“As I mentioned, I am just emailing to provide further information on the Community Hub Appeal, which is raising funds for the volunteer work being undertaken during the Covid-19 crisis. I wonder if you would mind mulling this over, ahead of our catch up with your Parish Clerk Jonna on Monday.

As I explained, your local community volunteer group in Rudgwick currently have no means through which to reimburse volunteers for out of pocket expenses – specifically shopping costs.

We are therefore approaching organisations local to each hub for example established community groups or parish councils, as we felt they may be well placed to support by receiving funds for their area and processing payments for the volunteers. “ HDC Community Hub 3

Please note: During this time of national crisis, some work needs to continue to ensure we keep the county running both now, and for when we come out of this period. This will include some construction, such as for key transport links and infrastructure – the A2300 project is one of these. The project will link Burgess Hill to the A23/M23 strategic road corridor, reduce congestion, and so cut both journey times and pollution. It will also support the provision of more than 3,500 new homes, 3,600 new jobs and 200,000m2 of new employment floor space.We will continue to adhere to Government advice and guidelines on COVID-19. The situation is under constant review and we are ensuring that any contractors working on our behalf are also complying with the Government’s advice and following social distancing guidelines.

Work is set to start soon on a £23million road building project which will support the provision of new homes and jobs - and cut congestion and pollution.

The A2300 improvements scheme in Burgess Hill will widen around 2.5km of single-lane road to dual carriageway and support the provision of more than 3,500 new homes, 3,600 new jobs and 200,000m2 of new employment floor space.

The project will reduce congestion and so cut both journey times and pollution. It will also provide new facilities for pedestrians and cyclists to help promote sustainable transport.

A fly-through visualisation of how the completed road will look in about 18 months’ time is available on the council’s A2300 project page

Roger Elkins, county council Cabinet Member for Highways and Infrastructure, said: “This is arguably the most significant road building project for the county council since the A24 Ashington Bypass was built in the 1990s.

“The A2300 is an important route for people commuting to and from Burgess Hill and links the town to the A23/M23 strategic road corridor.

“A significant amount of residential and commercial development is planned for the north and north- west of Burgess Hill which, if the road wasn’t dualled, would exacerbate the current traffic issues on the A2300. Instead, this project will lead to huge benefits for the district in cutting congestion and boosting the local economy by supporting the provision of new jobs, new homes and workspace.”

Councillor Judy Llewellyn-Burke, Mid Sussex District Council’s Deputy Leader, said: “We are delighted that, together with our partners, work is scheduled to start soon to dual the A2300. This work is vital in helping unlock access to housing developments in the Northern Arc, the associated infrastructure that will be built alongside it, and in providing direct routes to the proposed areas of employment space.”

Steve Horton, Regional Director for contractor Jackson Civil Engineering, said: “We are looking forward to working closely with West Sussex County Council on this key infrastructure project to improve the journeys for local communities and businesses in the region.

“The safety of both our workforce and the public is always our top priority and works will be carried out in line with the current Government guidance on COVID-19. Construction of this nature will involve some disruption for the public but we will work with the county council’s project team to try to minimise this as much as possible.”

It is estimated that the project will cost £23million. It is jointly funded by central government through the Coast to Capital Local Enterprise Partnership Local Growth Deal, developer contributions and the county council.

What will the work involve?

The project will upgrade the existing single carriageway to a dual carriageway between the A23 and the proposed Northern Arc roundabout. It will involve building a two-lane new carriageway immediately north of the existing road - which will become the new eastbound carriageway. Other changes include:

• modifications to the existing carriageway to form the new westbound carriageway

• modifications to the existing roundabouts with the A23 at Hickstead and Cuckfield Road to allow for the dualling • closure of the central reserve at the Pookbourne Lane/Stairbridge Lane junction and conversion to a ‘left-in/left-out’ arrangement • left-out only arrangement at Bishopstone Lane junction • a 2.5m-wide central reservation with vehicle restraint barrier • improvement to access arrangements on the south side of the A2300 • associated surface water drainage, landscaping and planting measures.

The project will also provide opportunities for more journeys to be made by cycling and walking through the provision of:

• a 3m wide shared use footpath and cycle path on the north-side between the A23 and the proposed Northern Arc roundabout • a 2.5m wide shared use footpath and cycle path on the south-side of the A2300 between the A23 and Pookbourne Lane/Stairbridge Lane junction and also between Bishopstone Lane and Cuckfield Road roundabout.

Phase one of the work is due to start soon. It will include excavating the existing central grass island which spans the junction of A2300 with Stairbridge Lane. This will close the current right-turn arrangements.

