When completed, the mixed-use development is planned to have several thousand commuter parking spaces and a robust program of commercial office, retail and residential uses.

Nyack Main Street Redevelopment ̶̶ While at HR&A Advisors, on behalf of the Village of Nyack, conducted a development feasibility study for the Superblock site, an underdeveloped site along an otherwise successful downtown Main Street. Identified an optimal program and plan for the site that embraces the existing character of Main Street as well as considers cultural arts uses and public open space. Conducted a cultural arts demand analysis and roundtable ‘work session’ to inform viable cultural uses. Assessed feasibility based on funding and development strategies that leverage private development to effectively support the cultural arts and public open space uses recommended.

Austin Development Density Program ̶̶ While at HR&A Advisors, for the City of Austin, designed a density bonus ordinance, which was successfully adopted in June of 2013. Created the ordinance with an eye toward facilitating downtown development while producing public benefit fees and on-site benefits.

Mount Vernon Market Study ̶̶ While at HR&A Advisors, for the City of Mount Vernon, NY provided a market study to support the City’s on-going Comprehensive Plan. Based upon an assessment of the City’s position within the regional economy, made a series of best-practices recommendations to the City for capturing retail activity and encouraging development with a specific focus on TOD opportunities near the City’s three Metro-North train stations.

Rochester, New York Inner Loop Redevelopment ̶̶ While at HR&A Advisors, supported the City of Rochester’s application for a USDOT TIGER grant. The City of Rochester is seeking grant funds to raise to grade a trenched highway encircling Downtown, creating a multi-modal urban boulevard and adjacent development parcels. The Inner Loop East Reconstruction Project will reconnect Downtown Rochester to surrounding residential neighborhoods, strengthening the presence of Downtown as a vibrant mixed-use area and improving access to Rochester’s cultural assets.

As a part of the Hudson Square portfolio, Hines studied the development of five strategic developments in the neighborhood. Several of these are restricted by the Hudson Square Special District zoning requirements, which enforce building form guidelines with street wall requirements, required recesses and setbacks and height restrictions. Unlike the zoning in much of New York City, the sites’ zoning limit massing articulation limits the development of separate free standing buildings. We recognize that this is not form-based code in the truest sense, but Hines has extensive experience working within a variety of zoning and code frameworks.
