Keputusan itu dibuat oleh Yang Dipertua Dewan Rakyat Datuk Azhar Azizan Harun selepas Ketua Pembangkang Datuk Seri Anwar Ibrahim membangkitkan ketetapan Dewan Rakyat semalam yang mengehadkan hanya 80 Ahli Parlimen berada di dalam dewan semasa persidangan. Anwar bangun membangkitkan perkara itu sebelum pembentangan Belanjawan 2021 oleh Menteri Kewangan Tengku Datuk Seri Zafrul Tengku Abdul Aziz pada kira-kira 4.20 petang. Permohonan Anwar itu mendapat sokongan Ahli Parlimen daripada blok kerajaan dan pembangkang. Antara yang menyokong ialah Datuk Seri Bung Moktar Radin (BN-Kinabatangan), Datuk Seri Tajuddin Abdul Rahman (BN-Pasir Salak) dan Lim Guan Eng (PH-Bagan). "Mengikut peraturan mesyuarat Seaker mempunyai kuasa untuk benarkan mereka masuk,” katanya apabila Azhar menjelaskan bahawa perkara itu telah diperhalusi dan dipersetujui secara konsensus oleh ketua-ketua Whip parti serta dibuat pemasyuran dalam Dewan Rakyat semalam. Semalam, Dewan Rakyat mengambil ketetapan untuk membenarkan hanya 80 Ahli Parlimen menghadiri persidangan,yang terdiri daripada 41 blok kerajaan, 39 pembangkang dan Bebas bagi memastikan kelancaran persidangan ketika pandemik COVID-19. Keputusan itu dicapai melalui Mesyuarat Penyelarasan Urusan Dewan Rakyat Berikutan Penularan Wabak COVID- 19 yang turut dihadiri 10 ketua Whip parti. -- LAGI PARLIMEN-SPEAKER (MASUK) 3 (AKHIR) KUALA LUMPUR Turut menyokong ialah Tajuddin yang menyatakan bahawa terdapat banyak tempat kosong di dalam dewan dan memohon wakil rakyat yang berada di luar dewan dibenarkan masuk dengan memastikan pematuhan prosedur operasi standard (SOP). Lim pula memohon pertimbangan Azhar kerana yang membuat permohonan kali ini adalah Ketua Pembangkang dan bukannya Ketua Whip. “Bolehlah kita pertimbangkan untuk satu hari, satu sesi, kerana belanjawan adalah antara hari yang paling penting untuk Parlimen… kalau nak laksanakan (mengehadkan 80 Ahli parlimen) kita laksanakan minggu depan,” katanya. Sementara itu, Tan Sri Noh Omar (BN-Tanjung Karang) berkata tindakan mengehadkan kehadiran Ahli Parlimen ke Dewan Rakyat hari ini adalah bertentangan dengan demokrasi. “Semalam, Speaker bagi tahu bila ada undi belah bahagi semua dibenarkan masuk untuk mengundi, apa beza dengan hanya dengar ucapan paling lama tiga jam atau setakat dua jam, apa salahnya benarkan rakan-rakan kita di luar sana, ini bertentangan dengan prinsip demokrasi,” katanya. We cannot hide anything,” he said, when commenting on Prime Minister Datuk Seri Najib Razak and Chief Minister Datuk Seri Musa Aman’s ratings. The survey showed Najib’s ratings remaining stable at 75 per cent, but Musa’s fell from 60 per cent in November 2009 to 45 per cent in September, suggesting the ruling BN will be faced with some hurdles in its stronghold ahead of elections soon.

PRU DUN ini dilihat sebagai ujian bagi melihat pengaruh WARISAN-PKR dan Perikatan Nasional (PN) dalam keadaan situasi penularan wabak Covic-19. Objektif utama artikel ini ialah untuk menganalisis pengaruh politik kepartian berasaskan etnik dalam PRU DUN Sabah 2020. Berdasarkan analisis data keputusan PRU DUN Sabah 2020 dan analisis sumber sekunder seperti artikel jurnal dan kertas persidangan, dapatan kajian menunjukkan bahawa sokongan pengundi kepada parti politik dalam PRU DUN tersebut adalah berasaskan sentimen pimpinan kepartian etnik iaitu UMNO (BN) dan BERSATU (PN) yang dipimpin Orang Melayu mendapat sokongan di kawasan majoriti pengundi etnik Melayu Sabah serta Melayu Brunei pimpinan UMNO dan BERSATU; kawasan majoriti kaum Rungus-Kadazan-Dusun-Murut oleh pimpinan etnik Kadazan-Dusun daripada STAR dan PBS manakala WARISAN-PKR memperoleh sokongan di kawasan majoriti pengundi etnik Bajau pimpinan etnik Bajau WARISAN dan etnik Cina di kawasan bandar pimpinan etnik Cina DAP dan PKR yang bersekutu dengan WARISAN.