New road and drainage will be constructed.

The A2300 works will also include design features and new signing to emphasise the right-turn ban at Bolney Grange Business Park, Stairbridge Lane

20.04.2020 Email from WSCC regarding its Student Rail card - survey Dear Colleague,

West Sussex County Council asks for views each year about its Post-16 Transport Policy Statement. This outlines the help and information that is available to 16-19s from transport operators and the Council and the details and link to the consultation are below. The policy sets out the help that is available through the council, schools, colleges and transport operators for young people of sixth-form age in and those who are 19+ with an Education Health and Care Plan to get to school/college.

This year the consultation also includes a proposal to stop a rail scheme now that a new national scheme is being widely used by sixth-form age students. The Sussex Student Card, run by West Sussex County Council in partnership with East Sussex and Brighton & Hove councils and Southern Rail, offers a 34% discount on rail travel for further education students. Since the Department for Transport launched its own card offering 50% discount on rail travel for 16 to 17 year olds, the number of applications for the Sussex Student card have dropped by 94 per cent.

This year in particular the Council is asking for the public’s view on any impact that discontinuing its rail scheme would have.

Nigel Jupp, Cabinet Member for Education and Skills, said: “Our Sussex Student Card had been popular but we are finding that most are using the 16-17 card and enjoy more of a saving. “But we appreciate that everyone’s circumstances vary and we are keen to understand the impact of any decision we make, so I encourage those who are already using either card, or those might use it in future to give us their views.” While the level of discount available with the 16-17 Railcard varies depending on individual circumstances, such as date of birth and length of course, it is estimated that most young people will save more than if they used the Sussex Student card.

21.04.2020 Email from WSCC: Update on Downs Link improvements

Dear Sir/Madam,

In 2019 West Sussex County Council, (WSCC), was successful in obtaining funding from the European Agricultural Fund for Rural Development. The funding has enabled WSCC to deliver a programme of surface improvements along the Downs Link. Sections in , Rudgwick and have already been completed.

Work started on the section in yesterday. This section is 3.5km and links to other recently resurfaced sections to provide an all-weather surface between Partridge Green and Copsale. The work is due to be completed by July 2020.

As promised we are providing updates on the work so you have information on how the project is progressing.

Week 1: The contractors will be sensitively removing some of the lower branches of tress that are currently shading the path in some areas. This is to promote air circulation to the path and reduce leaf drop which will help prolong the life of the path surface. The contractors are first surveying the branches for nesting animals. If a nest is found then the branch will not be removed. It is anticipated that this aspect of the work will take a few days. Resurfacing of the path will start later in the week. The contractors hope to resurface approximately 100 metres per day.

The car park at West Grinstead will remain closed to vehicles for the duration of the works. Local people can still access the Downs Link on foot through the car park. At this time the Downs Link can be accessed north of the works during working hours. When possible, outside of working hours including weekends the Downs Link will be open, but is not guaranteed.

As we enter a further stage of lockdown we wanted to give a reminder of where you can find the latest information and updates regarding the COVID-19 outbreak.

It is so important that we all continue to stay at home wherever possible and do not meet others, even friends or family. Remember you can spread the virus even if you don’t have symptoms.

We should all make sure we:

• Only go outside for food, health reasons or work (but only if you cannot work from home)

• Stay 2 metres (6ft) away from other people at all times

• Wash our hands as soon as we get home

With the majority of us spending prolonged periods of time at home, taking care of your mind as well as your body has never been more important. The Every Mind Matters website from the NHS has guidance, tips and advice on looking after your mental health and wellbeing at this challenging time.

If you are unsure about the advice then take a look at the government website for guidance on what you can and cannot do. There is also a really helpful blog from Public Health England which is regularly updated to answer many frequently asked questions.

There are steps we can all take to prevent the spread of coronavirus. Please follow the NHS advice and:

• wash your hands with soap and water often – do this for at least 20 seconds

• always wash your hands when you get home or into work

• use hand sanitiser gel if soap and water are not available

• cover your mouth and nose with a tissue or your sleeve (not your hands) when you cough or sneeze

• put used tissues in the bin straight away and wash your hands afterwards

• try to avoid close contact with people who are unwell

Urgent appeal for specialist equipment

People in West Sussex who are no longer using key items of specialist community equipment are being asked to return them as soon as possible to help the NHS during the coronavirus crisis.

Items urgently needed include; specialist hospital-style beds, mattresses, hoists, commodes.

Any unused equipment currently on loan can be returned if no longer needed.

