FOREWORD BY THE HIGH COMMISSIONER

It is with great pleasure that I present this Seventh issue of Taifa E-Bulletin published by Kenya High Commission in Pretoria.

The period between January and June 2019 witnessed several activities in promotion and deepening of Kenya–South Africa and the other countries of accreditation bilateral relations where the Mission participated in economic, cultural, education

and defence areas. Amb. Jean N. Kamau During the period under review, the Mission hosted High Commissioner various senior officials who held bilateral talks with their South African senior officials with a view to deepen bilateral cooperation in the areas of trade, security, and infrastructure development. KENYA HIGH COMMISSION, SOUTH AFRICA HOSTS THE 3RD KENYA TRADE AND INVESTMENT SUMMIT

The Kenya High Commission, South Africa, hosted the 3rd Kenya Trade and Investment Summit in Johannesburg, South Africa on 4th - 6th April 2019. The event which took place at Dimensions Data Center was officially opened by Kenya's Cabinet Secretary for Foreign Affairs, Amb. (Dr) Monica Juma. The summit was attended By Kenya's High Commissioner to South Africa, Amb. Jean Kamau, Principal Secretary for State Department of Transport and Housing Mr. Charles Hinga, Principal Secretary, State Department for Irrigation, Prof. Fred Segor, Eng. Silvester Kasuku, CEO LAPSSET Corridor project, senior government official from South Africa and investors and business community from Kenya and South Africa among others.

The Trade investment summit aims to increase trade and economic development between Kenya and South Africa and the region. The summit highlighted the Kenya government’s priorities in the next five years, which presented an excellent attraction for foreign direct investment.

In her speech during the summit, Cabinet Secretary Amb Monica Juma called on South-Africa to tap into the lucrative investments opportunities that exist in Kenya especially on food security, manufacturing, universal health care and affordable housing. CS Amb. Monica Juma urged the private sectors of both Kenya and South Africa to drive the growth of trade and investment in both countries, and anchor intra-Africa trade by taking full advantage of the AfCFTA, to grow Intra-Africa trade and integration.

During the Summit at Dimensions Data Conference Center, Kenya's High Commissioner to South Africa, Amb. Jean Kamau encouraged participants to tap into the knowledge and resources shared by both countries. She said Kenya and South Africa occupy important Geo-political locations that provide opportunities not only for their own trade and development but also for collaboration in regional trade and Investment.

Principal Secretary of State Department for Transport and Housing, Mr. Charles Hinga urged the investors from South Africa to seize the opportunities presented in housing sector in Kenya adding that the had addressed all the impediments and challenges such as the high cost of construction materials, cost of processes and misalignment of policies, procurement challenges, and cost of financing on both demand and supply. PS Hinga also assured the investors that Kenya Mortgage Refinancing Company and the National Housing Development Fund would now provide cash-bank guarantees to investors who take up the projects. Regarding the high cost of land PS Hinga said the Senate had passed land value index in respect of compulsory acquisition of land. The Government will also unlock its land to make it available to developers at no cost on condition that the developers build affordable housing on at least 70% of the land set aside for housing.

Principal Secretary, State Department for Irrigation, Prof. Fred Segor stated that as part of the big four agenda, the State Department for Irrigation had been mandated to deliver food and nutrition security. The Ministry plays a crucial role in supporting the actualisation of the other big four agenda by providing raw materials for the manufacturing sector. PS Segor said one of the ways of promoting agricultural productivity in Kenya was through irrigation. He further stated that Agricultural production in Kenya was experiencing low yields and productivity in comparison with rest of the world. He said the Ministry was currently focusing on strategies to increase productivity and value addition. PS Segor called upon the investors to take advantage of the opportunities presented in the Agricultural sector and strengthen the existing collaboration as well as invest inputs provision facilities such as fertilisers and seeds.

In terms of increasing product specific production and value addition the PS informed the meeting that there was immense investment opportunities in maize, rice and livestock as well as aquaculture production intended to bridge the current huge deficit. In regards with livestock productivity PS Segor said Kenya was exploring ways to introduce commercial feedlots and had identified fifty viable locations around the country to carry out the exercise. He said Kenya was keenly looking for strategic partners in this area.

The Summit ended with calls for concerted efforts from both South Africa and Kenya to Foster further economic cooperation initiatives that would benefit the two Countries.

FOREIGN AFFAIRS CABINET SECRETARY, AMB MONICA JUMA HOLDS BILATERAL MEETING WITH SOUTH AFRICA’S MINISTER FOR HOME AFFAIRS, DR SIYABONGA CWELE

By Beatrice Karago Cabinet Secretary Amb. Monica Juma held a bilateral meeting with Dr. Siyabonga Cwele, Minister of Home Affairs of the Republic of South Africa at his office in Arcadia, Pretoria at the side-lines of the Trade and Investment Summit on 4th April, 2019. Discussions focused on modalities of progressing negotiations in the area of movement of persons, goods and services between Kenya and South Africa.

