210817/3 Minutes of Previous Meeting The minutes of the meeting held on the 17 th July 2017 were approved by members and signed by the Chairman. Proposed: Cllr Stokes, seconded: Cllr Parvin.

210817/5 Casual Vacancies Application received from Mrs Helena Ellis. Clerk to invite Mrs Ellis to observe the next meeting.

210817/6 Reports from Ward Councillor(s) Ward Cllr Rudd updated the Parish Council on activities within East Riding of Council: • £50M has been spent so far on reducing major flood risk around East Riding. Locations include Willerby, Stanford Bridge, , Anlaby, East Ella, Cottingham and Orchard Park. • Cllr Rudd is unsure as to when works to raise the dropped kerbs outside Langdale cottage on King Street will commence. • Members advised that King Street drains regularly get blocked with straw and debris. Cllr Rudd advised the drains are cleaned often. • £2.35M is to be spent on road surface dressing for 160 roads. • ERYC Taxi licensing – CCTV cameras are going to be installed into 61 taxis to protect driver and passengers from false allegations of assault or similar. • Sancton Hill Windfarm Community Fund has changed to online applications from paper-based. Any organisation struggling with this change should contact Laura Burley, Rural Projects Officer at ERYC directly.

210817/7 Highways/Parish Paths/Footpaths a) Action with regards to average speed cameras. • Cllr Shepherd confirmed that Parish Council’s do not have the authority to implement changes to highways, e.g. crossings, speed camera’s etc. This is

the responsibility of the local authority (ERYC) in partnership with the police (Safer Roads Humberside). • ERYC need to tackle speeding, however, only the police can prosecute. • Sancton Hill Windfarm Fund cannot give money for anything statutory i.e. speed cameras. Estimate of cost to install average speed cameras is £80,000 and a yearly cost of £6,000. • Lissett Community Wind Farm Fund has previously rejected such as application for the reasons outlined above. • Could the PC facilitate changes to the existing electronic speed awareness signage in the village? Could these be changed to alert drivers to their current speed? Cllr Shepherd and Clerk to look into matter. • Clerk will contact Safer Roads Humberside to advise of speeding traffic on the A1034. Request speed monitoring van. • Agenda speed reduction measures for September 2017. b) No notification of any other issues and to resolve action required.

210817/8 Police Matters/Crime • The latest police report was noted. • At the most recent Western Parishes Liaison meeting, Cllr Cary spoke with the Police and Crime Commissioner (PCC), Keith Hunter and outlined the issues affecting Sancton. Cllr Cary was disappointed to report that Mr Hunter felt that anti-social behaviour was beyond his remit. The PC does now have contact details for the PCC Engagement Officer, who can be contacted for serious issues. • It is believed that anti-social behaviour in Sancton has its root cause in – the youths live there and are also visiting this village. • Market Weighton Town Council are being encouraged to provide more facilities for young people to counteract the problems.

210817/10 Planning a) No applications made to Council. b) No decisions made by East Riding of Yorkshire Council received. c) No planning applications received after the agenda had been posted.

210817/11 Play Area a) The Councillor weekly inspection reports were noted. b) Action regarding its maintenance: • Grass is being cut too high – could be a trip hazard. Contractor struggles to cut evenly as the land is undulating. • Weed killer has been applied but may need further treatment. • Clerk to purchase 4no PPE gloves for members.

210817/12 Recreation & Environment Working Party (Friends of Sancton) a) Update from Cllr Shepherd: • Hasn’t been too busy this month. Hawthorn and privet hedge in play area has been cut. • Pond weed has been removed – a good amount of duckweed present. b) Work to be carried out in August/September 2017: • Strimming at the pond, Cemetery bench and Lane bench. • Gravel Pit will be assessed for work that is required. • Notice board in cemetery needs varnishing. • Hedge in new cemetery needs pruning. • Yarrow weeds (Achillea millefolium) are causing problems for the contractor in the new cemetery, by blocking up his mower. It is also unsightly. Cllr Cary advised that ‘Grazon’ had been effective in Market Weighton’s new cemetery. A small area of the cemetery will have the weed killer applied to assess its effectiveness.

210817/13 Grounds Maintenance Contracts/Open Space Management a) Action regarding the village field – ragwort needs pulling. Friends of Sancton to action. b) Action regarding the cemeteries and closed churchyard: • Members noted that the contractor’s maintenance work has been poor of late and this area is starting to look neglected. Clerk to speak to contractor. • Working party comprised of Cllr Stokes, Liley and Parvin have performed an assessment to ascertain memorial maintenance/repair requirements. One memorial has been laid flat since at least 1990. Following Ministry of Justice guidelines and having no concerns, it was resolved that no further action was required. Proposed: Cllr Stokes, seconded: Cllr Shepherd. • It was resolved that the cemetery regulations would be amended to require that only members of the National Association of Memorial Masons can erect memorials/headstones in the cemeteries. Proposed: Cllr Stokes, seconded: Cllr Parvin. c) Action regarding Gravel Pits – see 210817/12 (b). d) Action with other open space management issues – grass bank in village has not been cut again.
