2020 has been a difficult year for everyone. The third decade of this century began as abruptly as the previous two decades, as the outbreak of the novel coronavirus has led to a new international crisis, unlike any we have ever witnessed before. This has raised significant doubts once again over the ability of major states and international organisations to act proactively in order to safeguard the interests of their citizens. Moreover, fundamental premises of western societies have been disputed. Once again, states have been forced to restrict human rights with the aim of safeguarding our collective existence from a recurring invisible enemy: COVID-19. Whereas each particular moment in history is unique, it still resembles previous ones. The water that flows in the river has in the meantime changed, because everything flows (as Heraclitus had famously noted), but still this does not imply that the river contains anything other than water. As Thucydides mentioned, the same events will always occur so long as human nature remains the same; even if the catalyst for the particular acts of humanity are extraneous acts of nature.

The University of Nicosia and its School of Law, had planned early on for the potential wide-reaching effects of the pandemic, and were ready for the eventual shut-down of our physical premises. For the past year we have been offering all our courses via electronic means, an unfortunate, but necessary option, since physical contact was impossible. The experience of our School in offering DL courses, the technological innovation of the University and the dedication shown by our faculty and students has made it possible to continue offering all of our courses daily, with the same content as before, even though the manner/mode in which we offer them has changed.

We are proud that during the pandemic, and despite the obvious restraints, we have not only continued our academic work, but we have also maintained our social engagement. Video and audio podcasts, as well as online conferences have become the new norm, one we faced with excitement and determination. This Annual Review includes the highlights, events, publications and distinctions of our School and faculty during a year that reminded us once again of the importance of carpe diem. The School of Law houses two departments, the Department of Law and the Department of Politics and Governance, and is one of the most active in the region, as evidenced in this booklet. During 2020 our faculty continued to be actively engaged in high quality teaching, cutting-edge research and extra-curricular activities that promoted the School and the University of Nicosia.

Law and politics have an increased role during the pandemic, for safeguarding individual liberties and the rule of law, for protecting public health, for promoting international collaboration and peace. We live in an era of liberalisation and unprecedented technological change and we need to be as open-minded and innovative as possible, in order to effectively address the challenges and opportunities these developments present. Since our field deals with the provision of specialised services, it cannot be fully replaced by technology, contrary to what occurs in more traditional professions. But in order to stay afloat and continue to thrive, our field needs to adapt. We can aim for more jobs only if we innovate instead of automate, i.e. we should aim to engage in fields previously not thought possible and to adjust our working and educational practices accordingly, in order to become pioneers in the field of law.

4 SCHOOL OF LAW HIGHLIGHTS Department of Law, LLB, LLM and PhD re-accredited

The Agency of Quality Assurance and Accreditation in Higher Education (DIPAE), i.e. the Cyprus national accreditation agency for universities, appointed external committees composed of academics from prominent European universities, practitioners and students, which evaluated between September-October 2020 the Department of Law and its LLB, LLM and PhD programmes. Following a rigorous evaluation, the Department and its programmes received extremely positive feedback and scores and have all been re-accredited by DIPAE for a new five-year period. The School of Law considers the extremely positive evaluation by external committees composed of their peers and appointed by an independent accreditation authority as a sign of recognition of their work. All reports of the external committees are published in the DIPAE website once the accreditation process is completed and are accessible to the public.

Major conference with the House of Representatives

On 23-24.11.2020, the School of Law and the House of Representatives of the Republic of Cyprus co-organised the largest conference on parliamentary studies ever held in Cyprus. The multi-disciplinary Conference, titled ‘The Institution of the House of Representatives (1960-2020)’, was held exclusively online, comprising 12 sessions with 55 speakers, including MPs and academics. The opening ceremony of the Conference included addresses by the President of the House of Representatives Dr Adamos Adamou, the President of the Parliament of Konstantinos Tasoulas, the Speaker of the House of Commons of the United Kingdom Sir Lindsay Hoyle, the former Prof. , and the first Cypriot female MP Rina Katselli. The Rector of the University of Nicosia Prof. Philippos Pouyioutas, declared the Conference officially open. The following faculty of the School presented papers in the conference: Achilles C. 5 UNIVERSITY OF NICOSIA Partner to Horizon 2020 project