During the meeting, CS Juma observed that both countries see the trade and investment summit as a historic and timely event that acts as a vanguard role in taking stock of the strides made in the implementation of the Agenda 2063.

CS Juma underscored the commitments made for both countries to continue negotiations aimed at establishing a visa free regime between the two countries adding that Kenya was keen to explore the people-to-people interconnectivity and to this end noted that there were frequent flights between the two countries, which eased movement of people.

South Africa’s Home Affairs Minister, Dr Siyabonga Cwele said the Ministry of Home Affairs was in the process of addressing immigration systems adding that South Africa experienced a lot of migration from the Horn of Africa region. Dr Cwele thanked Kenya for repelling illegal immigrants from the Horn of Africa destined for South Africa transiting through Kenya.

Dr Cwele said to further strengthen this collaboration; a meeting of relevant officials from Zimbabwe, Mozambique, Tanzania and Kenya would take place with a view to developing a framework for cooperation in tackling the challenge of illegal migration.

TECHNICAL COMMITTEE ON MIGRATION MEET SOUTH AFRICA’S DEPARTMENT OF HOME AFFAIRS

By Beatrice Karago A team of officials led by the Director in charge of Migration, Alexander Muteshi visited South Africa on 26th April, 2019 at the invitation of the Department of Home Affairs of the Republic of South Africa. The purpose of the visit was to undertake negotiations with their counterparts on the modalities of establishing a visa free regime between Kenya and South Africa. The meeting was held as a follow up of the decisions reached during a meeting held between the Cabinet Secretary for Interior and Coordination of National Government of the Republic of Kenya, Dr. Fred Matiang’i and the then Minister for Home Affairs of the Republic of South Africa Dr. Malusi Gigaba on 11th November, 2018.

One of the key decisions arrived at during this meeting was the need for the technical Committee comprised of Senior Migration Officials to meet and work out the modalities of implementing a visa free regime between the two countries. The same was revisited during a subsequent meeting held between the Cabinet Secretary for Foreign Affairs of the Republic of Kenya, Amb. Monica Juma, DPhil and former Minister for Home Affairs of the Republic of South Africa, Dr. Siyabonga Cwele on 4th April, 2019.

Prior to the meeting of the Technical Committee, the Kenya delegation met with Kenya’s High Commissioner to South Africa, Amb. Jean Kamau, who briefed them on the outcome of the above-mentioned meetings as well as provided an insight into the South African Government’s International Migration Policy as specifically elaborated in the South African 2017 International Migration Policy Document. This Policy provides the rationale that informs most of their decisions regarding the visa regime to confer on specific countries. She further explained some of the challenges that Kenyans were facing with regard to the current visa regime and underscored the importance of the negotiations, which would enhance trade and economic relations between the two countries.

The Head of the delegation, Alexander Muteshi, provided an overview of some of the reforms that were taking place at the Migration Department, which included the introduction of Huduma Numbers and the E-passport. These are key milestones towards enhancing the security of Kenyan documents. He further briefed on the measures that Kenya had taken to address the issue of illegal migration. These include the establishment of an integrated border management system to manage migration at the border points through Border Control and Coordination Committees, starting at the national level all the way to the border points.

The South African Delegation to the Technical Committee Meeting was led by Jackson W. McKay, Deputy Director General, Immigration Services at the Department of Home Affairs of the Republic of South Africa. During the Technical Committee meeting, both parties provided an update on the reforms that had taken place in their departments and emphasized on the need for increased information sharing between the two departments. They further considered the challenges facing migration between the two countries and agreed to work more closely together to address some of these challenges that include: human trafficking, illegal migration and the challenge of refugees as well as nationals that overstay their visas.

Finally, they agreed to work towards facilitating the free movement of people between the two countries in line with the African Union (AU) Protocol on the Free Movement of People by continuing with the negotiations towards the conclusion of a visa free regime for the two countries. In doing this, they further recognized the need to put in place various measures aimed at averting abuse of the system. These include risk assessment of the passengers among others.

They also agreed on the need to strengthen collaboration in addressing the challenges of illegal migration through information exchange as well as through meetings of migration officials from the source, transit as well as destination countries.

By Gladys Some Cabinet Secretary Amb. Monica Juma visited the newly refurbished Kenya Chancery-Taifa House in Menlo Park Pretoria during her visit to South Africa in April 2019. The CS also interacted with Kenyans that were seeking consular services and had an opportunity to process travel documents for a Kenyan, Ms Veronica Wanjiru.

The CS processes travel documents for a Kenyan, Ms Veronica Wanjiru, who had been stranded for lack of travel documents back to Kenya.

