ORDINANCE NO. 95-11 AN ORDINANCE AUTHORIZING AN EXPERIMENTAL SHUTTLE FARE DEMONSTRATION PROJECT ON CERTAIN TRANSIT AUTHORITY ROUTES THAT SERVICE DOWNTOWN STATIONS

WHEREAS, By Ordinance No. 94-129 passed November 9, 1994, the Transit Board established a new structure of rates and charges for use of transportation services and facilities of the Chicago Transit Authority; and

WHEREAS, Said ordinance eliminated full-fare monthly and everyday pass programs; and

WHEREAS, By Ordinance No. 86-22 passed February 5, 1986, the Transit Board authorized a Link-Up Pass Fare Program between the Chicago Transit Authority and Metra for feeder bus service to and from stations; and

WHEREAS, The Authority recognizes the negative impact that the loss of the link-up pass will have on a regional inte­ grated fare structure; and

WHEREAS, Staff has proposed several options to serve current link-up pass users; and WHEREAS, In order to gain actual operational data for evaluation of fare options management recommends an experimental shuttle fare demonstration project; and

WHEREAS, Ordinance No. 92-127 passed June 16, 1992 and Section 57 of the By-Law, Rules and Regulations and Rules of Order of the Chicago Transit Board authorize staff to conduct experimental fare demonstration projects for a period of up to 180 days without conducting formal public hearings prior to implementation of such experimental program; now, therefore:

BE IT ORDAINED BY CHICAGO TRANSIT BOARD OF CHICAGO TRANSIT AUTHORITY:

SECTION 1. The Transit Board hereby authorizes staff to conduct an experimental shuttle fare demonstration project for a period of 180 days commencing January 29, 1995, or as soon thereafter as practical. That the experimental shuttle fare demon­ stration project may be implemented without conducting public hearings prior to implementation; however, staff shall elicit public comment prior to commencement and shall continue to receive public comment during the course of the experimental project. SECTION 3. The Chicago Transit Board hereby authorizes a one dollar ($1.00) experimental shuttle fare on the following bus routes Monday through Friday only at the specified locations and times: From 0600 to 0930 hours:

SECTION 4. That the President is hereby authorized to adjust the bus routes and locations as may be deemed necessary during the course of the experimental demonstration project.

SECTION 5. That all other fares will r emain in effect and no transfers will be sold in conjunction with the experimental shuttle fare.

SECTION 6. That METRA will subsidize the shuttle fare service in a manner similar to the amount received by the CTA from the link-up pass program.