The School of Law is a partner to the consortium awarded Horizon 2020 EU funding for the project ‘Redefining the Future of Cultural Heritage: Creating an Innovative Model for Sustainability’ (ReInHerit) with an overall budget of €3,000,000. The overall objective of ReInHerit is to create a model of sustainable heritage management, which will foster a digital dynamic European network of heritage stakeholders. This model will be based on a digital cultural heritage ecosystem in which all the stakeholders will be provided with the tools and resources to communicate, experiment, innovate and disseminate European cultural heritage. The programmatic period starts on March 2021 and will run for three years. The consortium is led by the Bank of Cyprus Cultural Foundation. The School of Law is represented by Irene Stamatoudi, Achilles C. Emilianides, Konstantinos Roussos, and Dimitrios A. Kourtis.

Video podcast series

Responding to the emerging challenges caused by the outbreak of the COVID-19 pandemic, the School of Law decided to launch a series of video and audio podcasts dealing with contemporary legal, political, and social issues arising from the exceptional situation that was established during the pandemic. The first series, under the heading ‘COVID-19: SoE?’ [COVID-19: State of Exception?] was launched on 27.3.2020 and ran for a total of 37 episodes, examining the current pandemic within the framework of the three pillars of research of the School of Law, i.e. Law, Politics, and Governance. The second series under the heading ‘COVID-19: Newsroom’, featured short commentaries on topical questions of the ongoing crisis. It was launched on 4.4.2020 and ran for 10 episodes, Finally, in June 2020, the School launched its latest live webinar series ‘Contemporary Questions of Justice’, which engages into constructive dialogue over a wide range of contemporary legal issues. Nine episodes have so far been broadcasted.

Dean Emilianides elected to ALLEA

Achilles C. Emilianides was named the first representative of the Cyprus Academy of Sciences, Letters, and Arts to the European Federation of Academies of Sciences and Humanities (ALLEA). The Cyprus Academy was accepted as a full member of ALLEA on 3.6.2020. ALLEA is the European Federation of Academies of Sciences and Humanities, representing more than 50 academies from over 40 European countries. Since its foundation in 1994, ALLEA speaks out on behalf of its members on the European and international stages, promotes science as a global public good, and facilitates scientific collaboration across borders and disciplines. Independent of political interests it further enables the collective voice of national Academies.

6 SCHOOL OF LAW Member of the OSCE Network

In March 2020, the School of Law of the University of Nicosia was accepted as the first Cypriot member of the OSCE (Organization for Security and Co-Operation in Europe) Network of Think Tanks and Academic Institutions. The OSCE Network is an autonomous OSCE- related track II initiative and its members are leading research and academic institutions from across the OSCE area that are engaged in academic and policy research on issues relevant to the OSCE agenda. The Network has grown to more than 100 institutions from over 40 countries. Christina Ioannou represents the School to the OSCE Network.

Professor Manitakis joins the School

In July 2020, the distinguished Professor of Constitutional Law, Professor Emeritus at the Aristotle University of (AUTH), and former Minister of Greece, Antonis Manitakis, joined the School as Professor and President of the School’s Scientific Council. Antonis Manitakis held the position of Professor at AUTH for more than 30 years, having also served as the School’s Dean (1989-1991). He has also served as a transitional Minister of Interior, and as Minister of Administrative Reform and e-Governance in Greece (2012-2013), and has been the recipient of the Xanthopoulou–Pnevmatikou Award of Excellence for University Teaching (2007).

Member of the European Law Institute

The School of Law became on March 2020 an institutional member to the European Law Institute (ELI). Founded in June 2011 as an entirely independent organisation, the European Law Institute (ELI) is seated in Vienna, Austria, while it functions under the auspices of the European Union. The Institute aims to improve the quality of European law, understood in the broadest sense of the term, including EU Law, Council of Europe Law, European Comparative Law and International Law (either Public or Private). It seeks to initiate, conduct, and facilitate research, to make recommendations, and to provide practical guidance in the field of European legal development. The Institution frequently provides advisory services and participates in consultations with the European Institutions regarding various fields of its members’ expertise in the doctrine and praxis of European Law.