KENYA-SOUTH AFRICA EDUCATION SCIENCE TECHNOLOGY AND INNOVATION COOPERATION

KENYA AND SOUTH AFRICA ENTER INTO AN AGREEMENT ON BASIC EDUCATION

By Dr Gatama Gichini The Republics of Kenya and South Africa have entered into an agreement on Basic Education. Ministry of Education Cabinet Secretary Prof. George Mogoha signed the agreement with Hon. Mrs Angie Motshekga, Minister, Department of Basic Education of the Republic of South Africa.

The agreement which was signed on 16th May 2019 at Jogoo House B, Nairobi at Prof. Magoha’s office, is anticipated to promote and nurture multidirectional partnerships and institutional linkages between the two Countries in the Education Sector. This came as a result of the recent move by the Republic of South Africa to consider integrating Kiswahili into the South African curriculum and education system. The event that was attended by senior officials from education ministries of the two republics and the Charge d’Affaires, South Africa High Commission in Nairobi will further strengthen bilateral relations between South Africa and Kenya.

56th MADARAKA DAY IN CAPE TOWN HIGH SCHOOL IN HATFIELD, CAPE TOWN, SOUTH AFRICA,

Kenyans living in Cape Town South Africa turned up in great numbers to celebrate 56th Madaraka Day Celebrations organized by members of Diaspora. The event, which was held at Cape Town High School, was graced by the presence of Kenya’s High Commissioner to the Republic of South Africa, Amb. Jean Kamau and staff from the High Commission.

The High Commission offered Huduma registration services to Kenyans who turned up at the event. A total number of over 300 Kenyans were registered. Over 1000 people came to be registered but were not able to all be attended to due to server disruptions in Nairobi for two days as well as shortage of manpower and time.

In her speech during the event, High Commissioner, Amb. Jean Kamau underscored the need for Kenyans living in South Africa to heed to directives by the Government. “In the same Spirit, I would like to urge all Kenyans in South Africa to be active in participation on issues relating to our Country Kenya, National Unity as well as heeding calls by government to action. In this regards I would like to encourage all Kenyans living in South Africa to register for Huduma Number as directed by the Government” she said.

The High Commissioner urged Kenyans to embrace and attend important National Days in Kenya’s calendar as this would bring Kenyans together, enhance cohesion and gives a sense of unity and togetherness by the people of Kenya. Such events bring us “home away from home”

VISIT TO THE KINGDOM OF LESOTHO

The Deputy High Commissioner, Amb. Lemarron Kaanto, accompanied by Mrs. Beatrice Karago, Minister, visited the Kingdom of Lesotho from 12th - 14th March, 2019. Amb. Kaanto paid a courtesy call on Amb. Nyolosi Mphale, the Director of Political Affairs of the Ministry of Foreign Affairs of Kingdom of Lesotho, who welcomed the team to the Kingdom of Lesotho and expressed his Government’s appreciation of the visit, which was a sign of the warm and cordial relations that exist between our two countries.

During the meeting, the Deputy High Commissioner briefed the Director for Political Affairs on the Government response during the terror attack that took place at Duscit2 on 14th January, 2019. Both reflected on the aftermath of the attack and commended the swift Government response that averted massive loss of lives and led to speedy restoration of normalcy. Amb. Nyolosi stated that the Government of Lesotho condemned the terror act in the strongest terms and expressed his Government’s solidarity with the Kenyan people in fighting terrorism in all its forms and manifestations. He further expressed his Government’s sympathy and condolences for the loss of lives of the Kenyans in the Ethiopian Airlines Flight that crashed on 10th March, 2019 at Bishoftu, .

They further discussed various issues of mutual interest to the two countries as members of the African Union Peace and Security Council. These included issues related to the situation of peace and security in Africa, such as the Refugee crisis and the Tripartite Agreement between Kenya, the Federal Republic of Somalia and the United Nations High Commissioner for Refugees, (UNHCR) on voluntary Repatriation of Somali Refugees.

Amb. Kaanto thereafter highlighted Kenya’s candidature to the United Nations Security Council (UNSC) and expressed the hope that the Kingdom of Lesotho will support Kenya in this bid.

At the bilateral level, both parties noted the desire by the two Heads of State to further deepen the existing relations through high level bilateral visits. They both pledged to work towards initiating conclusion of various Memoranda of Understanding that would act as a basis for the enhanced

While in Lesotho, the team also held a meeting with Leaders of the Kenyan Community in Lesotho (KECILE) led by Mr. Moses Kiamba as well as met a Group of Kenyans working with various international Organizations in Lesotho. They exchanged ideas on various issues including the challenges that the members of the Kenyan Community were experiencing in the course of their stay in the Kingdom of Lesotho. Amb. Kaanto further took the opportunity to brief them on the developments in Kenya, which included the introduction of the e-passport and the Huduma number and encouraged them to apply for both. He also delivered some of the passports that had been processed.
