Up to 3 | Page Position Advert Latrobe and Kentish Councils are seeking a Manager Corporate & Business Services to join the General Manager in leading the management team of both Councils. In this role you will be required to have proven ability and achievement in leadership and strategic thinking, have substantial relevant experience and a demonstrated ability in the development and delivery of a complex range of services. This is a fantastic opportunity for a person who leads by example, thinks strategically, builds relationships, makes decisions, is creative and innovative and is committed to continuous improvement. The successful applicant will work closely with the General Manager in further developing and implementing the formal Shared Services Agreement which operates between the two Councils. Applications are to be lodged online and are to be received by 4pm on Monday, 18 January, 2021. 4 | Page Position Description Kentish and Latrobe Councils POSITION DESCRIPTION Position Title: Manager Corporate and Business Services Department: Customer and Business Services Reports to: General Manager Work location: Kentish and Latrobe Council areas Status: Full-time (5-year Fixed Term Contract) Classification: Executive Officer Level 3 Date: 18 December 2020 This position is a shared position between the Kentish and Latrobe Councils. Whilst the primary employer is Kentish Council, the position requires provision of services to both Councils as needed/directed. PRIMARY OBJECTIVE To provide visionary and effective leadership to the Corporate and Business Services areas of the Councils. The Manager Corporate and Business Services will lead a team of professionals to ensure there is the provision of high quality corporate support to both Councils in the areas of: • Financial Services • Customer Service • Records Management • Information Technology and Management • Economic and Community Development • Contracts and Procurement • Strategic Planning • Budgeting and Cost Control • Risk Management. KEY FUNCTIONS • Assist the General Manager and both Councils in developing and meeting their strategic objectives for the Latrobe and Kentish communities. • Provide quality advice to the Councils, the General Manager and staff. 5 | Page • Foster a responsive and customer service orientated approach for all service delivery. • Embrace innovation, technology, and sustainability in delivering the objectives and key responsibilities of the role. • Ensure the Councils comply with the statutory requirements of the Local Government Act 1993 and relevant legislation. • Provide a mix of ‘hands-on’ leadership and management, in the provision of quality advice to the Councils. ACCOUNTABILITIES Corporate & Business Services • Encourage the team to embrace and explore innovative systems and processes to improve and advance both Councils operations. • Drive improvements in efficiency and effectiveness through further advancing shared services and collaborative practices between the two Councils. • Encourage and assist staff to reach their full potential and ensure they have a clear understanding of both Councils expectations through effective consultation, leadership and commitment to human resource management principles. • Provide critical analysis of existing systems and processes to identify opportunities for improvement. • Ensure activities, functions and responsibilities are carried out in accordance with statutory obligations and legal procedures, minimising exposure to risk and litigation. • Encourage a strong commitment to responsive and friendly customer service, in all dealings with the community. • Provide oversight in relation to all contracts and procurement undertaken by the Councils. • Ensure programs and services are delivered in line with both Councils Annual Plans and are provided within budget limitations. • Assist in further developing both Councils reputations as professional, responsive, customer driven organisations within their respective local communities, the local government sector and at other levels of government both State and Federal. Council and Executive Support • Provide accurate, timely advice to the Councils, Council Committees, General Manager and the Executive Leadership Team ensuring the respective Councils decisions are promptly and effectively actioned/implemented. • Research issues and prepare concise reports and correspondence for the Council and the General Manager. • Prepare reports and presentations as necessary, including at times on matters which may be considered a complex. Governance and Statutory Compliance • Ensure the Councils comply with their obligations under the Local Government Act 1993 and other relevant legislation. 6 | Page • Provide information and advice to the Councils in relation to their governance obligations under the Local Government Act and other relevant legislation. • Ensure both Councils meeting agendas and reports are complete, accurate, are to an appropriate standard and comply with legislative requirements. • Develop and review governance related policies and procedures. • Ensure the Councils fulfil their obligations under the Right to Information Act 2009. • Coordinate the preparation of both Councils Annual Reports, Annual Plans and Budget Estimates. Other Functions • Provide support to the operation of the various Committees operating across both Council areas. • Manage the effective delivery of information systems including the continued implementation of TechOne across both Councils. • Ensure the effective delivery of the Council records management
