NOTICE FOR INVITING BIDS/PROPOSALS: NOTICE IS HEREBY GIVEN that the San Bernardino Community College District, hereinafter referred to as “District”, is calling for and will receive sealed Proposals for the award of a contract for the “Construction Services for KVCR New Broadcasting Tower at Moreno Valley, Riverside County, RFP#03-1718-09.” Proposals will be accepted up to but not later than, the time stated in Section 1.3 below. License Required: California Contract License A, B, C, C-51, C-8. 1.2. PREQUALIFICATION REQUIREMENTS: In compliance with the Resolution for the Districtwide Pre-Qualification Program for all Construction Projects adopted on August 13, 2015 by the District’s Board of Trustees, prequalified contractors and subcontractors that have participated in the District’s Prequalification Program and have received a prequalification approval status and can meet the specific scope of work and services requirements are hereby invited to submit their proposal for Construction Services for KVCR New Broadcasting Tower at Moreno Valley, Riverside County, RFP#03-1718-09. PROPOSAL SUBMISSION: Proposal Submission Deadline: 12:00 p.m. on the 19th day of February 2018. Del Rosa Drive San Bernardino, CA 92408 All proposals shall be made and presented only on the forms presented by the District and pursuant to the instructions set forth in this RFP. Any proposals received after the time specified above, or after any extensions due to material changes, shall be returned unopened. 1.5. PRE-PROPOSAL INFORMATION: There will be one scheduled Mandatory Site Walk and Conference. Attendance by a representative of the Contractor is MANDATORY for submitting a Proposal to this RFP. The MANDATORY Site Walk and Conference will be held on February 13, 2018 at 10:00 a.m. PST at the KVCR tower location, 10550 Box Springs Mountain Rd, Moreno Valley, CA 92324. PROJECT IDENTIFICATION & DESCRIPTION: San Bernardino Community College District, Construction Services for KVCR New Broadcasting Tower at Moreno Valley, Riverside County, RFP # 03-1718-09. THE SCOPE OF WORK AND SERVICES INCLUDE: a. Based on the preliminary design that already has been done, complete the design and engineering calculations for the 344.5 feet tall Self-Supporting Steel, 4-legged Communications Tower, including foundation design, and civil drawings necessary for regulatory agency review and approval; obtain the design and construction permit. b. Provide labor, materials, equipment, insurance, and bonds to design, procure, manufacture, fabricate, install, erect, and permit the 344.5 feet tall Self-Supporting Steel, 4-legged Communications Tower including the foundation and all necessary site improvement for the new tower. c. Dismantle, remove, and dispose the old communication tower. 1.7. No Requests for Information will be accepted after 5:00 p.m. PST on February 14, 2018. 1.8. DSITRICT’S VICE CHANCELLOR AUTHORITY: DELEGATED BOARD AUTHORITY TO INCREASE AND DECREASE CONTRACT TIME AND CONTRACT PRICE: The District’s Board of Trustees has delegated authority to the District’s Vice Chancellor for Fiscal Services to execute change orders, partial change orders, Construction Directives, and compromises, which may increase and/or decrease the Contract Price and/or may increase and/or decrease the Contract Time for this Project. As such, the Vice Chancellor for Fiscal Services’ signature on a change order, partial change order, Construction Directive, and/or compromise is sufficient to bind the DISTRICT provided that the increased and/or decreased costs of individual changes do not exceed the amount specified in the applicable contract. California Public Contract Code Sections 20651, 20655, and 20659, as revised in accordance with Section 22020, if applicable, or ten percent (10%) of the original contract price, whichever is greater. See the General Conditions for more specific information regarding the level of the Vice Chancellor for Fiscal Services signature authority. 1.9.     5.9 Biological Resources 5.9 BIOLOGICAL RESOURCES The information contained within this section is summarized from the Moreno Valley General Plan EIR Biological Report (Merkel & Associates, September 2004). The report is provided in Volume II Appendix E of this EIR. The existing biological resources documented in this report were determined through an extensive review of the most current, available biological literature and Geographical Information Systems (GIS) data available for the planning area. Previous biological surveys conducted by Merkel & Associates (M&A) staff, as well as biological information gathered by other consultants for projects within Moreno Valley, were further reviewed. Vegetation communities were primarily identified based on the regional GIS data incorporated into the MSHCP (KTU+A and PSBS 1995). Floral and faunal species potential presence was determined based on vegetation community presence/absence and knowledge of species requirements. The assessment of presence or potential presence of sensitive biological resources was also based on MSHCP data, which incorporated California Natural Diversity Database records for sensitive species. In addition to the MSHCP and vegetation community information, the following sources were consulted to aid in determining faunal presence/absence: USFWS 2000b, Ericksen and Belk 1999, Sauer et al. 1996, Sauer et al. 2000, Zeiner et al. 1988, Zeiner et al. 1990a and 1990b. M&A also contacted individuals with special expertise to determine the likelihood of species presence for certain groups (e.g., bats). Additionally, M&A biologists, Craig Reiser and Diana Jensen, conducted field investigations in April 2001 to ground truth portions of the regional GIS vegetation data and record locations of identified sensitive species.

