Speech by Mr Sam Tan Chin Siong Parliamentary Secretary for Trade and Industry, during the Committee of Supply Debate under Head V (Ministry of Trade and Industry) on 8 March 2010 1. Mr Chairman sir, I would like to certainly thank the members for their views and their contributions on important issues: internationalisation of our companies riding on the Asian waves as well as consumer protection. My Minister and MOS had earlier talked about Singapore’s internationalisation efforts. So on this subject, Mr Teo Ser Luck, Mdm Ho Geok Choo and Mr Wee Siew Kim asked how Singapore is tapping on both China and India’s growth. 2. In the foreseeable future, G3 countries will remain the key drivers for Singapore’s external demand. But emerging markets in Asia, particularly in China and India, also present exciting opportunities for us. Already, the share of trade with Asia has been increasing. Ten years ago, China and India accounted for 5.7 per cent of our total trade. Today, this has risen to 13 per cent. The potential for further growth is therefore very strong. 3. In order to realise this potential, Singapore needs to capitalise on two key trends which will underpin the rise of Asia. First, Asia will experience a surge in its middle-class. In China alone, this strata, which is often defined as people enjoying an income of at least RMB 25,000 a year, currently accounts for 12 per cent of China’s population, and this is expected to grow to 75 per cent by 2030. Similarly, India’s middle-class will also grow from around 5 to 10 per cent today to about 90 per cent by 2030.

Families will stand to benefit from the Baby Bonus Scheme now extended to every child, instead of just the first four children. Newborns will also receive more funds in their Medisave accounts, enough to cover their MediShield Life premiums until the age of 21.

Chairman's Message
Chairman’s Message Dear Residents, 2013 marks several milestones for our Town Council with the commencement of 1 Neighborhood Renewal Program (NRP) and the completion of 72 improvement projects in the last financial year. This would not have been possible without the strong support from residents. With the completed works and upcoming development plans in our estate, there is much more to look forward to for all residents. Maintaining high conservancy standards takes effort from everyone involved. Taking into consideration the many challenges faced, the Town Council would not have achieved our targets without our residents’ feedback and suggestions and the close working relationship with the relevant agencies. We will work hard on areas which need improvement and continue to be consistent in maintaining the high standards of our daily operations. I am glad to share that PROGRESS (PROGramme for Resident Estate Service & Support) has come to its 2nd year of implementation. By encouraging residents to be self-reliant while receiving assistance to settle their S & CC arrears, the programme has benefitted 76 families last year. With the success of PROGRESS, we will continue to work with Central Singapore CDC, to provide assistance and support to needy residents. Schools have also played a part in our outreach efforts through numerous joint activities, including recycling initiatives, house cleaning exercises, litter picking, painting of wall murals and other clean & green projects. Student volunteers also worked with daycare and senior citizens’ centers across our town to interact with the elderly residents. Through active participation and collaboration with the various grassroots organizations, community events like our Town Hall dialogue sessions allowed us to engage and receive valuable feedback from our residents.

Defending the Legitimacy of Elections MARUAH believes in a free and fair election as the right of all citizens. To that end we have done research, conducted forums and continue with our Education process. In this paper we explore the role of Parliamentarians. Asking the Right Questions: The Quest for Parliament’s Holy Grail There is a wonderful story about the power of the question. It comes from the ancient European legend of the Holy Grail. The quest for wisdom is unwittingly undertaken by Parsifal, a young knight who is green and has no idea about life. He stumbles upon the Grail Castle, entirely by chance quite early on in his quest. In the middle of the banquet, a parade takes place during which the Holy Grail and the Spear which pierced Christ’s side on the cross displayed. Parsifal being a complete idiot does not ask the wounded King who guards these treasures what they are. Instead, he stares at it open mouthed. The parade passes on in silence and Parsifal goes back to eating. When he awakes the castle has disappeared and he is in the middle of a wet field. He later discovers that he should have asked the King what these treasures were and the question, “What ails thee?”, for if he had, he would have found wisdom and his quest would have ended. The point of the story is that the solution to a problem is given when the right question is asked, but you have to ASK THE RIGHT QUESTION. In a representative democracy, the elected parliamentarian is to represent the interests of the PEOPLE who voted for him.

Speech by Minister Grace Fu on population, at the Committee of Supply “MOVING AHEAD WITH CONFIDENCE FOR A SUSTAINABLE POPULATION” Madam Chairperson, I would like to thank members for their questions. OVERVIEW OF CHANGES IN OUR POPULATION Maintaining a sustainable population Ms Jessica Tan and Ms Foo Mee Har have asked about our progress towards a sustainable population for Singapore. We saw positive signs in 2014, with more couples marrying and having children. Citizen births have risen to around 33,000 births, up from about 31,000 births in 2013, and the TFR has increased to 1.251 from 1.19 the year before. There were about 24,000 marriages involving at least one citizen in 2014, the highest since 1997. We are heartened by these encouraging developments. We have maintained our calibrated approach for immigration. Last year, 20,348 Singaporean Citizenships (SCs) and 29,854 new Permanent Residencies (PRs) were granted. The size of our Permanent Resident population has stabilised, and in fact fallen slightly in the last 2 years. Overall, our immigrants help to prevent our citizen population from shrinking. We remain on track for slower and more sustainable population growth. Our total population grew last year, but the overall growth rate of 1.3% was the slowest in the last decade, in line with what was proposed in the Population White Paper. This is due to concrete measures taken to moderate foreign workforce growth. As we restructure our economy, we expect the tight labour market to continue. We recognise that this is a challenging period, and have, as announced at Budget, increased the support for businesses by expanding the Special Employment Credit, deferring some of the levy increases for S Pass and Work Permits planned for this year, and supporting innovation and internationalisation.
