Keputusan itu dibuat oleh Yang Dipertua Dewan Rakyat Datuk Azhar Azizan Harun selepas Ketua Pembangkang Datuk Seri Anwar Ibrahim membangkitkan ketetapan Dewan Rakyat semalam yang mengehadkan hanya 80 Ahli Parlimen berada di dalam dewan semasa persidangan. Anwar bangun membangkitkan perkara itu sebelum pembentangan Belanjawan 2021 oleh Menteri Kewangan Tengku Datuk Seri Zafrul Tengku Abdul Aziz pada kira-kira 4.20 petang. Permohonan Anwar itu mendapat sokongan Ahli Parlimen daripada blok kerajaan dan pembangkang. Antara yang menyokong ialah Datuk Seri Bung Moktar Radin (BN-Kinabatangan), Datuk Seri Tajuddin Abdul Rahman (BN-Pasir Salak) dan Lim Guan Eng (PH-Bagan). "Mengikut peraturan mesyuarat Seaker mempunyai kuasa untuk benarkan mereka masuk,” katanya apabila Azhar menjelaskan bahawa perkara itu telah diperhalusi dan dipersetujui secara konsensus oleh ketua-ketua Whip parti serta dibuat pemasyuran dalam Dewan Rakyat semalam. Semalam, Dewan Rakyat mengambil ketetapan untuk membenarkan hanya 80 Ahli Parlimen menghadiri persidangan,yang terdiri daripada 41 blok kerajaan, 39 pembangkang dan Bebas bagi memastikan kelancaran persidangan ketika pandemik COVID-19. Keputusan itu dicapai melalui Mesyuarat Penyelarasan Urusan Dewan Rakyat Berikutan Penularan Wabak COVID- 19 yang turut dihadiri 10 ketua Whip parti. -- LAGI PARLIMEN-SPEAKER (MASUK) 3 (AKHIR) KUALA LUMPUR Turut menyokong ialah Tajuddin yang menyatakan bahawa terdapat banyak tempat kosong di dalam dewan dan memohon wakil rakyat yang berada di luar dewan dibenarkan masuk dengan memastikan pematuhan prosedur operasi standard (SOP). Lim pula memohon pertimbangan Azhar kerana yang membuat permohonan kali ini adalah Ketua Pembangkang dan bukannya Ketua Whip. “Bolehlah kita pertimbangkan untuk satu hari, satu sesi, kerana belanjawan adalah antara hari yang paling penting untuk Parlimen… kalau nak laksanakan (mengehadkan 80 Ahli parlimen) kita laksanakan minggu depan,” katanya. Sementara itu, Tan Sri Noh Omar (BN-Tanjung Karang) berkata tindakan mengehadkan kehadiran Ahli Parlimen ke Dewan Rakyat hari ini adalah bertentangan dengan demokrasi. “Semalam, Speaker bagi tahu bila ada undi belah bahagi semua dibenarkan masuk untuk mengundi, apa beza dengan hanya dengar ucapan paling lama tiga jam atau setakat dua jam, apa salahnya benarkan rakan-rakan kita di luar sana, ini bertentangan dengan prinsip demokrasi,” katanya. The country’s easternmost state has been described as BN’s “fixed deposit”. “I think the only way to solve all the problem, BN Sabah should work smart and consider what (are the) people’s problem, what people need,” said senior Umno backbencher Datuk Bung Moktar Radin, adding that the BN goverment “should do more” to develop the state. But Bung Mokhtar said the state government cannot deliver everything, pointing out that it was the same for other states and even United States President Barack Obama has been criticised by his own people. “What I can see state government is hardworking, of course not everything they can deliver,” the Kinabatangan MP told The Malaysian Insider. “The people, they know how to see you, they know how to judge you. We cannot hide anything,” he said, when commenting on Prime Minister Datuk Seri Najib Razak and Chief Minister Datuk Seri Musa Aman’s ratings. The survey showed Najib’s ratings remaining stable at 75 per cent, but Musa’s fell from 60 per cent in November 2009 to 45 per cent in September, suggesting the ruling BN will be faced with some hurdles in its stronghold ahead of elections soon.

