The white paper on cybersecurity in the basque country is intended to serve as a summary or snapshot of the cybersecurity market in the Basque Country. It is a living catalogue that will be periodically reviewed and updated as needed, as it is constantly evolving due to the growing progress in the digitisation of services and the opportunities this generates.

The main objective of the educational system is to accompany all students in their personal development and provide them with skills and tools that allow them to participate in society as active and responsible citizens.
Schools in the Basque Country are taught both in Basque and Spanish. Both are official languages in the community. A total of 9 public and private centres that offer classes in cybersecurity have been identified. More information can be found in the annexes.
According to the ElevenPaths Cybersecurity Trends Report 2019, the cybersecurity market continues to expand and its growth exceeds that of the global economy. However, the problem with the lack of talent in the cybersecurity sector must start to be addressed from an early age.
4.5.1. Primary and secondary education
Alleviating the loss of students in scientific and technological careers is part of the objectives of the EU 2020 Strategy but, to date, it is still far from being achieved.
The expected changes in the economy and in the labour market are expected to significantly increase the demand for STEM (Sciences, Technologies, Engineering and Mathematics) professionals, which according to data from the Randstad consultancy firm, amounts to 390,000 pure STEM jobs that the Spanish labour market is creating between 2017 and 2022. [6]
However, in Spain, the percentage of university students in STEM careers is falling, partly due to the drop in the birth rate, and partly due to the lack of interest in Science (detected by the Spanish Foundation for Science in its barometer), which is decreasing every year. This problem is aggravated by the lack of women in STEM courses, especially in engineering and even more so in computer engineering, where women make up 12% of the student body.

4.5.2. Vocational training
Dual Vocational Training, which is very present in the Basque Country, combines learning processes in the company and in the centre through the co-participation of training centres and companies.

Within the different university branches, computer science is among the university degrees that offer the greatest possibilities of finding employment and best contracts, according to the conclusions of the study “La Universidad Española en Cifras 2017/2018”, prepared by CRUE Spanish Universities. Among the ten degree fields with the best levels and quality of employment insertion, we find computer engineering (7th place) and telecommunications engineering (8th place). [8]
In degrees related to the field of Computer Science, 84.6% of the graduates work four years after graduating and 83.6% have an indefinite contract.
According to another report, “Las Universidades Españolas. Una perspectiva autonómica. 2018” by Fundación CYD, the leading regions by percentage of graduates in official bachelor’s and master’s degrees in STEM areas are Asturias, Cantabria, and the Basque Country. There are several aid programmes which, without being specific to cybersecurity, can subsidise activities in this area, as they are within the scope of Industry 4.0:
› Hazitek: Support for Industrial Research or Experimental Development projects, both competitive and strategic, in the business sector of the Basque Country and in the areas of specialisation of the Basque Country 2020 Science, Technology and Innovation Plan.
› Basque Industry 4.0: Support for Industrial Research and Experimental Development projects that address Technology Transfer from technology suppliers to industrial companies, in the field of Electronics, Information and Communication Technologies (EICT) applied to Advanced Manufacturing, that have a demonstration effect and allow to accelerate the transfer of R&D project results in EICTs to the market.
› Ekintzaile: Support for the maturation of a business idea in a Business and Innovation Centre. In case the idea becomes a company, it can access favourable loans.
› Gauzatuindustria: Aid for the creation and development of Technology-Based and/or Innovative SMEs. Support for new investments in the following categories: Industrial Property and Patents, Computer Applications, Land and Natural Assets, Buildings, Technical Installations, Machinery, Tools and Equipment for information processes.
› ELKARTEK: Aid scheme consisting of non-refundable grants to support collaborative research carried out by the Research, Development and Innovation Entities belonging to the Basque Science, Technology and Innovation Network in the areas of specialisation included in the Basque Science, Technology and Innovation Plan 2020.
In order to make it easier for companies to access this type of aid, SPRI has implemented a communication channel (by phone and e-mail) called Servicio de Atención a la Industria Vasca. In addition to the programmes already mentioned, users will be able to access the 3 main programmes highly influenced by cybersecurity detailed below: industrial cybersecurity programme, Bind 4.0 and UP! 4.6.1. Industrial cybersecurity support programme
The Basque Government, through the SPRI Group and the Basque Cybersecurity Centre, launched the Industrial Cybersecurity aid programme in 2018. In line with the objectives of the Department of Economic Development and Infrastructures of the Basque Government, embodied in both the Basque Industry 4.0 Strategy and the Basque Country 2020 Digital Agenda, the aim of this programme is to promote industrial cybersecurity, especially projects that address the convergence and integration of protection systems against cyber- attacks for IT/OT (Information Technology/Operational Technology) environments in industrial companies and technical, design and logistics services companies, linked to the industrial product-process.

