COUNCIL

MINUTES of the Meeting held on 6 September 2016 at 7.30 pm in St Barnabas Church, Heapey.

Present Cllrs C Grunstein (Chairman), M Allen, G France, D Jewell, M Osborne and J Ross-Mills. Also present County Councillor K Snape.

16.63 Apologies for Absence Apologies were received from Councillors.

16.64 Declarations of Interests None declared.

16.65 Minutes of the Meeting held on 5 July 2016 Resolved: the Minutes (as circulated) were approved and signed by the Chairman as a correct record.

16.66 Public Participation Councillors in rural areas have raised concerns regarding contact with local Police. Information on community involvement is to be provided.

The fallen tree on High Bank reported at the last meeting was removed within days.

16.67 Planning Matters The following applications were considered: 16/00539/FUL Change of use of former Sand Quarry area into car park and widening of existing access road at Land South of Top Lock, Kenyon Lane 16/00683/FUL Agricultural barn conversion to form one residential dwelling at Garstang House Farm, Chapel Lane 16/00785/FULHH Erection of a single storey front extension and external alterations to rear elevation to install new doors at Rough Lee Barn, Higher House Lane 16/00803/FULHH Erection of a two storey rear extension at Shackerley Tithe Barn Lane Councillors had no comments in respect of these applications.

16.68 Financial Matters

Resolved: the financial update was received and accepted and signed by the Chairman. Councillors considered requests for payment to the Council.

Resolved: the following payments were approved. £ 15.00 Heapey Parish Church Room hire £ 396.30 Employee 1 Salary £ 99.20 Inland Revenue PAYE £ 135.80 DWG (NW) Grass cutting £ 35.00 Information Commissioner’s Office Data protection registration

16.69 Annual Return for the Year Ended 31 March 2016 As the report of the External Auditor had not been received this item was deferred.

16.70 Notice Boards Councillors considered renovation work to the notice boards, and the relocation of the board opposite Warth Cottages to the car park area. Prices are to be obtained for the work.

16.71 Ironman UK Council had requested feedback on the Ironman UK event regarding impact on the local area, management of future events, community involvement and highways related issues. Councillors advised no complaints had been received from residents.

16.72 Reservoir Tour A report was provided on a tour of reservoirs conducted for Councillors by representatives from Anglers. The bank at Heapey Chase was demonstrated to be in good condition and assurances were provided of regular checks to ensure the safety of residents.

16.73 Closure of Chorley and South Ribble Accident and Emergency Department Parish Council had suggested a joint approach to objections to the closure of the department. Councillors requested details of what Coppull Parish Council has in mind.

16.74 Workplace Pension Scheme C Councillors consider the implications of the introduction of the Workplace Pension Scheme and the selection of the Council’s chosen scheme. Resolved: the National Employment Savings Trust (NEST) was selected as the chosen scheme.

16.75 Reports from Outside Bodies Heapey and Village Hall - a premises licence has been obtained.

16.76 Date of Next meeting Tuesday 1 November 2016.

There being no further business the Chairman declared the meeting closed.