    Mekanisme Pengawalan Bahasa Kurang Sopan (Unparliamentary Language) di dalam Dewan Rakyat: Perspektif Perundangan The Control Mechanism of Unparliamentary Language in the Dewan Rakyat: A Legal Perspective Idzuafi Hadi Kamilan* and Muthanna Saari** Abstrak Kekerapan insiden penggunaan bahasa kurang sopan di Parlimen merupakan cabaran besar dalam memastikan kelakuan tertib khususnya semasa perbahasan di dalam Parlimen. Pernyataan seksis, perkataan kesat, serangan peribadi termasuk pernyataan merendah-rendahkan orang (condescending) adalah dianggap sebagai bahasa kurang sopan dalam Parlimen yang tidak seharusnya mempunyai tempat dalam mana- mana badan perundangan. Penulisan ini menelusuri insiden penggunaan bahasa kurang sopan yang tidak berkesudahan di Dewan Rakyat, Parlimen Malaysia meskipun pelbagai peraturan dan Petua Speaker telah dibuat terhadap penggunaan bahasa sedemikian. Peraturan Mesyuarat 36(4) Peraturan-peraturan Majlis Mesyuarat Dewan Rakyat merupakan pengawal utama terhadap kesalahan menggunakan bahasa kesat dan pernyataan seksis di dalam Dewan Rakyat. Usaha untuk mendisiplinkan ahli Parlimen berkenaan penggunaan bahasa kurang sopan melalui pelbagai pendekatan perundangan sedia ada dipercayai sudah tidak berkesan. Oleh itu, penulisan ini menganalisis bagaimana bahasa kurang sopan dikawal di badan perundangan negara lain, seterusnya mencadangkan mekanisme pengawalan yang lebih baik dalam mentadbir ketidak tertiban penggunaan bahasa kurang sopan di Dewan Rakyat. Najib's nomination forms were submitted by his political secretary, Datuk Khairun Aseh while Muhyiddin was represented by his political secretary Datuk Mohd Nardin Awang at the fifth floor of PWTC. Najib and Muhyiddin were attending the Malaysian Armed Forces mammoth 80th anniversary parade at Dataran Merdeka, here this morning. Aspiring contestants and representatives came as early as 7am to collect their queue numbers and as at 11am, the submission of nomination forms proceeded smoothly. The submission of nomination forms at PWTC was for those contesting for posts in the Supreme Council and the Wanita, Youth and Puteri wings at central level.     SIARAN AKHBAR Press Release PEJABAT MEDIA & KOMUNIKASI JABATAN KETUA MENTERI 15 April, 2021 KOTA KINABALU: Housing for the hardcore poor under the people's housing programme (PPRT) throughout Sabah will be prioritised, said Chief Minister Datuk Seri Hajiji Haji Noor. He said the State government will look to build more houses especially in the rural and interior areas. At present, an average of just eight PPRT houses have been approved for construction at each state constituency and this certainly warrant change, he stressed. Under the 12th Malaysia Plan (12MP), a sum of RM500 million has been allocated to build PPRT houses in Sabah but the State government will seek a bigger allocation, said the Chief Minister when chairing the State Development Action Council meeting at the State Administrative Centre (PPNS) near here Thursday. The issue was discussed at length during the meeting attended by all state cabinet ministers, permanent secretaries and department heads. In terms of implementation, Hajiji said a request had also been submitted to the Federal Rural Development Ministry to consider giving opportunity to F Class contractors in Sabah to do the project. Addressing the Council earlier, the Chief Minister reminded all implementing federal and state agencies to continue improving performances and qualities of projects for the people’s benefit. According to him, poor workmanship has rendered some buildings unusable upon completion such as the People’s Housing Programme or PPR Salagon in Beaufort. Hajiji also mentioned the Sapulut - Kalabakan Road that he found to be below par compared with the North South Highway, which can accommodate trucks carrying bigger loads.