BIND 4.0 is an international initiative led by the Basque Government and aimed at promoting the development of the best startups with solutions based on new technologies in the 4.0 industry ((Big data, virtual/augmented reality, collaborative robotics, cybersecurity, Internet of things, 3D printing, etc.) and applied to the fields of advanced manufacturing, energy and health and, in its latest edition, also in the food industry.
The programme brings together public agents from the Basque Country (Basque Government, SPRI Group, Provincial Councils and the BIC business and innovation centres of Araba, Biscay and Gipuzkoa) and more than 40 of the main private business corporations based in the Basque Country, as well as leading international companies such as Google, Siemens, Microsoft and Amazon, which are participating as technological partners.
This is a 24-week acceleration programme where startups, in addition to developing a paid project with one of the collaborating industrial companies, have an intensive programme of support services and activities such as specialised technical advice in the matching process to help them define and negotiate the specific project, mentoring and tutoring with professionals worldwide, financing, a free work space, networking activities between participating companies and public agents, etc. In addition, startups are offered the possibility of developing their projects in line with the demands of the collaborating companies so that a customer- supplier relationship is established, which provides emerging companies with real turnover with a large customer, a first-class reference, and access to new markets and distribution channels.

The BIND 4.0 programme was first launched in 2016. In the third edition of the programme, 32 selected startups have worked together with 33 Basque trailblazing companies of international reference to develop a total of 44 new projects based on new technologies—6 of them belonging to the field of cybersecurity, in which the Basque Country has been consolidated as a powerful reference ecosystem.