West Sussex Fire & Rescue Service is urging vapers to take extra care with e-cigarettes after a fire in a home on Sunday.

Two fire engines from Crawley Fire Station were mobilised to reports of a small fire in a flat on Calvin Walk in Bewbush at 9.18am.

The occupant of the flat had been woken by their smoke alarm sounding, which alerted him to a fire. He was then able to extinguish the fire using a glass of water.

Watch Commander of Crawley White Watch, Matt Cole, attended the incident. He said: “The fire had broken out due to an exploding e-cigarette battery, which caused a small fire on the carpet. Despite it only being a small battery, it caused significant smoke which set off the smoke alarm. Luckily the resident’s quick thinking resulted in the fire being extinguished before it was able to take hold, but it still managed to cause smoke and soot damage to the skirting board and wall, as well as heat damage to a nearby sofa where the e-cigarette unit came to rest and many minor burns to the surrounding carpet.

“Fortunately this resident had a working smoke alarm fitted at their property. Had they not been woken up by the alarm, the damage caused by this fire would be significantly worse.”

WSFRS is urging residents to follow some simple steps when using an e-cigarette to help keep themselves safe:

• Never leave a vaping device charging unattended, and never leave them charging overnight – especially next to your bed • Do not mix components of different e-cigarettes • Only use the charger supplied • Ensure you purchase your e-cigarette from a reputable source • Check the e-cigarette carries CE certification • Never let your battery come into contact with metal items such as coins or keys in a pocket or bag, as this can cause a short circuit and explosion. • Contact Trading Standards over any e-cigarette safety concerns • Test your smoke alarm regularly

Nicki Peddle, West Sussex Fire & rescue Service’s Head of Prevention, said: “Although vaping doesn’t carry quite the same risks as smoking particularly for those who might drop a cigarette if they fall asleep in bed or in a comfy chair there still fire risks associated with these devices. There have been a number of cases from around the country in recent years where people have been seriously injured or a serious fire has started as a result of the battery.

“Please take extra care when charging your device, and only use the charger that came with the original product.”

Thank you for recycling as much as possible A massive thank you for continuing to recycle as much as you can during these challenging times and for your continued support of our collection crews. In fact, recycling has improved - the tonnage for January, February and March 2020 was recorded as significantly higher compared to the same period last year. The quality of recycling has also improved, with zero loads being rejected for poor quality in March. That means everything that residents have put in their recycling bins has been great quality and will be processed into new things. Keep up the amazing work. Fly-tipping There is no excuse for fly-tipping. We all have a duty of care to do the right thing with our waste in order to avoid blighting our beautiful district and its countryside. Our teams are continuing enforcement work despite the current situation and will do all we can to catch those responsible for fly-tipping. • If you see someone fly tipping, do not stop them yourself. Try and take a photograph instead, note down some details and report it to us online. • Please do not overfill public litter bins • Please also consider if a DIY project is crucial at this time and make sure you are able to either store waste or dispose of it appropriately. If you are using a tradesperson please check they are a licenced carrier of waste. • Alternatively, you can purchase a bulky bag (subject to availability) for a convenient and responsible way to remove waste.

Large item collection crews still collecting Some residents were surprised to hear that our large item collection crews are still working, collecting beds, mattresses, sofas, fridges and other big household items from residents across the District. If you have any large household items that you need to dispose of, it’s easy to book a collection with us.

Support for victims of domestic abuse Domestic abuse can often get worse during times of stress and uncertainty. AMENDED VERSION: Financial impact of COVID-19 discussed as Council continues to protect most vulnerable in county

West Sussex County Council will discuss the financial implications of COVID-19 with West Sussex MPs as it continues to protect the most vulnerable through the coronavirus outbreak.

The council’s Cabinet met on 22 April to receive a formal update on the County’s response.

They heard that following the Government’s official lock-down the council, in partnership with district and borough councils, launched community hubs across the county to make sure those people who are vulnerable, or have been made vulnerable by COVID-19, get the support, supplies and help they need.

Social care staff across the council have been working in hospitals and people’s homes supporting residents with social care and health needs.

The Cabinet also heard an update on the financial position of the council and the affect that COVID-19 is having on that.

To date West Sussex County Council has received an additional £20.5 million from the initial £1.6 billion of Government emergency COVID-19 funding which is being spent directly on the coronavirus response. The Government announced a further £1.6 billion on 18th April, but the county council is waiting for clarification on its allocation from this. Current forecasting shows the estimated costs of a lockdown until June this financial year could cost the county council as much as £85 million

The council has looked at the impact of COVID-19 on the county council’s financial position. This has looked at the direct costs of the response, further costs resulting from being in lockdown, the impact on activity that was planned before the virus outbreak, costs of recovery and the impact on the economy of the lockdown.

