Hi Helena We had a PNW Meeting earlier this week. . It was reported that some residents had had Police Reports via Facebook that had never happened before . There are also reports of increased telephone call scams . As PNW are keen to publish something in Community Link could you please let me have dates for next issue . Now that the news of the future of General Medical Practice in Pentyrch is out there is much concern and anger being vented on social media . I must admit being really concerned about the secrecy about the whole issue. There is a lot of history wrapped up in GP services especially in Pentyrch which is very poorly served by public transport . Proposed Re-location of the Pentyrch Surgery to Rhydlafar Estate

I am a resident of Rhydlafar and a member of the Rhydlafar Residents Group. I am writing to you about the proposed relocation of the Pentyrch surgery to a new medical center (catering for over 10,000 patients) on the small patch of green space at the entrance to the Rhydlafar estate.

I appreciate that Rhydlafar is situated in the St Fagans Community Council, and indeed we had a constructive meeting with St Fagans CC on Monday night. However, the proposed relocation of the Pentyrch surgery to the Rhydlafar site is an issue that will have a significant impact on both Pentyrch and Rhydlafar residents, hence my letter to you.

There are many residents of Rhydlafar who are very concerned about this proposed new development. We see it as a very poor location that benefits neither the residents of Pentyrch, nor Rhydlafar, nor indeed the future residents of Plas Dwr. We believe that it is out of line with the Local Development Plan that seeks to create “sustainable neighbourhoods” that minimize car travel and that provide community facilities that can be reached within a 15 minute walk. It is also out of line with all the promises made about Plas Dwr and the location of facilities to serve its residents within the Plas Dwr development.

The Rhydlafar Residents Group would therefore be very grateful to understand the following points:

• Have you canvased the views of Pentyrch residents to understand their views on the proposed relocation of their GP services?

• What feedback have you received from Pentyrch residents?

• Have you taken any steps to represent the views of Pentyrch residents to , the Health Board or any other official body?

• What feedback have you received from Cardiff Council, the Health Board, or other official bodies when discussing concerns with them?

• What is the view of Pentyrch Community Council on the matter?

The move to a purpose-built health centre was clear to us already so this is not a surprise.

A modern, purpose built 21st century facility has to be an improvement over a porta-cabin.

The question of Pentyrch Pharmacy is not a matter for PCC in my view. The pharmacy is not a state-run service it is a private business and can decide to trade from wherever it likes. -0-0-

I very much doubt that the [new bus] service [down Church Road] will be suitable for our Village needs.

Some of you may be aware of Cardiff and Vale Health Board's plans to relocate Pentyrch Surgery to a site on Rhydlafar drive. There has been some talk on the Pentyrch community group on Facebook over the weekend in relation to this.

I've added a link below to the consultation website.

I have some issues with the website and the way this is being presented and can understand the views of the majority of people commenting on the proposal. I understand this is a planning matter but the way it is being presented is as though it is a done deal and the plans have already been approved, I feel this is misleading and wonder whether this is something that we as a council can comment on outside of the planning committee as it doesn't appear to have reached the application stage yet? I expect there to be a lot of communication over the coming days/weeks from residents, who it would appear are not very supportive of these plans and feel some reassurance that this is still in the early pre application consultation phase would help alleviate some of their concerns and allow them to direct their comments to the correct place.

I have not commented on the Facebook posts myself as I'm unsure if this is wise or indeed allowed and thought it best to seek guidance first.

I believe the new surgery location came up in a planning meeting a while back and I expressed concerns about medical care for the village . As a Community Council we should respond to the village concerns and discuss this at the October meeting. The minutes will then reflect the concerns of the various councillors who participate, and the community can see that we are responding to this situation.

I have believed for a long time that the Surgery proposals have been a done deal .

The proposals take away the Surgery and Pharmacy from Pentyrch Village, facilities that were fought hard for over a number of years by residents. It is plain to see that the new proposals are to mainly cater for the huge development along Llantrisant Road and beyond .