In the fourth edition of the programme, the number of trailblazing companies increased to 52 due to the addition of “Food-Tech” to the areas already included in previous editions. It is worth noting that in the fourth edition a Venture Club has also been created, an investors’ club aligned with the specialisation of the accelerator, whose objective is to reinforce the accelerator’s support services and promote contact between the participating startups and specialised investment entities, encouraging the development of new financing opportunities that will accelerate the development of the new companies. It offers support, training and capacity building for the creation of an ecosystem, which allows startups to develop and acquire the necessary skills to tackle both the creation phase and the growth, consolidation and projection of their business. From a global socio-economic perspective, the well-known dynamics of constant change in the field of digital risks and how to exploit them (cyberattacks) saw the inclusion of the COVID-19, crisis in 2020. The crisis will condition the way in which organisations approach their protection processes in the future—probably giving a greater role to teleworking and a growth in the use of cloud services.
Likewise, consolidation movements continue to take place in the sector: in 2018, S21sec and Nextel merged; in 2019, Wise Security Global reorganized its businesses and LKS Next acquired a majority stake in Secure⁢ and we have begun 2020 with the merger of Ibermática and ITS Security (two companies born in the Basque Country), as well as the acquisition of Panda Security by the American company WatchGuard. This last move makes it clear, without a doubt, that the cybersecurity technology created in the Basque Country is world class; but in exchange, the decision-making centre moved to the other side of the Atlantic, which could well motivate some reflection, givenEurope’s well-known technological dependence on other economies.
In this complex and turbulent situation, the Basque Government maintains its commitment to leadership in promoting the application of cybersecurity in all areas of society as a key element in improving the chances of survival of business organisations and thus preserving the current privileged position of our industry.
In anticipation of so many movements, in 2019, the Basque Cybersecurity Centre designed and conducted an in-depth evaluation of the current situation of the ecosystem. The aim was to determine our position in relation to other global cybersecurity and digital entrepreneurship hubs, thus identifying the aspects to be reinforced, but also where our advantage might lie. The product of this reflection was the Strategic Plan for the Development of an Industrial Cybersecurity Hub in the Basque Country.
It is well known that cybersecurity is emerging as an important source of new business models for many companies and as a means of sustainable and quality employability for the coming decades. There is also the fact that the economic recession caused by the pandemic could serve as an argument to continue promoting cybersecurity as a discipline whose behaviour as an economic activity in times of crisis has features that go against the general trend. While other sectors are suffering considerably, digital confidence is a growing business and, therefore, it makes even more sense to carry out decisively the actions identified in the Strategic Plan.
According to the conclusions drawn from the Plan, the creation of talent, which was a general concern of the 85 key agents involved in the preparation of the Plan, was one of the aspects where the greatest effort would have to be made and which most conditioned the future development of the Hub. Among other actions aimed at initiating improvement in this area, the Basque Government has created the STEAM Euskadi strategy to promote scientific-technical education and training, inspire vocations and professional aspirations in the STEAM field and promote scientific-technological dissemination and culture among citizens.
Another area to be reinforced in order to improve the positioning of the Basque Country was Basque entrepreneurship, as it is usually more oriented towards sustainability than scalability, and this limits to a certain extent the visibility and attraction of large technological investors.
In contrast, the factors that gave the Basque Country a promising position were of a different nature. It is a potentially large local market leveraged on an industry with an innovative vocation around digitalisation, a consolidated cybersecurity sector, with a quality of life ranking among the best in Europe as per multiple indicators, and fiscal powers that allow for action on demand (e.g. the industrial cybersecurity subsidy programme).
The six-year goal is to advance the technological specialisation of the cybersecurity ecosystem towards the value chain of Basque strategic industry. Together with the Basque Cybersecurity Centre as a natural promoter of this movement, the role of the Basque cybersecurity industry association, CyBasque, will be essential to structure the offer and design the future of the private sector. With both agents collaborating on a continuous basis, the ecosystem must be capable of attracting ideas, talent and investment and of energising all the relationships necessary to create an optimal environment that will encourage innovation and entrepreneurship, and will favour an increase in the global productive activity of the participating companies, both suppliers and users.
Success in conquering this great challenge, which we will tackle with enthusiasm and optimism by collaborating with the private sector, should project the brand image of the Basque industrial cybersecurity sector as a specialised ecosystem and a reference in Europe.

COMPANY OVERVIEW UPV/EHU (University of the Basque Country / Euskal Herriko Unibertsitatea) is the Public University of the Basque Country. It is a generalist university that covers practically all disciplines of knowledge. It is made up of around 4900 professors and researchers, 1800 administration and service workers and around 40,000 students. UPV/EHU in itself carries out its activity in the field of university teaching but also, and very importantly, in research. The services offered, as befits a university organisation, are based on the specific activity of research groups, (many of which are recognised as a consolidated group by the Basque Government's Department of Education). This offer can range from audits, consultancy or training to the development of tailor-made solutions up to TRL 4 or 5. For higher TRLs, UPV/EHU has facilitated the creation of SpinOffs that are transferring research results. There are various mechanisms for implementing projects in the field of cybersecurity. As an agent of the RVCTI (Basque Network of Science, Technology and Innovation), UPV/EHU can participate in the full range of local R+D+i projects that require the presence of an agent. Likewise, national and international R&D projects can be submitted in consortium through the services of the Vice-rectorate for Research and EHUrOPE (International R&D Office). It is also possible to contract services directly through the OTRI of UPV/EHU (Office of Transference and Innovation) and the Fundación Universidad-Empresa Euskoiker.