Faculty promotions

In July 2020, the following promotions of School faculty were ratified by the Council of the University of Nicosia: Nikos Koumoutzis (Associate Professor); Stergios Mitas (Assistant Professor); Vagia Polyzoidou (Assistant Professor); and Yiannos Katsourides (Assistant Professor).

7 UNIVERSITY OF NICOSIA MoU with the University of London

The University of Nicosia and the University of London signed a Memorandum of Understanding with the objective to further increase the close collaboration between the two organisations in February 2020. The University of London is the largest university in the United Kingdom as far as the registered number of students in conventional programmes is concerned, and comprises 27 eminent institutions, amongst which: Birkbeck, City, King’s College, UCL, LSE, SOAS, St George’s, RVC, Queen Mary and Royal Holloway. Our School had the initiative for this collaboration, and will implement the first planned action deriving from the collaboration – an international scientific conference on ‘Cyprus and the Commonwealth’ – co-organised with the Institute of Commonwealth Studies of the University of London and with the support of the Royal Commonwealth Society Cyprus Branch. The Conference will be held between 20- 21.5.2020.

Major Conference on Colonial Cyprus

The International Academic Conference was a monumental moment in the course of history of Cyprological studies. More than 75 academics and researchers presented papers as part of the 16 parallel sessions, as well as the main session of the international academic Conference on ‘Colonial Cyprus (1878-1960)’. The Conference took place on 7-8.2.2020 at the University of Nicosia and was dedicated to the memory of notable historian and former President of the Cyprus Society of Historical Studies Aristides Koudounaris (1936-2018). The Conference was co-organised by the Cyprus Society of Historical Studies, the School of Law of the University of Nicosia, the Department of History and Archaeology of the University of Cyprus and the postgraduate programme in modern history of Neapolis University Pafos. A keynote speech was delivered by the notable historian Robert Holland, whereas several faculty of the School presented their research work on subjects pertinent to the colonial history of the island. These are: Achilles C. Emilianides, Emilios Solomou, Hubert Faustmann, Christina Ioannou, Odysseas Christou, Yiannos Katsourides, Ioannis Kastanas, Andreas Karyos, Maria Hadjiathanasiou, Dimitrios A. Kourtis, and Katerina Elia.

Yiannos Katsourides awarded internal seed grant

In April 2020, Yiannos Katsourides was awarded the University of Nicosia Internal Seed Grant for the project titled: ‘Party Organization, the Challenge of Governing and Democracy’. The project commenced on 1.1.2021 and will be concluded on 30.6.2022. The fund was awarded on a competitive basis and the budget is €20,000.

EMSI video podcast series

The Eastern Mediterranean Studies Initiative (EMSI), which falls under the School of Law, launched a video podcast series titled ‘COVID-19 Implications and the Eastern Mediterranean,’ to provide a forum for the exchange of ideas and the promotion of stimulating debates on energy, geopolitics, economics, development and environmental aspects in the Eastern Mediterranean and the wider Middle East by senior executives, practitioners, experts, officials and thought leaders from government, industry and academia. The first series of EMSI video podcasts aired in June 2020 and focused on the impact of the pandemic on the region as it relates to geopolitics and energy. The series ran for six episodes.

Agis Georgiades appointed to the London Court of International Arbitration

In June 2020, Agis Georgiades was admitted as a member of the renowned London Court of International Arbitration (LCIA). The LCIA is one of the oldest arbitral forums, mandated to resolve international disputes among leading actors of the international business world, and is made of up to 35 members from different countries, selected to provide and maintain a balance of leading practitioners in international arbitration.

