The key message is that while we have built up resilience in the nancial system over the last decade, we have only seen the initial economic effects of the pandemic materialise so far. There remains signicant uncertainty on the path of the virus, the duration of the shock and the economic implications. Ensuring our policy responses promote a sustainable contribution from the nancial system so that it can absorb and not amplify the shock of COVID-19, will remain to the forefront of our minds at the Central Bank. COVID-19 - An exceptional shock COVID-19 is fundamentally different in nature and scope to previous economic shocks, certainly in my living memory. Firstly, this crisis is truly global. Unlike the 2008/2009 nancial crisis when some emerging markets acted as an engine of growth, today the pandemic is affecting all four corners of the world.

Good afternoon and I am delighted to welcome you today (virtually) to the Central Bank for what promises to be a stimulating discussion on the future of payments in Ireland and Europe.1 One of the statutory objectives of the Central Bank of Ireland is to ensure that “payment, settlement, and currency systems are safe, resilient and efcient and that access to such systems is not restricted”. Financial stability, a core mandate of the Central Bank, is heavily supported by, and dependent on, the smooth functioning of the payments system. These two objectives are at the core of our work on payments, today and into the future. The payments system we use today, and innovations to come, are a far cry from what we were using when the Central Bank was established in 1943. However, the values of trust, resilience and access remain central to the safe delivery and functioning of our payments systems. Maintaining public trust in these systems is a cornerstone underpinning our mission to safeguard monetary and nancial stability and to protect consumers. This includes maintaining trust in traditional payment instruments, such as banknotes, and new digital means of payment, along with the underlying payment infrastructures and systems. Today I will rst consider the environment we are in; the changing payments landscape, referring both to the impact on consumer behaviour from the pandemic, but also the pre-existing trends in terms of speed of payments and innovation.

In addition, on 9 June 2020 the ECB received a further request for an opinion on a draft Investment Limited Partnerships (Amendment) Bill 2020 (hereinafter the ‘draft law’, and together with the draft regulations, the ‘draft laws’). She is responsible for leading a division which both engages with EU institutions, including the European Supervisory Authorities, in the development of prudential banking and insurance regulatory frameworks and implements such policies at a national level. The division also has a cross sectoral role in relation to the development of governance policy and auditing and accounting frameworks as they impact financial services regulation. Mary joined the Central Bank of Ireland in 1984 and has worked in financial services regulation and supervision since 1998 across various industry sectors - banking, markets, investment firms, funds service providers and retail intermediaries. During that time, she has served in a number of roles within the Central Bank of Ireland including, Head of Banking Supervision/International Banks, Head of Securities and Exchanges of Supervision and Deputy Head of Securities and Exchanges Supervision. She has served as a member of the Board of Supervisors of both the Committee of European Banking Supervisors (2006-2009) and an Alternate Member of the Committee of European Securities Regulators (2004-2006).     Process to become a Eurosystem eligible monetary policy counterparty of the Central Bank of Ireland A. In the euro area, monetary policy is implemented on a decentralised basis, which means that in order to participate in Eurosystem monetary policy operations (i.e., open market operations and standing facilities) an institution needs to be a monetary policy counterparty (a ‘counterparty’) of a euro area national central bank (‘NCB’).1 The relevant legal framework is laid down in Guideline ECB/2014/602, as amended, which is addressed to the Eurosystem and implemented by all euro area NCBs, including the Central Bank of Ireland (the ‘Central Bank’ or the ‘Bank’), in contractual or regulatory arrangements. This note describes the requirements to become a counterparty of the Central Bank. B. There are two types of counterparty of the Central Bank: (a) Full access counterparties, that may participate in open market operations (liquidity providing and liquidity absorbing), access the marginal lending facility (liquidity providing standing facility) and access the deposit facility (liquidity absorbing standing facility; and (b) Partial access counterparties, that may only access the deposit facility and cannot avail of Eurosystem lending (i.e., it cannot participate in open market operations or borrow via the marginal lending facility). An institution itself first assesses whether it would like to become a full access or a partial access counterparty of the Central Bank and then initiates the application process as explained below.