There is talk that there is only a certain amount of money available and I understand that, however, if CCC had been on the ball and had the real interest of residents at heart at the initial stages and listened to concerns much more finance could have come from the Developers who must have thought it was Christmas all over again and I can’t for the life of me understand why this was not vigorously pursued! However, we have what we have and we will need to ensure we secure the best we can.

I feel we need early access to the planned layout, facilities, access and available parking to be provided instead of the normal drip feeding process that is underway at the moment.

Work on Church Road is welcome as this has been a source of concern for a long time as more and more people, vehicles, cycles, pedestrians and horses use the road and it becomes a Rat Run for many (and this will surely greatly increase in time to come). I have received some comments in relation to the quality and standard of surface work underway, especially at the edges which appears to have the potential for early erosion. Signage on this road also gives some concern .

Access to the new facility is also of concern and I know that some discussions are underway to provide a bus service similar to that provided for GYG and although recent official comments say it is working well I would rather believe the comments of others and those that use the service.

Pentyrch has always been poorly served in relation to Public Transport and it appears that this will continue. CCC want to ease the public into using more Public Transport and I am sure they would if proper infrastructure was in place, but whilst we have what we have there is no chance of the required shift to take place .

I often feel that Pentyrch and are the forgotten Cousins in the CCC family.

We were grateful that you and Dr Arulanandam could attend PCC’s online October Council meeting and update us on the plans for the new surgery. We appreciate that several Pentyrch sites were explored and while we are extremely disappointed that none proved suitable and regret the loss of the facilities to the village, we understand that the move is a necessary part of Cardiff’s huge new housing developments.

We have promoted the community consultation and hope that you have had a good response. We all understand that the closing of the surgery at Pentyrch and the move to the site at Ryhdlafar comes with a mix of loss and gain.

The new building will provide far better facilities for patients, medical and admin staff. It will also provide a much wider range of services meaning that people do not have to travel as far or to several different locations for treatments. The idea of a coffee room for people to socialise sounds welcoming – although quite hard to imagine during these months of Covid- 19.

That said, something we all recognize as being very important is how Pentyrch residents who do not drive can reach the new surgery. From what you said to us, the number of patients who currently walk to the Pentyrch surgery is small, perhaps smaller than many realise. However, for that albeit small number of patients, reaching the new site will be a considerable problem. The route down Church Road has no public transport and is certainly not a road that can be walked down, let alone up, even for those able to do so.

We were reassured to hear that the Practice takes this access problem very seriously and is looking into ways to help and discussing it with Cardiff. A Flecsi Bus service might be an answer and Cllr Gavin Hill-John mentioned that such a service might be able to link to the Royal Glamorgan Hospital.

PCC urges you on behalf of all its residents and particular those who do not drive to work with Cardiff and the Health Board to find a solution to travel between Pentyrch village and the new surgery. Please let us know if there is anything that we can do to help.

I've just heard from the Practice Manager and here's an update: I'm not sure what is and isn't confidential so please consider all this to be confidential for now.

The site for the new surgery has been chosen at Rhydlafar and issues are still being discussed with Cardiff. Six weeks of public engagement consultation will start in the first week of October It will be all digital and there will be a questionnaire for the public on issues like which services they would like at the centre and transport will definitely be raised All patients will receive a text about this There will be a press release which I'll get a copy of in due course all households will get a letter about this too

We discussed having a piece in the Link - next deadline is November so too late for this - but there can be an update.

When we met online you mentioned the possibility of PCC attending a meeting with Assura and the Health Board. Is that still a possibility?

We have to be careful with this issue. The decision to move the surgery has been made and while PCC wishes it hadn't happened and encouraged the finding of a new local site that hasn't happened.

PCC have discussed it with Tracey and I've written formally, as you know.

I don't want you to find yourself in the middle of local protests when we know that the decision isn't going to change. The pharmacy is both separate and connected. It's a private business and while local people might not want it to move and can make their own views known it's not something PCC can get involved with.

A councillor from St Fagans might come to our October meeting on Monday since she is interested in hearing about the surgery update.

Rhydlafr comes under St Fagans Community Council - it's not in the PCC area.

There are 1500 houses on the Persimmon site and 650 or so just north of that in Creigiau - if they are all built.

