Management Conditions on Boundaries Boundary Conditions Private Property Private property surrounds the compartment, as indicated on the HPOM. Private property owners have been notified of the scheduled harvesting and post-harvest burning. The PP boundary must be located and marked by the FT. The boundary location should be identified using on ground survey markers (cairns, blazes, pegs etc) and compass bearings. As a last resort FCMapApp and GPS may be used with caution. Seek advice from the planner if required. FMZ The entire compartment is FMZ 3B – Special Prescription (Visual, Wildlife & Education). The silvicultural treatment detailed in the harvesting prescription table of this plan (STS medium) is considered to adequately address the values of this zone. No special prescriptions apply. FMZ 3B (Visual) – A visual protection zone exists 100 metres wide parallel to the Jervis Bay Road. The FT is not required to mark this boundary but must supervise implementation of modified harvesting prescriptions (see table 7). FMZ 3B (Wildlife) – The majority of the Net Harvest Area is FMZ 3B (Wildlife). In this zone, the management and production activities should aim to maintain the area as a contiguous forested wildlife corridor within the Jervis Bay area. The moderate intensity STS silviculture combined with stream exclusion zones, will achieve this management objective. FMZ 3B (Education) – A small area to the east of the intersection of Castor Road and Mars Road. Research A Silvicultural demonstration site was established in 1995 consisting of six square plots (80m x 80m) and two triangular plots. One triangular plot occurs within the compartment and is located east of the Castor road and Mars road intersection. This area is to be treated the same as the surrounding area. An area at Dump 5 with five wooden pegs was discovered during surveys. This is not associated with any known trials or research plots. This area is to be treated the same as the surrounding area. Any other inventory plots located during the harvesting operation which are not shown on the HPOM or described above are to be treated the same as the surrounding area. National Park Woollamia Nature Reserve forms the south eastern boundary of the planning unit area. No harvest disturbance is permitted within National Park or Nature Reserves. The south eastern boundary of the harvest area is a 4th order drainage line and there is a further 300m of excluded forest between the harvest area and the Woollamia Nature Reserve. The boundary between compartment 1199 and Nature Reserve does not require marking and control lines are not required along the boundary. Cultural Heritage Surveys have been conducted. No sites occur within the compartment. If any potential heritage sites are identified notify the planner immediately.

Haulage Haul Route East along Pepper Road (FCNSW owned road) turning north west (left) onto Jervis Bay Road (Shoalhaven Shire Council owned 100km/hr road) and then north or south via Princes Highway (RMS controlled 100km/hr Road). The intersection of Pepper Road and Jervis Bay road has been assessed as meeting a minimum of 200m on both approaches. Therefore additional signage in accordance with a traffic control plan is not required School Bus Routes Jervis Bay Road is used by a school buses between the hours of 7:30am to 8:30 am and 3:30pm to 4:30pm. On weekdays, to the greatest extent practicable, log haulage should avoid school bus times on the above roads. Traffic Control Plan Traffic control is required when harvesting within 2 tree lengths of Jervis Bay Road road. The production Supervisor is responsible for the development and implementation of a TCP if required. The HC must assess Forestry Road intersections along the haulage route for additional signage requirements

5. Community Issue Detail Conditions

Noise All dumps When working in areas close to residential properties, machinery (including chainsaws) operating hours will be limited to between 7am and 8pm Monday to Friday, and 8am to 12pm on Saturdays. Machinery must not be operated on Sundays and Public Holidays.

Notifications Required Nil All relevant notifications have been conducted. A notification list for FCNSW staff is available from the planner. Private Property owners of must be contacted before harvesting within two tree lengths of the Private Property boundary. A contact list is available as an attachment to this plan.

6. Infrastructure Infrastructure Conditions

Utilities Underground Telecommunication cable owned by Telstra runs adjacent to Jervis Bay Road and Caster Road in the eastern corner of the compartment and is shown on the HPOM. The FT must check the field markers to ensure they are adequate if requires hang additional flagging tape to show location. If snigging or forwarding over the cable is required the crew must contact an Accredited Plant Locator (Coastal Cable Locators Pty Ltd) on 02 4457 1258 or 0427 975 777 to determine cable depth and suitable crossing point prior to commencing the activity. The crew must report all damage to underground utilities immediately.

Overhead Powerlines An overhead electricity line runs from the intersection of Jervis Bay Rd and Pepper Rd, parallel with Pepper Rd to Mar’s Rd intersection and continues parallel with Mar’s Rd until Log Dump 7. Safe Work Practice for working near overhead power lines must be implemented by the crew before any work is undertaken within 2 tree lengths. Telecommunications A telecommications tower occurs to the east of Dump 7. tower Safe Work Practice for working near overhead power lines must be implemented by the crew before any work is undertaken within 2 tree lengths.

