be frank, many homes in the area are overdue for replacement or extensive renovation. Is such a draconian solution really the answer to problems that have been blown way out of proportion? I think not. And many agree. So let's err on the side of caution and slow this process down.

One further thought, there is some question as to whether this process has in fact been front-end loaded in favour of the petitioners. At the meeting in December, I wanted to give those at the meeting a hand-out against the proposal and was told it had to be done outside the meeting room to maintain the neutrality of the municipality. A short time later the resident who organized the petition was given an opportunity to speak directly to those in attendance. So much for neutrality. To put it simple, I was and remain deeply offended. Subsequently, there has been a lot of resistance by Delta to giving those opposed to the proposal sufficient time to organize and consult with the community. In short there seems to be an attitude of let's just get this thing done and move on. This is not fair. Again, let's slow this process down.

In short, this is not good government. There are too many issues including a definition of what constitutes a mega-home (I look forward to reviewing the definition you are doubtless able to provide), a possible drop in property values (especially as those selling homes will legally have to advise potential buyers that their home is not in compliance), changes to how . we use our homes (people want bigger homes that the previous generation to accommodate home offices, media rooms, etc.), changing life styles (more and more adult children don't leave the nest in their early 20s - "The 2011 Census of Population showed that 42.3% of the 4,318,400 young adults aged 20 to 29 lived in the parental home, either because they never left it or because they returned home after living elsewhere." - with two generations of adults occupying a home there is a need for added space and adequate privacy), etc. 2 SO,let's not be hastyhasty.. Let's not turn back the clock to the 1970s. The years of Father Knows Best are long gone, and were really just a television fantasy. Let's not exclude certain people from our community. Rather, let's consider carefully. Act inclusively. And compromisecompromise..

At the very least, lets extend the deadline to respond to the end of February. After the fiasco at the December meeting we are at the very least owed this much considerationconsideration..

But why don't we do what's right. Send the petition back and let a new one be generated that meets the standards detailed aboveabove..

My husband and I attended a meeting last night in regards to the upcoming hearing on the Sunshine Village Rezoning Application and elimination of the Land Use Contracts. Firstly I would like it to be known that I did sign the petition originally but have subsequently rescinded my support via the provided document which was faxed to your office.

Secondly,Secondly) when I originally signed the petition I was not informed of the "proposed" definition of "Mega Homes" nor was any mention made regarding secondary suites being disallowed. I believe many of our neighbours are in the same position. It really is eye opening that by signing a simple petition we are now finding ourselves in a position where we are potentially giving up our land use contracts,contracts) having all but a handful of homes non conforming and the few homes that could potentially under current guidelines qualify for a secondary suite disallowed.

How can such a proposal be considered? How can we have a whole neighbourhood non conforming?

A number of residents of Sunshine Village have been discussing the proposed Save Sunshine Village (SSV) petition currently being considered by Community Planning and Development in Delta.

We have identified concerns with the petitionpetition,, as it is described on the Corporation of Delta web site and respectfully request the Corporation of Delta deny this petition.

We believe that the petition should not be accepted by Delta because it does not meet guidelines published on the Delta web site which advise what a petition is required to address to conform to Delta' s requirements which are: "Neighbourhood Area Petition and Rezoning Guide" (http://www.delta.caldocs/default-source/community­ planning-and-developmentlbuilding-formsplanning-and-development/building-forms/neighbourhood-area-petition-and-rezoning-guide.pdf?sfvrsn=6).neighbourhood-area-petition-and-rezoning-guide.pdf?sfvrsn=6).

Specifically, the petition fails to meet Delta's standards with respect to: "The petition clearly states the amendments requested and the reasons for the petition."petition. II

1) The petition submitted fails to satisfy the above requirement because the petition supporting the SSV initiative states: ""WeWe the undersigned, agree that we do not want Mega-Homes ... " and, "We the undersignedundersigned,, agree that we do not want secondary suites ... " The petition fails to meet Detla's standards because the term "mega-homes" in the petition dodoeses not "clearly state" the amendment requested, nor the reasons for this requested amendment. In order to "clearlclearlyy state" the petition would be required to eexplicitlyxplicitly define "mega-home."mega-home." After reading,reading, in the petition, what the petitioners "agree"agree" with, and noting that the petitioners "do not want Mega-Homes," the question remains, then, "What"What is a Mega­ Home?"

2) SecondlySecondly,, the petition does not describe any "reasons" for it's proposal. The petition merely states: ""wewe do not want Mega-Homes." In the instance of "secondary suites," the petition does not "clearly state" the reasons for this request, rather, it only states that secondarsecondaryy suites be disallodisallowedwed throughout Sunshine Village.

For the above reasons, we are of the opinion that the petition submitted in this matter does not meet the guidelines established bbyy The Corporation of Delta that stipulate the conditions that are to be met when petitions are submitted to Delta for consideration. We ask, therefore, that the current petition in this matter be returned by Delta to the petitioners and that the petition cease to be considered.considered.

The subject application relates to two lots along Hardy Road. The current application is for a rezoning to allow subdivision of the two lots into four single family residential lots and construction of a new house with an in-ground basement on each lot. Proposed lot widths range between 13.6 m (45 ft) and 14 m (46 ft) and secondary suites are not proposed for any of the new houses. The applicant is also requesting a development variance permit to vary Section 305 in the “Delta Zoning Bylaw No. 2750, 1977” by reducing the front setback averaging for the principal structures on each lot to 6.5 m (21 ft). The application is at an early stage. Planning staff have already been in contact with the letter writer to advise that her concerns are noted and would be summarized in a forthcoming report to Council regarding this application. Per our discussion, my husband and I would like to talee you up on your offer to meet \\lith you at City Hall to view the rest of the plans and to further discuss our concems with you.

We have lived in North Delta since 1988, first on Mitchell Way and then moved to our current residence two years later. On Mitchell Way, our house was close enough to our lleighbourts that we often waved to each other as we prepared meals in our respective kitchens. Though our neighbours were very nice, one of the reasons we moved to Hardy Road was to be able to enjoy a more spacious, open back yard and more privacy.

Hardy Road is a quiet family neighbomhood. It has been a very desirable place to live and raise a family. We would like to see it remain a sought after place for families to 1ive and are concerned that the requested variances would make our neighbourhood less desirable and if granted, they would forever change our neighbourhood for the worse;

Our specific concerns, which 1 understand you will present to Mayor and Council are:

• If four large houses were allowed to be built on these two lots, the current streetscape of generously-sized lots with space between the houses that one expects to find in tI1is area of North Delta would be lost. • Even though the depth of the lot adjacent to ours allows for the increased density, from both the front and back yards the appearan.ce of density that would be created if the variance were to be allowed is not consistent with the current streetscape or with a neighbourhood zoned Single Family Residential (SFR) rather than infill SFR. • The proposed houses would be totally out of character with the rest of Hardy Road in that they would be long, skinny and perhaps even taller than the surrounding houses. . . .2 -From our deck and back yard, the .view ofthese long skinny houses would be an unappetizing, long wall ofhouse instead of our open,spacious yard beside . aliotberopen, spacious yard that we currently have.
