DECISION The Committee cannot condone illegal work and therefore requires that a heritage report be submitted in order to arrive at a recommendation. This report must assess the impact of the illegal work and set out a proposal for remedial action.

The report should include a revised design proposal that deals with security in a manner sympathetic to the heritage significance of the building. This report is to be compiled by a suitably qualified heritage professional in conjunction with the

architect. The heritage practitioner should be approved by HWC prior to undertaking the report.

The Committee noted that the reinstatement and/or repair of the open Glynville Terrace veranda detailing is mandatory.

DECISION The Committee is of the opinion that proposal is overbearing in mass and scale and is insensitive to the existing building and to the immediate streetscape and surrounds. The proposal does not conform to the morphology and environs in terms of its grain, texture and locality.

The Committee recommends: • A Heritage Statement to be submitted by a heritage practitioner which is to address and have specific reference to the following concerns: • A contextual analysis of the environment and surrounds including materiality. • Heritage design indicators for the proposed development of the site. • The mitigations of the impacts of the proposed development on the context and other resources of heritage significance. • The comments of relevant registered conservation bodies, the relevant Municipality and Interested and Affected Parties must be requested and included in the Heritage Statement where provided. Proof of these requests must be supplied. • An integrated set of recommendations. The heritage practitioner should be approved by HWC prior to undertaking the work.

The Committee resolved not to approve the current proposals.