Control Lines for Post In this compartment, post log burning must be prevented from entering the Log Burning private property. Refer also to Section 5: Community – Neighbour above. Control lines to be constructed by the crew are indicatively mapped on HPOM, however final location will depend on snig tracks and areas harvested. The PA must liaise with the Protection Coordinator during harvesting to more accurately plan where control lines are required.

Existing Fire Trails Existing fire trails and through access should be left in a trafficable condition, free of harvesting debris and any installed rollovers must be trafficable.

7. Harvesting Conditions

Silviculture Type Harvesting Objectives and Stand Condition

Stand description The harvest area is a predominantly even aged regrowth forest dominated by Spotted Gum and Blackbutt, with occurrences of Grey Ironbark, Red Bloodwood, White Stringybark, Turpentine and Sydney Bluegum. The harvest area has undergone selective harvesting (targeting sawlogs) in the 90’s and previous to that mining timbers were cut in the 80s.

Please verify this is the latest version prior to use. Objectives of the The primary product of the harvesting is poles and high quality large sawlogs operations (quota logs). Parts of felled logs that do not meet pole or high quality log specifications are segregated and graded into other classifications such as high quality small sawlogs, salvage sawlogs, pulp logs & miscellaneous timbers e.g. split & round posts, firewood, mining timbers & craftwood. To minimize as far as practical damage to and removal of regeneration and advanced regrowth.

In the areas shown on HPOM as “FMZ 3B STS Medium (visual)” an additional objective is to minimize the visual impact of the operation. STS Medium Crew to remove all merchantable sawlog stems from mature trees not marked for retention. RU1 Crew to retain well-formed seed trees of preferred species at ~40 m spacing HC to instruct crew to retain patches of quality advanced regeneration where they occur. Crew to remove all merchantable stems not marked for retention and ensure mechanical disturbance creates a suitable seed bed for regeneration. The crew is responsible for protecting retained seed trees and retaining patches of advanced regeneration.

STS Medium (Visual) Apply STS medium condition detailed above, retaining additional trees as necessary to ensure the retained stand has an even spacing of trees with no large RU2 gaps in the canopy. HC may choose to mark trees for removal if this assists the contractor in tree selection. Within 100m of Jervis Bay Road, remove heads or flatten them by cutting them and spreading them. Snigging of timber should be as far away as practical from any roads which are adjacent to the visual area. Where possible understory alongside the road or regrowth to be retained as a visual screen. Forest technician to mark growers for retention as required. Crew is to select trees for removal and avoid damage to retained growers and patched of advanced regeneration.

Excluded Forest As mapped. No harvesting or snigging to occur within this area. To be retained for future harvesting treatments and to manage IFOA basal area limits for this harvesting event.

Monitoring The HC must conduct Basal Area monitoring in areas treated with STS medium. Any changes to treatment and offset areas need to be endorsed by the Operations Planning Manager. IFOA Limits STS Medium STS Tract 180ha Pre-harvest BA 21m2 Post-harvest BA 14m2 Planned Removal 35%

Prescription Condition/Responsibility

Mark-Up – the FT is responsible for marking up the forest ahead of harvesting operations consistent Forest Mark Up and Tree Retention SOP

Compartment Mark-Up Survey Compartment mark-up surveys must be conducted at least 100m in advance of operations. The survey must search for threatened and (5.1, 5.2) protected species features listed in conditions 5.1 and 5.2 of the TSL.

Hollow-bearing and Regrowth Zone – TSL 5.6 conditions apply. Recruitment tree retention (H Additional H trees for Greater Glider condition does not apply. and R) FT must select and mark 5 H trees/ha where available and one R for each H retained.

Significant Food Resources FT must mark for retention- 4 Eucalypt feed trees/2 ha where they occur. All glider sap feed trees, stands of forest oak and forest oak feed trees (5.6 g) must be marked for retention. Ironbark and Spotted Gum are suitable E tree species present in these compartments.

Harvesting - crew and HC responsibilities

Protection of Retained Trees Trees marked or selected for retention must not be felled. (5.6g) The crew must minimise damage to H, R and E trees by using directional felling. Harvesting debris should not accumulate within 5 m of retained trees. Where debris does accumulate the crew must removed or flatten to < 1m high. The HC must be notified of any badly damaged retained trees and they must assess and record if a replacement retained tree is required.

Stag Retention (Dead standing The crew should retain stags where safe to do so. trees 5.6e) The crew must record the date, DBH, risk and location of unsafe stags removed

Impenetrable Understory In areas mapped by the FT as Impenetrable Understory procedures for harvesting in un-marked forest must be implemented by the HC and Crew.

Significant Food Resources The crew should avoid damaging flowering or fruiting banksias or grass trees. (5.6 g)
