They are Ni ghtingale House Hospice, Cancer Research UK (through the local Treuddyn and Leeswood branch) and Mold Community Hospital League of Friends towards the new X-ray machine, the promise of which helped keep the x -ray department open during the recent threat of closure. The Chairman is the ceremonial civic head of the Council . Duties include presiding over meetings of the County Council to ensure they are conducted efficiently and wi th regard to the rights of Councillors and the interests of the Community; raising the profile of Flintshire and acting as ambassador, ; fostering community pride and recognising individuals and organisations who have brought success to the County; and I wi ll also be fund raising for nominated charities throughout the year. I was elected by fellow County Councillors at the Annual General Meeting on 14 th May. It is a great honour and privilege and I’m looking forward to learning more and meeting resident s and volunteers who are passionate about what they do. I will still continue with my normal role as Treuddyn County and Community Councillor, this is just an extra responsibility for the year. My Civic Service is being held on 9 th June at St Mary’s Chur ch, Treuddyn and it’s really appreciated that so many people want to attend. The vicar will be extremely pleased to see the Church full and we are hoping to accommodate everyone but it could be a squeeze, there, and in the village hall afterwards. As Cha ir of Flintshire, I could have held it in the town but it was very important for me to hold it locally within our Community. 3 I will be organising various fund raising events over the coming year to raise as much money as possible for the three charities which I know are also close to the heart of many residents. Mold Community Hospital League of Friends (towards X ray machine) I’m hoping that this Summer may be drier than last year and that we can enjoy all the local events planned including the Strawberry tea, Church Fete, Treuddyn Festival and Family Fun day as well as all the other gre at events publicised in this edition of the newsletter which provide community entertainment and support various worthy causes. The sudden heavy downpours we have been having block all the drains and ditches in an instant with debris and gravel, so need c learing as soon as possible afterwards to keep on top of them. Don’t forget any problems with the highways, litter, dog fouling, street lighting, ditches, grass cutting, drains or waste collections, call Streetscene on 01352 701234. That the statement of accounts be approved and adopted as a true record of the Council’s finances. 3. CORRESPONDENCE 1. Flintshire County Summer Playscheme Programme 2013 – It was agreed to provide a 3 week scheme at a cost of £898.20, and to request an afternoon slot.

Purpose of the Report. 1.1 To briefly update Scrutiny on the progress with the new model of care resulting from the closure of inpatient beds at the Royal Alexandra Hospital (RAH). 1.2 To alert members to other significant issues arising since the last report that the Council needs to address to respond to the closure of inpatient beds. 1.3 To update Scrutiny on any actions and outcomes that have been undertaken to address the issues raised previously. 2. Executive Summary. 2.1 In the week beginning the 20 July 2009 the new Betsi Cadwaladr University NHS Health Board (BCUHB) made the decision to close inpatient beds of the wards of the Royal Alexandra Hospital. This decision has prompted very significant discussions and proposals for new services in north Denbighshire. These have profound implications for the Council and the local community in Rhyl. 2.2 The report therefore updates members regarding the Home Enhanced Care Service (HECS) since its inception in July 2010 and the proposals regarding an extension of the project unit June 2011. 3. Scrutiny Outcomes 3.1 Members consider the report and use the contents as the basis of further discussions with representatives from the BCUHB. These discussions to raise concerns regarding the impact of the closure programme of the inpatient beds at the Royal Alexandra Hospital has for Denbighshire County Council and the wider community of Rhyl. 4.     Environment Directorate Contaminated Land Contaminated Land Inspection Strategy Revision 4 | February 2013 Foreward This Contaminated Land Strategy describes how Flintshire County Council is required to identify sites within its administrative control that may be affected by land contamination. The document also explains the statutory guidance, legislative provisions, processes and procedures that the Council will follow in order to investigate those sites, to identify statutorily Contaminated Land where necessary and to remediate Contaminated Land. The Council first published its Contaminated Land Strategy in September 2002. Since then a number of investigations to assess land contamination have been carried out and significant changes to legislation and guidance documents have taken place. This revision of the Strategy has taken these changes into account and amendments have been made where necessary. This revision of the Strategy replaces all previous revisions of Flintshire County Council’s Contaminated Land Strategy. An important principle for our work is to aim to achieve a better democratic balance within each council area so that each vote cast in an election is, so far as reasonably practicable, of the same weight as all others in the council area. The achievement of this aim, along with other measures, would be conducive to effective and convenient local government. At the beginning of this review process we have found some considerable differences between the numbers of voters to councillors not only between council areas in Wales, but also within council areas themselves.     A History of Padeswood and Buckley Golf Club The club would not be in existence today had it not been for the enterprise of Arthur Joseph. The first record we have of a golf club at Padeswood is on the 1912 OS map which shows Mold Golf Club occupying the land on the right of Station Lane. The course remained until 1922 when the members moved to Pantymwyn. Some documentation, however, suggests that the Mold club was at Padeswood as early as 1909 although no actual records have been found. The Padeswood course was left derelict until 1932 when Arthur Joseph, holidaying in the area, spotted an ideal prospect and decided that he could make the land into a good golf course. At the time he was the professional at Mellor and Townscliffe Golf Club, Derbyshire, and already had to his credit the design and construction of the 18 hole Great Ormes Head Golf course at Llandudno in 1903 and the Mellor Golf Course in 1919. It is also believed that he was the professional at Bury Golf Club in 1913. Arthur set up as a tenant at the Bridge Inn, Padeswood (now demolished), in 1932. Having obtained a lease from the Fairbairn- Eyton estate and a licence for playing golf from Mold Golf Club, he began to reconstruct the course. He drained water from the ground into a stream that meandered through the course. All the groundwork was carried out single- handedly with just a spade and wheelbarrow! Gradually the course took shape and the newly constructed 9 hole course at Padeswood came into being.