The council is working on a support package for its care homes and domiciliary care homes, valued at about £8m to the end June. It will also be working with the care sector during the three months to establish further need beyond this period, as the impact of COVID-19 on the care sector in West Sussex becomes clear.

A meeting of MPs and the Leader of the Council Paul Marshall to be held virtually on Friday will discuss the issue.

Jeremy Hunt, West Sussex County Council Cabinet Member for Finance and Resources, said: “As we do not know how long the current lockdown situation will last, we are only able to estimate the likely impact on our financial position in 2020/21. The ultimate length of the lockdown will determine the final impact on the financial outcomes and consequently the

current modelling that the council has undertaken reflects a spectrum of potential financial impacts due to this uncertainty.

“Our modelling currently indicates that the estimated costs of a lockdown until June this financial year could cost the county council as much as £85 million. But it is likely that, however long the national emergency lasts, the financial implications will stretch beyond 2020/21 and beyond this figure, recognising that the impact upon the local economy and the demand placed upon local government services is likely to significant.”

Prior to the national emergency being declared, the county council had received a Budget Report which indicated that there remained significant financial challenges in the medium term, with savings of £45 million required between 2021/22 and 2023/24, which may be dwarfed by the potential impact of COVID-19.

Paul Marshall said: “Nothing is more important than making sure we keep residents safe and supported during this truly difficult times. The challenge we face is unprecedented. The easy cuts to budgets have already been made over recent years, but the size of the gap emerging means that we will need to make some really difficult decisions around our service provision – just when people are looking at local government to lead the recovery.

“We now need Government to provide clarity around the extra funding we desperately seek. With our county’s older demographic, I intend to also stress that the allocation of future funding by Government should reflect population statistics for local authorities and in particular the number of older people who will need care in the future.”

The spreadsheets you are completing will provide a valuable resource for the District virtual Hubs/Response Teams that are being established.

This will enable them to:

• Understand what local activity is going on in the areas and how to signpost/link up referrals from vulnerable people with support • Identify any gaps and respond appropriately. 29

Volunteers – how to help safely

There have been a number of communications around keeping volunteers and vulnerable safe during this time with all of the positive community support to help emerging. The Government website produced this basic guidance on 26th March that might help answer some questions. 30

Accounts and Audit (Coronavirus) Amendment Regulations 2020

Max Soule, Deputy Director, Local Authority Accountability and Oversight at MHCLG has emailed a letter to all local authority chief executives in England, confirming the extended audit deadlines for 2019/20, just in case they were not aware through other sources. The letter is also being published on Gov.uk to ensure that it is in the wider public domain.

Coronavirus Job Retention Scheme

The government has opened applications to the Coronavirus Job Retention Scheme and produced guidance to support organisations who wish to make a claim through this scheme.

Local death management powers

The government has produced statutory guidance issued under s.58 and Schedule 28 to the Coronavirus Act 2020. The 2020 Act introduced new powers for local authorities and government to support the resilience of local death management systems, and step in if they become overwhelmed. Parish councils are excluded from the definition of the local authority for the purposes of s.58 and Schedule 12 to the 2020 Act. Their role as burial authorities is recognised. Essentially the role of parish councils under the 2020 Act is one of co-operation should they choose to do so:

• The powers in Part 1 of Schedule 28 enable local authorities to require persons and national authorities to provide information to assist those authorities to ascertain the capacity to deal with transportation, storage or disposal of dead bodies and other human remains in a particular area or nationally. The guidance on Part 1 confirms that parish councils “are not included in the definition of what constitutes an English local authority. However, as parish councils are often burial and/or cremation authorities, they may cooperate with local authorities to ensure appropriate death management occurs”. • Part 2 of Schedule 28 gives powers of direction to local and national authorities in order for them to manage capacity in the death management system. The guidance on Part 2 provides that parish councils “are not included in the definition

of what constitutes an English local authority. However, as parish councils are often burial and/or cremation authorities, they may cooperate with local authorities to ensure appropriate death management occurs”.

Remote meetings

The National Centre for Cyber Security (NCSC) has issued updated guidance to help individuals and organisations choose, set up and use video conferencing safely and securely. NALC has also been pleased to be involved with a number of national organisations to provide guidance and support on holding remote meetings.

Parking

Free parking in Council car parks until the end of the COVID-19 lockdown We are extending free parking in all Council-owned car parks to help residents park more safely, support key workers and avoid road congestion. This situation will remain in place until the end of the Covid-19 lockdown.