New Research Projects

• Giorgos Charalambous is a co-principal researcher in a team that has been awarded the Hellenic Observatory, LSE, A.G. Leventis Foundation Research and Innovation Programme on Cyprus, for the period Jan. 2021-Dec. 2022, with the title ‘Mobile Citizenship, States of Exception and (non) Border Regimes in post-COVID-19 Cyprus’. • Constantinos Adamides participates in a project titled ‘Politicization of Identities in Diaspora: Cosmopolitanism & Conflict Discourses’ funded by the Research Promotion Foundation under RESTART 2016-2020 initiative. • Odysseas Christou participates as a content expert in the new KA2 Erasmus+ programme ‘Enhancing Green Economy in 3 countries of Asia (EGEA)’. • Achilles C. Emilianides provides expertise in the ‘Mapping Study on Video-Sharing Platforms’ carried out by the European Audiovisual Observatory of the Council of Europe.

Nicholas A. Ioannides receives Daniel Vignes Prize

On 4.12.2020 the International Association for the Law of the Sea awarded the restigious Daniel Vignes Prize 2020 to Nicholas A. Ioannides, an adjunct faculty of the School of Law. The award was given to Nicholas Ioannides for his paper ‘The Legal Framework Governing Hydrocarbon Activities in Undelimited Maritime Areas’, which was published in the International and Comparative Law Quarterly. The prize is awarded each year to the best article published in a journal or a collective work, to disseminate knowledge of the international law of the sea.

Major conference on mass migration

On 30-31.10.2020 the School of Law co-organised with the Interdisciplinary Laboratory for Black Sea and Mediterranean Studies (ILABSEM) of the Aristotle University Thessaloniki an e-conference supported by the European Society of International Law. The conference titled ‘On the routes, impacts and policies connected to the current mass migratory movements and people on the move’ included five sessions and over 25 speakers on this important topic. Michalis Kontos was a member of the organizing committee, whereas faculty of the School Konstantinos Dimarellis and Giorgos Tsaousis presented papers.

Soterios Loizou receives Smit-Lowenfeld prize

On 5.2.2020, the International Arbitration Club of New York (IACNY) awarded the ninth annual Smit-Lowenfeld Prize for the best article in the field of international arbitration to Soterios Loizou, an adjunct Lecturer of the School of Law. The award was presented to Soterios Loizou for his article entitled ‘Revisiting the Content-of-Laws Enquiry in International Arbitration’, which was published in the Louisiana Law Review and which examines in depth the method of establishing the content of the applicable law in international arbitration proceedings.

Dean Emilianides and Associate Dean Ioannou join the negotiating team

Achilles C. Emilianides and Christina Ioannou were appointed by the President of the Republic of Cyprus in December 2020 as members of the negotiating team for the ongoing negotiations of the Cyprus Problem. Dean Emilianides and Associated Dean Ioannou were appointed in their capacity as legal and political experts, with the objective of providing expertise to the President and the negotiator during the upcoming negotiations.

Study on Legal Council’s courses

The School of Law carried out an extensive research survey amongst law faculty of Cypriot universities regarding the faculty’s perceptions on courses taught in Cypriot universities, and courses examined by the Cypriot Legal Council for admission to the profession of advocate. The first part of the study regarding courses of the Cypriot Legal Council was published with an analytical report, dated 20.11.2020, and was communicated to the President of the Cyprus Bar Association. The research was carried out by Achilles C. Emilianides, Christina Ioannou and Dimitrios A. Kourtis.

MoUs with Greek Unions of Junior and Pupil Advocates

The School of Law has signed MoUs with the Unions of Junior and Pupil Advocates of Athens, Thessaloniki, and Lamia. As part of the MoUs, the School will collaborate on events, and has offered partial scholarships to members of the aforementioned organisations for postgraduate programmes. The initiative forms part of the general strategy of the School in supporting young professionals in enhancing their skill and knowledge. All MoUs were signed by the Head of the Admissions Department of the University of Nicosia, Tasos Demetriou.

