FROM THE PRINCIPAL’S DESK MESSAGE FROM PRINCIPAL SECRETARY [TTE]

Most of the Educational Institutions are necessarily focusing on grooming the skills of their students to the fullest culmination and envisioning them for the enablement of a level playing field. At the same time, it is the bounden duty of the parents to put their wards to do hard work, devotion to their studies and commitment to their career goal in the contemporary competitive globalized scenario. Similarly, the Government also should make best Education Policies treating the Education as the Fifth Pillar of the Democracy. No doubt, for over decades, has been producing lakhs of Think Tanks and Skilled-Human- Reservoirs year-by-year to venture for Global Innovations by tapping their best resources through their latent potentialities. This is a good sign and a welcoming approach.

Many of the Research Institutions had indicated and predicted that there would be many more unprecedented increase and plenty of avenues in the availability of jobs in various sectors globally, though on the other side, the downsizing of employment reported to have been taking place in many of the MNCs. Hence, the Management and Technological students should inculcate confidence in them that they would be well placed in the best arena of their own choice, if they excel in Education besides honing their various Skills side-by-side.

I am pleased to note that BPIBS is publishing its Annual Magazine titled “BPIBS- INSIGHT-2015” portraying its activities and achievements during the last Academic Year. I wish the Institute and the Students a Great Grand Success in all their ensuing endeavours.

MRS. PUNYA SALILA SRIVASTAVA, I.A.S.

MESSAGE FROM DIRECTOR [TTE]

It is not enough alone if a Teacher concentrates only on teaching. He has got many more roles to play on the dais of Education. It is observed that most of the teachers are accountable only to their superiors and not to the students. Indeed, teaching should be construed as a highly respected and regarded profession considering that a teacher is a Leader of Change.

With the mushrooming of Management & Technical Educational Institutions in India, the Quality of Education and its system has either been deteriorated or waned and hence the problem should be focused by the Government and other Role Players towards fulfilling the vision to set out in the preamble of the Constitution. All those who are responsible for achieving the goals of Education Policy should be made to be competent enough to deal with the diverse and complex issues and challenges of Management and Technical Education in India.

It is fervently hoped that only with the availability of competent and excellent pedagogy, digital classrooms, automated library and other sophisticated facilities, educational institutions could mould the Students as the impeccable Human Capital and Best Assets of the Nation.

I am pleased to note that BPIBS is bringing out its yearly Magazine namely, BPIBS- INSIGHT-2015 carrying its various Events & Views in the previous Academic Year. I take this opportunity to wish All-The-Best to each and everyone in BPIBS.

MANOJ KUMAR, I.A.S.

FROM THE PRINCIPAL’S DESK

One can boast that India’s Education System is one of the largest in the World, which roughly works out to 2.4 million schools and colleges, over 35 million children, around 10 million teachers and about 2.5 million education functionaries supporting from outside. At the same time, viewing at the students’ performance level, many research reports pointed out about the poor quality of education system in the country. The Annual Status Education Report [ASER] has consistently indicated the abysmal performance of our children in simple abilities of reading, writing and arithmetical calculations. This clearly shows that the standard of our Education System is not only far below but also not upto the mark, nor our children skill-oriented and hence needed immediate attention.

In this direction, the National Skill Development Corporation [NSDC] was established by the mainly to meet the skill training requirements of the labour market including that of un-orgaznied sector. Further, the NSDC has to fulfill the growing need for skilled manpower in the country. So far, 3 major proposals of NSDC have been cleared by the Government to train 10,39,000 persons in the next 10 years. Now, the NSDC is concentrating on skilling/up-skilling 150 people in India including persons from Rural Areas by the year 2022, mainly to fostering Private Sector initiatives in Skill Development Programmes and providing viability gap funding.

Similarly, The National Policy on Skill Development [NPSC] approved by the Government has set a target for skilling 500 million persons by the year 2022. It is fervently hoped that these Agencies will play major role in developing our education system and honing the overall skills of younger students.

It is gratifying to note that BPIBS has been playing pivotal role in skilling the students through its Job-oriented programmes. I am also pleased to note that BPIBS is in the verge of releasing its Official Magazine – BPIBS-INSIGHT-2015 depicting all its events and achievements during the year gone by. I extend my Best Wishes to them.

SWACHH BHARAT ABHIYAAN

“Clean India Mission” is a national campaign by the Government of India, covering 4041 statutory Towns, to clean the Streets, Roads and Infrastructure of the country. This campaign was officially launched on 02 October 2014 at Rajghat, New Delhi, on the occasion of Mahatma Gandhi‟s Birth Day. It is India's biggest ever cleanliness drive and 3 million government employees and school and college students of India participated in this event. The mission was launched by Shri Narendra Modi, Hon‟ble Prime Minister of India. The main components of the programme are:  Construction of individual sanitary latrines for households below the poverty line with subsidy (80%) where demand exists.  Conversion of dry latrines into low-cost sanitary latrines.  Construction of exclusive village sanitary complexes for women providing facilities for hand pumping, bathing, sanitation and washing on a selective

basis where there is not adequate land or space within houses and where village panchayats are willing to maintain the facilities.  Setting up of sanitary marts. e) Total sanitation of villages through the construction of drains, soakage pits, solid and liquid waste disposal.  Intensive campaign for awareness generation and health education to create a felt need for personal, household and environmental sanitation facilities.

With effect from 1 April 1999, the Government of India restructured the Comprehensive Rural Sanitation Programme and launched the Total Sanitation Campaign (TSC). To give a fillip to the Total Sanitation Campaign, effective June 2003 the government launched an incentive scheme in the form of an award for total sanitation coverage, maintenance of a clean environment and open defecation-free panchayat villages, blocks and districts called Nirmal Gram Puraskar. Effective 1 April 2012, the TSC was renamed to Nirmal Bharat Abhiyan (SBA). On 2 October 2014 the campaign was re-launched as Swachh Bharat Abhiyan.

OBJECTIVES This campaign aims to accomplish the vision of a 'Clean India' by 02 October 2019, the 150th birthday of Mahatma Gandhi. It is expected to cost over 62000 crore(US$9.7 billion). Fund sharing between the Central Government and the State Government and Urban Local Bodies (ULBs) is 75%:25% (90% : 10% for North Eastern and special category states).