    Resolution Adopted at the 75th Annual General Meeting of the Malaysian Bar Held on 13 March 2021 Resolution Regarding the Emergency (Essential Powers) Ordinance 2021 WHEREAS: (1) In December 2019, cases of “viral pneumonia” were identified in Wuhan, People’s Republic of China (“China”), and subsequently reported to the World Health Organization (“WHO”).1 Shortly after, it was identified as a new type of coronavirus (novel coronavirus, nCoV) and later termed by WHO as “COVID-19”. (2) On 13 January 2020, the first case of COVID-19 in Thailand was reported.2 By 27 January 2020, 11 countries (excluding China) reported laboratory confirmed COVID-19 cases, including Malaysia.3 WHO declared the COVID-19 outbreak as a “Public Health Emergency of International Concern” on 30 January 2020.4 (3) In Malaysia, a Movement Control Order (“MCO”) was implemented on 18 March 2020 to 31 March 20205 following a steep rise in the number of cases. "While I sympathise with what happened to Rafizi. I hope I will not fall into the same situation," Muhyiddin said after spending two hours in Bukit Aman to record his statement. "This is because I do believe that when I speak in Parliament, I do have the right to speak and I do have immunity." He was asked if he was worried that he would end up like Rafizi, who was convicted and sentenced to 18 months' jail under the OSA for leaking Page 98 of the auditor-general's report on 1MDB. Muhyiddin is currently being investigated under Section 8 of the OSA and Section 4 of the Sedition Act for his budget debate on Oct 26, which touched on 1MDB. Meanwhile, Sepang MP Hanipa Maidin ( photo ) said there is nothing wrong for any parliamentarian in the Dewan Rakyat to touch on matters under the OSA. Hanipa said this is based on the fact that elected representatives are protected by parliamentary immunity, and as such they cannot be charged for speaking out in the House. He said action could only be taken against an MP who utters remarks deemed to be seditious. “The speech by Pagoh (Muhyiddin) has no seditious elements and if what he said had touched on any official secret under the Standing Orders, or on any official matter, (he) cannot be charged under the OSA.

Mereka kemudiannya berbahas sesama-sendiri, menghamburkan kecaman terhadap Pakatan Rakyat dan melontar retorik untuk disambut satu sama-lain. Abdul Rahman ketika membahaskan usul itu menafikan Anwar tidak diberi peluang untuk membela diri, sebaliknya Ketua Pembangkang itu tidak menggunakan peluang yang diberi. Mencelah perbahasan Abdul Rahman, Shamsul Anuar berkata, apa yang dilakukan ialah budaya jalanan yang dibawa oleh pembangkang ke dewan itu sebagai taktik untuk melengah-lengahkan keputusan mengenai kes Anwar itu.

ISSN: 1823-884x PENGARUH KEPIMPINAN POLITIK KEPARTIAN BERASASKAN ETNIK TERHADAP POLA KEPUTUSAN PRU DUN SABAH 2020 (An Influence of Political Party Leadership Ethnic Based in Result Pattern of Sabah State Legislative Assembly Election 2020) Junaidi Awang Besar, Muhammad Yusuf Idris & Mohd Syukri Zainuddin ABSTRAK Pilihan Raya Umum (PRU) Dewan Undangan Negeri (DUN) Sabah 2020 diadakan berikutan perisytiharan pembubaran DUN Sabah oleh Yang Dipertua Negeri Sabah atas pemintaan Ketua Menteri Sabah iaitu Datuk Seri Shafie Apdal. Beliau bertindak sedemikian kerana percaturan politik yang tidak berkesudahan di Sabah oleh parti pembangkang di negeri tersebut yang berjaya mengumpulkan sejumlah ADUN Sabah dengan majoriti mudah untuk beralih sokongan kepada bekas Ketua Menteri iaitu Tan Sri Datuk Seri Musa Aman untuk dilantik sebagai Ketua Menteri baru. Walaupun bekas Ketua Menteri itu membawa kes pembubaran DUN Sabah ke mahkamah namun akhirnya PRU DUN tersebut tetap diadakan. PRU DUN ini dilihat sebagai ujian bagi melihat pengaruh WARISAN-PKR dan Perikatan Nasional (PN) dalam keadaan situasi penularan wabak Covic-19. Objektif utama artikel ini ialah untuk menganalisis pengaruh politik kepartian berasaskan etnik dalam PRU DUN Sabah 2020. Berdasarkan analisis data keputusan PRU DUN Sabah 2020 dan analisis sumber sekunder seperti artikel jurnal dan kertas persidangan, dapatan kajian menunjukkan bahawa sokongan pengundi kepada parti politik dalam PRU DUN tersebut adalah berasaskan sentimen pimpinan kepartian etnik iaitu UMNO (BN) dan BERSATU (PN) yang dipimpin Orang Melayu mendapat sokongan di kawasan majoriti pengundi etnik Melayu Sabah serta Melayu Brunei pimpinan UMNO dan BERSATU; kawasan majoriti kaum Rungus-Kadazan-Dusun-Murut oleh pimpinan etnik Kadazan-Dusun daripada STAR dan PBS manakala WARISAN-PKR memperoleh sokongan di kawasan majoriti pengundi etnik Bajau pimpinan etnik Bajau WARISAN dan etnik Cina di kawasan bandar pimpinan etnik Cina DAP dan PKR yang bersekutu dengan WARISAN.