Residents who currently park on-street, within a Controlled Parking Zone, will continue to have the option to use Council-owned car parks for free. Horsham District COVID-19 Appeal

Support local volunteers who are working in Horsham District Community Volunteer Hubs to buy and deliver essential food and medicines for the vulnerable who are self-isolating. To ensure every vulnerable resident gets the essential items they need, we need to raise £10,000 by the end of May 2020. To date around £5,000 has been raised, which is fantastic. £10 will buy essential foods, £20 will buy essential foods and medicines and £50 will buy a food parcel for a self- isolating resident and contribute to a food bank. Sussex Police and our Community Safety team have confirmed that fraudsters are using these uncertain times to take advantage of people, especially the elderly and vulnerable. Here are some key messages to help you stay informed and keep yourself safe:

Community hubs Our Community Hub volunteers will always carry ID and will not take payment for goods until after they have delivered them. If a volunteer asks you to give them money before they have delivered your goods, please do not do this – call your local hub instead. Do not give your bank card to a volunteer or share any card or account details with them. We have had reports of fraudsters claiming to be volunteers, taking payment and not returning with a person’s shopping. Please call 01403 215230 if you are unsure of a volunteer process. Police warn against fraudsters Sussex Police will not ask you to hand over money or make a card payment when they issue an on-the-spot fine, and officers will always be able to provide ID. A teenage man was approached in Brighton by fraudsters who claimed to be police issuing him with an on-the- spot fine. Read the full story and police advice. Dear residents and partners,

As the weather remains pleasant it might be tempting to spend more time outside or to arrange to meet friends and family. We wish to remind you of the social distancing rules and stress the importance of adhering to them.

You should only leave the house for very limited purposes:

• shopping for basic necessities, for example food and medicine, which must be as infrequent as possible

• one form of exercise a day, for example a run, walk, or cycle - alone or with members of your household

• any medical need, including to donate blood, avoid or escape risk of injury or harm, or to provide care or to help a vulnerable person

• travelling for work purposes, but only where you cannot work from home

Latest news

County Council’s response to COVID-19 discussed

Cabinet met virtually on Wednesday this week to receive a formal update on our response to COVID-19 and the impact it is having on the county council’s financial position.

They heard that following the Government’s official lock-down the council, in partnership with district and borough councils, launched community hubs across the county to make sure those people who are vulnerable, or have been made vulnerable by COVID-19, get the support, supplies and help they need.

Social care staff across the council have been working in hospitals and people’s homes supporting residents with social care and health needs.

The Cabinet also heard an update on the financial position of the council and the affect that COVID-19 is having on that.

Library service update

Great to see that 963 people have joined our online library since we closed our buildings on 17 March.

We have added 1,300 extra ebooks and 450 eAudio titles and are now issuing about four times the number of these. Around 32,000 newspapers and magazines are being downloaded each week too!

Last week there were 2,500 views of the Ancestry page, which is linked to the free public version, and we have had over 50 compliments about this service.

We have been offering telephone support for library customers who want to use the ebook and audio but have never tried before – got some lovely comments about that too.

An additional 25 library staff have now been trained to accept and receive calls in the Community Hub and library delivery drivers have delivered emergency food parcels across the county.

Schools update

The majority of West Sussex schools have remained open to provide care for children of critical workers, those with Education, Health and Care Plans and those children deemed vulnerable who cannot be safely looked after at home. The provision of this care continued throughout the Easter Holidays and some schools even remained open on Good Friday and Easter Monday, to ensure parents and carers could continue working, supporting the COVID-19 response.

In addition, our schools are continuing to provide packages of education, support and activities to families to ensure children are keeping in touch with their learning and also engaging in some really positive and interesting activities.

We are immensely proud of staff in all of our schools and the local authority teams who are continuing to keep children at the heart of everything they do and work with families and carers to ensure children are safe and supported.

24.04.2020 Email from WSCC Update on Work undertaken at the Downs Link – West Grinstead

Good afternoon

Here is the weekly update for the re-surfacing works at West Grinstead.

Week 2: In the first week the surface from Needs Bridge heading North 800m approx. to FP1832 has had the sub base material of Eco blend mix laid. This has been levelled, graded with the camber and finally vibration rolled, at the end of the working day the Downs Link will be open as usual for the weekend.

Next week on Monday 27th the path will again be closed during working hours to carry on with works. The contractors plan to get to the same stage as this week between FP1832 for 700m approx. to FP1828.
