Alan Renwick* * Dr Alan Renwick is Deputy Director of the UCL Constitution Unit. THE PROCESS OF BREXIT: WHAT COMES NEXT? DR ALAN RENWICK Executive Summary The phoney war around Brexit is almost over. The Supreme Court has ruled on Article 50. The government has responded with a bill, to which the House of Commons has given outline approval. The government has set out its negotiating objectives in a White Paper. By the end of March, if the government gets its way, we will be entering a new phase in the Brexit process. The question is: What comes next? What will the process of negotiating and agreeing Brexit terms involve? Can the government deliver on its objectives? What role might parliament play? Will the courts intervene again? Can the devolved administrations exert leverage? Is a second referendum at all likely? How will the EU approach the negotiations? This paper – so far as is possible – answers these questions. It begins with an overview of the Brexit process and then examines the roles that each of the key actors will play. The text was finalised on 2 February, shortly after publication of the government’s White Paper. Overview: Withdrawing from the EU Article 50 of the EU treaty sets out a four-step withdrawal process: the decision to withdraw; notification of that decision to the EU; negotiation of a deal; and agreement to the deal’s terms. -

So I think what we need is a bit of mojo from Bo-Jo. AM: Now you have also said he must be straight with people. Being straight is our motto here today. JH: I’m always straight on your show, Andrew. AM: Of course you are. In that spirit I want to ask about the Hunt spending splurge, because it seems like an awful lot of money. Corporation Tax, your proposals on Corporation Tax would cost about £13 billion, where would that come from? It is, after all, possible to discuss the operations of modern intelligence agencies without having to prove one's patriotism, be turned over by the police, summoned by politicians or visited by state- employed technicians with instructions to smash up one's computers. The 300-page report into the Guardian's revelations about the US National Security Agency commissioned by President Obama and published this week is wide-ranging, informed and thoughtful. It leaps beyond the timid privacy-versus-national security platitudes which have stifled so much of the debate in the UK. It doesn't blame journalism for dragging the subject into the open: it celebrates it. The five authors of the report are not hand-wringing liberals. They number one former CIA deputy director; a counter-terrorism adviser to George W Bush and his father; two former White House advisers; and a former dean of the Chicago law school. Not what the British prime minister would call "airy-fairy lah-di-dah" types. Six months ago the British cabinet secretary, Sir Jeremy Heywood, was in the Guardian's London office telling us there had been "enough" debate on the matter of what intelligence agencies got up to. But here are Obama's experts revelling in the debate; exploring the tensions between privacy and national security, yes – but going much further, discussing cryptology; civil liberties; the right of citizens and governments to be informed; relationships with other countries; and the potential damage that unconstrained espionage can cause to trade, commerce and the digital economy. -

New cabinet secretary Simon Case has a lot to prove and even more to do Blog post by Senior Associate Joe Armitage, 2 September 2020 Simon Case, who was appointed permanent secretary of 10 Downing Street this May, has been confirmed as the next cabinet secretary. At 41, he is the youngest person in the position since Lord Hankey, for whom the role was created in 1916, during the middle of the Great War. Like Hankey, Case will sit next to the prime minister at meetings of the Cabinet and assume ultimate responsibility for the management of the government’s bureaucracy at one of the most challenging moments in the country’s history. It’s widely known in Whitehall that he wasn’t the first pick for the job. The prime minister hoped Sharon White - the former CEO of OFCOM and current chairwoman of John Lewis - would agree to re-enter government and take on the role instead. Chris Wormald, permanent secretary of the Department for Health and Social Care, is understood to have been considered second favourite. Key Number 10 political staff have placed a great emphasis on recruiting people with a scientific background into key roles, labelling those with arts degrees and a private education as “public school bluffers.” However, like most of their other key appointments to date, Case’s background is not in keeping with this given that he was independently educated before studying History at Cambridge. Unlike most cabinet secretaries he has not served at either the Treasury or the Foreign Office, he also has no experience of leading a significant government delivery department as permanent secretary. -

It is part of the UCL School of Public Policy. THE CONSERVATIVE Robert Hazell founded the Constitution Unit in 1995 to do detailed research and planning on constitutional reform in the UK. The Unit has done work on every aspect AGENDA of the UK’s constitutional reform programme: devolution in Scotland, Wales, Northern Ireland and the English regions, reform of the House of Lords, electoral reform, R parliamentary reform, the new Supreme Court, the conduct of referendums, freedom eform Prof FOR CONSTITUTIONAL of information, the Human Rights Act. The Unit is the only body in the UK to cover the whole of the constitutional reform agenda. REFORM The Unit conducts academic research on current or future policy issues, often in collaboration with other universities and partners from overseas.