Let us get the easier thing out of the way first. A sum of US$3.51 billion had been diverted to a party that was not the rightful payee. This fact was known not exactly a minute ago but at least days, if not weeks or months or years, ago. Yet until today, there does not seem to be any action taken to file a report of grand theft or to institute any other appropriate action to initiate the recovery process. One is forced to conclude that none of these actions has been taken because the diverting of the money was intentional. Now to the supposed confirmation by Saudi Foreign Minister Adel al-Jubeir of the so-called donation. Adel's confirmation is of no value whatsoever. It is a farce. Reason No 1 : He has never been privy to the transfer of ±US$681 million to Najib's personal bank accounts. Reason no 2: His confirmation contradicts what he has said just a little more than two months ago, and it was made after his meeting with Najib.

    Mekanisme Pengawalan Bahasa Kurang Sopan (Unparliamentary Language) di dalam Dewan Rakyat: Perspektif Perundangan The Control Mechanism of Unparliamentary Language in the Dewan Rakyat: A Legal Perspective Idzuafi Hadi Kamilan* and Muthanna Saari** Abstrak Kekerapan insiden penggunaan bahasa kurang sopan di Parlimen merupakan cabaran besar dalam memastikan kelakuan tertib khususnya semasa perbahasan di dalam Parlimen. Pernyataan seksis, perkataan kesat, serangan peribadi termasuk pernyataan merendah-rendahkan orang (condescending) adalah dianggap sebagai bahasa kurang sopan dalam Parlimen yang tidak seharusnya mempunyai tempat dalam mana- mana badan perundangan. Penulisan ini menelusuri insiden penggunaan bahasa kurang sopan yang tidak berkesudahan di Dewan Rakyat, Parlimen Malaysia meskipun pelbagai peraturan dan Petua Speaker telah dibuat terhadap penggunaan bahasa sedemikian. Peraturan Mesyuarat 36(4) Peraturan-peraturan Majlis Mesyuarat Dewan Rakyat merupakan pengawal utama terhadap kesalahan menggunakan bahasa kesat dan pernyataan seksis di dalam Dewan Rakyat. Usaha untuk mendisiplinkan ahli Parlimen berkenaan penggunaan bahasa kurang sopan melalui pelbagai pendekatan perundangan sedia ada dipercayai sudah tidak berkesan. Oleh itu, penulisan ini menganalisis bagaimana bahasa kurang sopan dikawal di badan perundangan negara lain, seterusnya mencadangkan mekanisme pengawalan yang lebih baik dalam mentadbir ketidak tertiban penggunaan bahasa kurang sopan di Dewan Rakyat.     Jeffrey: Report an 'eyewash' to save Dr M MalaysiaKini.com Dec 3, 2014 Veteran Sabah politician Jeffrey Kitingan has described the royal commission of inquiry (RCI) report on foreigners in the state as an "eyewash" to save former premier Dr Mahathir Mohamad. "The people of Sabah are unhappy," the State Reform Party (Star) chairperson told Malaysiakini. He said it was "impossible for the government to be blameless" with regard to the "Project IC" when identification cards were produced by the government. He added that contents of the report were "disappointing and pointless" despite the commission taking a long time to unveil its findings and recommendations. "Is this all they have come up with after taking such a long time to produce the report?" he asked. Another term used for "Project IC" is "Project M", where the "M" stood for Mahathir, who is often described as the mastermind behind the alleged granting of citizenship to illegal immigrants in return for votes. Jeffrey has been critical of the alleged project and even described it as a "dangerous, ticking time bomb". He previously said the government's lack of action against the fake Sabahan/Malaysian identity cards as "treasonous". RCI clears gov't and political parties However, the RCI report released this afternoon, though acknowledging the possibility of such a scheme taking place, had cleared the government and political parties of any involvement. According to the report, syndicates comprising former National Registration Department officers were to be blamed. Last year, when testifying before the commission, Mahathir denied any knowledge of such an operation.