Newsletter Pacta Sunt Servanda

In February 2020, the School of Law launched its periodical newsletter entitled Pacta Sunt Servanda (PSS), with the objective to share its news and activities with a wider public on a periodical basis. The name of the newsletter serves as a recognition of the obligations of the School towards society and the need to abide by them. PSS has been a very useful extrovert lane of communication, which proved especially useful during the pandemic, having already published thirty editions, communicating activities of the School and increasing the social imprint of the School through the means of digital communication.

MoU with the Diplomatic Academy of Ukraine

On 4.2.2020, the School of Law and the Hennadii Udovenko Diplomatic Academy of the Minister of Foreign Affairs of Ukraine signed an MoU in the premises of the University of Nicosia. The MoU was signed by Ambassador Sergiy Korsunnsky, Director of the Diplomatic Academy of Ukraine and by Dean Emilianides. Following the ceremony, Dr Korsunnsky gave an open lecture on issues relating to energy policy in Europe.

Power and the Law: The School of Law and Hippasus Publishing co-organised a Book Launch for the publication of the collective volume Η Ισχύς και το Δίκαιο, co-edited by School Faculty Stergios Mitas and Costas Stratilatis, and by Iordanis Koumasidis. The event was held at Polis Art Café in Athens on 31.1.2020, with Associate Professor Ifigenia Kamtsidou of AUTH, and author Vangelis Bitsioris, as main speakers.

Directives governing e-contracts: On 3.12.2020 the School of Law and the Study Lab on Transparency, Corruption and Financial Crime of AUTH co-organised a seminar on the Directives regulating e-contracts, and their impact in the internal orders of Greece and Cyprus. The speakers were Prof. Ioannis Igglezakis, Prof. Anastasios Valtoudis, and Dr Rigas Giovanopoulos of AUTH, our Visiting Faculty Nikolaos Davrados, and advocate Eleftheria Papadimitriou. Christos Papastylianos addressed the event, which was chaired by former Vice-Rector of AUTH Prof. Giorgos Dellios.

Dean Emilianides represented Michalis Zolotas and Michalis Fole who were acquitted by the Assize Court of Nicosia at the high-profile Focus criminal case, and gave legal opinions to the House of Representatives of the Republic of Cyprus regarding the House’s decision to publish the ‘Giorkatzi list’ on non-performing loans of politically exposed persons, and the House’s refusal to allow the police to carry out interrogations in its premises regarding the leak of confidential documents to the Arab TV channel Al Jazeera. Dean Emilianides has further delivered, in 2020, a number of lectures, seminars and papers in international conferences, has handled numerous legal cases, has been the examiner of the Legal Council on constitutional law, immovable property and succession, and has published more than a 100 opinion articles.

CCEIA further published 7 Policy Papers in its Policy Paper series, 13 editions of its Eastern Mediterranean Policy Note series (issues 46-57), and 6 issues of volume 17 of its electronic bi-monthly newsletter ‘InDepth’.

The UNESCO Chair (Emilios A. Solomou) presented the academic volume ‘Βελτιώνοντας το Σχολείο και τη Διδασκαλία σε συνθήκες πολιτισμικού πλουραλισμού’ by Emilios Solomou and Christina Hadjisoteriou on 12.2.2020, and the book ‘Amir’s Blue Elephant’ by Melissa Hekkers on 11.9.2020. They further published the books ‘Divina Cypria’ by Fuiro Morroni, ‘Φιλοσοφία ένα Σχολείο Ελευθερίας’ by Emilios Solomou and Alexios Petrou and ‘Στο Περιβόλι τ’ Όμορφο της Μαντινάδας’.

Diplomatic Academy (director: Constantinos Adamides) launched an international affairs podcast, with international guest speakers, discussing current affairs on conflict, technology and security, and country-specific case studies in the Eastern Mediterranean, the Middle East, and beyond, titled ‘Diplomatic Academy – The Conversation’. It further developed a database/search-engine of discussions on the impact of COVID-19 in politics, society, the economy, and the diplomatic world, as well as a new policy desk reporting on updates and content on Turkish politics, foreign policy, culture, history, security, as well as conflict in the region, titled ‘The Turkish Desk’. The Diplomatic Academy further signed an MoU with 89 Connect, (a London School of Economics and Political Science-based think tank), and joined the Anna Lindh Foundation Cyprus Network. The Diplomatic Academy has further contributed to the Eastern Mediterranean Affairs (EMA) magazine, which released its first issue on international affairs and COVID-19.

