Recent terrorist attacks have sent a shockwave through our societies. Unco-ordinated responses to the migrant crisis have sustained T chaos at our borders. Lasting peace has still not been secured in eastern Ukraine. The recent resumption of hostilities in Nagorno-Karabakh has reminded us how swiftly frozen conflicts can thaw. ■ Combined with ongoing economic uncertainty, such insecure conditions are creating fertile ground for nationalists and xenophobes who seek to exploit public anxiety. Hate crime, anti-Semitism and Islamophobia are on the rise. Trust in state as well as European institutions is in decline. ■ At the same time, a dangerous tendency towards legislative nationalism has emerged. Over recent months there have been attempts in a number of states to introduce laws which risk contravening international standards, most notably as governments try to stem the arrival of refugees. More broadly, a growing chorus of voices now openly questions the authority of the European Court of

The article is dedicated to the issues of the current status and development of ad- ministrative procedures in Kazakhstan. The author also considers difficulties which can arise in the preparation of the draft of the Law On Administrative Procedures and pos- sibilities for implementation of foreign experience. Keywords: Kazakhstan, administrative law, administrative procedures. The main administrative and legal problematics in Kazakhstan has recently focused on three issues: administrative procedures, administrative justice and administrative violations. The vast majority of conferences, round tables and discussions, one way or another, is connect- ed to these issues. At that, it is interesting that many local lawyers, professional legal communities, and state structures consider attention to administrative violations as top-priority. Much less atten- tion is paid to other various administrative and legal institutions. It should be recognized that, in many ways due to our foreign colleagues and various pro- jects with different level if success working in Kazakhstan, the most important issues of admin- istrative law (administrative procedures and administrative justice) are put on the agenda, turn into draft laws and are constantly included in the programs of legal reforms. 2 This approach is very illustrative. For many Kazakhstani lawyers of different levels ad- ministrative law has remained a public administration right, a kind of truncheon to impact on citizens and organizations. A Very Short History of International Law Journals (1869–2018) Ignacio de la Rasilla* Abstract The first part of this article presents an overview of the rise of the first international and comparative law journals in the late 19th century followed by an account of the three factors lying behind the relative fall of the comparative element in the title of some of the interna- tional law journals published in French, Russian, Spanish, German, Japanese, Italian and English from 1869 to the end of World War I. The second part surveys the consolidation of international law periodicals in the interwar period under the impact of the establishment of the League of Nations in both Latin America and Europe, including Nordic and Eastern Europe. The third part examines the expansion and main characteristics of international law journals during the Cold War and their geographical extension towards Asia, Oceania and, occasionally, the Middle East and Africa.