    PWTC Packed With Umno Election Aspirants Bernama 21 Sept, 2013 KUALA LUMPUR, Sept 21 (Bernama) -- Datuk Seri Najib Tun Razak and Tan Sri Muhyiddin Yassin were among the leaders to submit their forms early when Umno central election nomination counters opened Saturday. They presented their nomination forms to defend the president and deputy president posts respectively through their representatives at Umno headquarters at Putra World Trade Centre (PWTC), here at 8am. Najib's nomination forms were submitted by his political secretary, Datuk Khairun Aseh while Muhyiddin was represented by his political secretary Datuk Mohd Nardin Awang at the fifth floor of PWTC. Najib and Muhyiddin were attending the Malaysian Armed Forces mammoth 80th anniversary parade at Dataran Merdeka, here this morning. Aspiring contestants and representatives came as early as 7am to collect their queue numbers and as at 11am, the submission of nomination forms proceeded smoothly. The submission of nomination forms at PWTC was for those contesting for posts in the Supreme Council and the Wanita, Youth and Puteri wings at central level. "Their leadership is best described in a Malay proverb 'like the bamboo and the bank'. It is an ideal combination," said Khairun. The three incumbent vice-presidents Datuk Seri Hishammuddin Tun Hussein, Datuk Seri Dr Ahmad Zahid Hamidi and Datuk Seri Mohd Shafie Apdal also submitted their nomination forms through their respective representatives to defend their posts. Also seen was Felda chairman Tan Sri Isa Samad who arrived at about 9.55am to submit his nomination form for the vice-president post. Wanita chief Datuk Seri Shahrizat Abdul Jalil was also seen at 8.15am to send in her nomination form to defend her post.

    SIARAN AKHBAR Press Release PEJABAT MEDIA & KOMUNIKASI JABATAN KETUA MENTERI 15 April, 2021 KOTA KINABALU: Housing for the hardcore poor under the people's housing programme (PPRT) throughout Sabah will be prioritised, said Chief Minister Datuk Seri Hajiji Haji Noor. He said the State government will look to build more houses especially in the rural and interior areas. At present, an average of just eight PPRT houses have been approved for construction at each state constituency and this certainly warrant change, he stressed. Under the 12th Malaysia Plan (12MP), a sum of RM500 million has been allocated to build PPRT houses in Sabah but the State government will seek a bigger allocation, said the Chief Minister when chairing the State Development Action Council meeting at the State Administrative Centre (PPNS) near here Thursday. The issue was discussed at length during the meeting attended by all state cabinet ministers, permanent secretaries and department heads. In terms of implementation, Hajiji said a request had also been submitted to the Federal Rural Development Ministry to consider giving opportunity to F Class contractors in Sabah to do the project. Addressing the Council earlier, the Chief Minister reminded all implementing federal and state agencies to continue improving performances and qualities of projects for the people’s benefit. According to him, poor workmanship has rendered some buildings unusable upon completion such as the People’s Housing Programme or PPR Salagon in Beaufort. Hajiji also mentioned the Sapulut - Kalabakan Road that he found to be below par compared with the North South Highway, which can accommodate trucks carrying bigger loads.