    5.10 Cultural Resources 5.10 CULTURAL RESOURCES The following section is summarized from the Study of Historical and Archaeological Resources for the Revised General Plan, City of Moreno Valley prepared by Archaeological Associates, Inc. (Revised August, 2003), and the Cultural Resources Survey for the City of Moreno Valley, Riverside County, California prepared by the Archaeological Research Unit (ARU) of the University of California at Riverside (October, 1987). The full text of these studies is contained in Volume II Appendix F of this EIR. ENVIRONMENTAL SETTING History of Moreno Valley Human occupation of Southern California may date as far back as 10,000 years. However, there is no evidence of human activity in the Moreno Valley region prior to about 2,300 years ago. By the time the Spanish began to explore California, descendents of the Shoshonean people, the Luiseño, held the territory that currently includes the Moreno Valley planning area. However, other groups such as the Serrano and Cahuilla were also in the area. The most important habitation sites in Moreno Valley and the western San Jacinto Valley were at Perris Reservoir. Development of the planning area began in 1890 as the Town of Moreno was founded. However, the absence of a reliable water supply prompted most of the residents to leave by the end of the decade. Neighboring townships, Sunnymead and Edgemont, were more successful and established rural communities drawing on well water. The three towns finally incorporated into the City of Moreno Valley in 1984, with a population of nearly 47,000. A healthy system of open space lands, natural resources, and habitat areas will help ensure clean air and water while also providing recreational opportunities and scenic vistas.     Nitrogen Deposition Effects on Coastal Sage Vegetation of Southern California1 Edith B. Allen,2 Pamela E. Padgett,2 Andrzej Bytnerowicz,3 Richard Minnich4 Abstract The coastal sage scrub (CSS) vegetation of southern California has been declining in land area and in shrub density over the past 60 years or more, and is being replaced by Mediterranean annual grasses in many areas. Although much of this loss is attributable to agriculture, grazing, urbanization and frequent fire, even protected areas have experienced a loss in native shrub cover. Nitrogen (N) deposition has not previously been examined as a contributor to CSS decline, but up to 45 kg/ha/yr are deposited in the Los Angeles Air Basin. Several mechanisms were examined by which atmospheric N deposition might affect the shrubs and promote growth of weeds. Field nitrogen fertilization studies at sites of high and low deposition showed that most of the abundant native and introduced species had increased growth after fertilization in the low deposition site, but in a high deposition site only one weedy species, small-podded mustard (Brassica geniculata (Desf.) J. Ball), responded to N fertilization. Greenhouse studies showed that both shrubs and weeds had high plasticity in their growth response to N fertilizer, an unexpected result for the shrubs. Preliminary competition studies indicated there was no change in the relative competitive ability of the shrubs or grasses after fertilization. However, negative effects of high N have been detected on the growth and survival of the shrubs. Greenhouse grown California sagebrush (Artemisia californica Less.) began to senesce at 6 to 9 months when fertilized with 50 µg N/g soil.