The big number of 7,500 is not in the PCC area. Nothing in Plasdwr is in the PCC area. It is split between & Mortanstown CC and St Fagans CC - will almost all of it on the StFCC side of the Llantrisant Road. Plasdwr does include community facilities that includes a medical centre and this is separate from the Llandaff/Pentyrch Surgery site.

I have found a copy of the wonderful technicolour plan of Plasdwr that was distributed at the drop in sessions. It clearly marks 2 areas noted 9 as being for 'Retail and community facilities' One to the south of Llantrissant road an one at the junction of and Crofft y Genau. Am I missing the point here? Isn't a doctors surgery a community facility?

The same plan does not show any Plasdwr activity on Rhydlafar. How do these changes get railroaded through.

Do we think our Community Council are involving th themselves in this?

I went to some Plas Dwr meetings and it was my understanding that Plas Dwr would have its own doctors surgery once a certain number of houses had been built. It makes no sense at all to provide a surgery for the whole of Plas Dwr on our little patch of Rhydlafar green grass.

I've just heard from the Practice Manager and here's an update: I'm not sure what is and isn't confidential so please consider all this to be confidential for now.

The site for the new surgery has been chosen at Rhydlafar and issues are still being discussed with Cardiff. Six weeks of public engagement consultation will start in the first week of October It will be all digital and there will be a questionnaire for the public on issues like which services they would like at the centre and transport will definitely be raised All patients will receive a text about this There will be a press release which I'll get a copy of in due course all households will get a letter about this too

We discussed having a piece in the Link - next deadline is November so too late for this - but there can be an update.

I offered to put any info online/Facebook, etc.

The move to a purpose built health centre was clear to us already so this is not a surprise. A modern, purpose built 21st century facility has to be an improvement over a porta-cabin. The question of Pentyrch Pharmacy is not a matter for PCC in my view. The pharmacy is not a state run service it is a private business and can decide to trade from wherever it likes.

Work on Church Road is welcome as this has been a source of concern for a long time as more and more people , vehicles , cycles , pedestrians and horses use the road and it becomes a Rat Run for many (and this will surely greatly increase in time to come). I have received some comments in relation to the quality and standard of surface work underway , especially at the edges which appears to have the potential for early erosion. Signage on this road also gives some concern .

Access to the new facility is also of concern and I know that some discussions are underway to provide a bus service similar to that provided for GYG and although recent official comments say it is working well I would rather believe the comments of others and those that use the service.

Pentyrch has always been poorly served in relation to Public Transport and it appears that this will continue . CCC want to ease the public into using more Public Transport and I am sure they would if proper infrastructure was in place , but whilst we have what we have there is no chance of the required shift to take place .

I often feel that Pentyrch and Creigiau are the forgotten Cousins in the CCC family .

Disgraceful we are losing so many of our vital services here in Pentyrch .

Where is the evidence for losing the pharmacy? When we (WI) had a meeting with the practice managers, we were told this would not happen. Also what proportion of the 78% are Pentyrch residents who are registered with the surgery?

So not only might we be losing our surgery, if we lose the pharmacy all patients will have to go to the new surgery to collect repeat medication ???

We are setting up a work group to look at transport options (if you’re still willing to work with me) I understand Fred is a relative of yours who does the delivery service and is also a taxi driver. I’m thinking of trying to locate some funding, I have accessed community chest funding in the past and was thinking we could run some sort of service alongside the delivery service. We could make it dementia friendly and then we could fund raise to keep it ongoing. We have to remember these are very small numbers, , I’d say no more than 4 a week

Why is there no consultation with the patients of the Pentyrch Surgery for their views on the relocation to a site outside of the village with no transport links. Not everyone has access to the internet so would not see what you are proposing to do. Letters should be sent out to all patients to enable them to respond. There are concerns within the village about how the new proposed location will effect residents, particularly the elderly, as it is approx. 1.5 miles from Pentyrch without safe pedestrian routes or public transport. Considering the elderly population is there an alternative means of soliciting the views of patients who are unable to access this link?

But you are closing the surgery in Pentyrch village and relocating it to Rhydlafar with no prior consultation!