The Procedural Law Unit (Directors: Anna Plevri and Nicolas Kyriakides) undertook a Supreme Court case-law translation project, with the aim of translating decisions of the Supreme Court with procedural interest into English, so as to make it accessible to the international legal community. It further launched out a survey addressed to lawyers with the purpose of examining perceptions related to the justice system in Cyprus and the legal profession. It further published a policy paper with the findings of its event on a judges’ school for Cyprus.

The Royal Commonwealth Society Cyprus Branch (RCS Cyprus. Chair: Achilles C. Emilianides), an entity affiliated with the School of Law, launched a podcast series titled ‘Meet the Royal Commonwealth Society (RCS) and the Commonwealth’. The series aims to introduce to the wider public, the role, mission, and main activities of the Royal Commonwealth Society (RCS) Network and to present the Commonwealth of Nations, a voluntary association of independent and equally sovereign states. The first season of the series ran for seven episodes, with the final episode of the first season hosting Rt Hon Patricia Scotland QC, the current Commonwealth Secretary-General, who shared her views on the current challenges and opportunities of the Modern Commonwealth. RCS further carried out a study on perceptions and knowledge by Cypriots on the Commonwealth, the results of which were published. Prof. Constantinos Phellas supervised the study. RCS further continued its general activities, including the advancement of the student essay competition.

Maria Hadjiathanasiou, Propaganda and the Cyprus Revolt: Rebellion, Counter- Insurgency and the Media, 1955-59, London: I.B. Tauris, 2020, pp. 264. Detailing the deployment of propaganda across radio, television and print channels, the book draws upon previously unpublished archival material in order to paint a detailed picture of how the British Empire lost control over the hearts and minds of the Greek Cypriot people. This study shines new light on a crucial period of Cypriot history and contributes to wider transnational debates around the use of propaganda and the end of empire. 10. Nicholas Ioannides, Maritime Claims and Boundary Delimitation: Tensions 10 and Trends in the Eastern Mediterranean Sea, London: Routledge 2020, pp. 362. Examining the impact that the hydrocarbon discoveries have had on the application of the law of the sea rules by the East Med states, the book looks at the new trends concerning the implementation of the law of the sea in the region. The book argues that the East Med paradigm concerning the successful application of the pertinent norms in maritime delimitation proves that international law is resilient and capable of providing solutions in other turbulent regions around the globe.

The Cyprus Review: 2020 was a challenging year for The Cyprus Review. As Editor-in-Chief Associate Dean Dr Ioannou noted in her Editorial Note of Volume 32(1), “In the past seven months, both collective and individual freedoms were severely curtailed due to the pressing necessity of safeguarding public health and human lives. In the end, the effects of the pandemic paved the way for the establishment of a new (non-)normality in our everyday lives and our work environments. The ambiance of this exceptionality caused various disruptions and delays that we had to overcome. The Cyprus Review, as a scientific journal with an established leading role in the area of Cyprological studies, responded to the challenge and we were finally able to go ahead with the publication of this first issue of our thirty- second volume, featuring a wide range of contributions in topical areas of research.” The Journal published, in 2020, its 32nd volume, comprising a Spring and a Fall issue. The Spring issue included a special section on ‘Gender in Cyprus: Equality, Rights, and Beyond’, whereas the Fall issue was exclusively based on papers that were presented in our major international academic Conference on ‘Colonial Cyprus (1878-1960)’, which took place between 7-8 February 2020. Law and Administration special issue on Russia-Cyprus relations: Dean Achilles C. Emilianides and Associate Dean Christina Ioannou guest-edited a special issue of the Russian journal ‘Law and Administration’ on Russia-Cyprus relations.
