Caâu chuyeän naøy ñaùng cho chuùng ta suy nghó, nhaát laø trong thôøi ñieåm nhieãu nhöông vaø baïo loaïn ôû nhieàu nôi! Ñieàu ñaùng traùch nhaát ñeå xaåy ra baïo loaïn vaãn laø khoâng nhaän ra loãi mình. Ñieàu heøn haï nhaát vaãn laø bieát mình coù loãi maø khoâng coù can ñaûm nhaän, coù khi ñoå loãi ñoàng quanh cho ngöôøi khaùc, cho moät caùi gì ñoù chöù khoâng phaûi chính mình! Nhöõng taäp theå vaø nhöõng con ngöôøi nhö theá, khoân ngoan nhaát laø neân traùnh xa, duø laø ngöôøi thaân cuõng khoâng neân chung ñuïng ñeán hoï vaø khoâng neân nhôø vaû hoï ñieàu gì, vì giuùp nhöõng ngöôøi naøy chính mình cuõng mang hoaï vaøo thaân! Thöôøng nhöõng ngöôøi coù taät naøy thì aên noùi raát ñieâu ngoa vaø “hoà ñoà”. W tym kontekście pojawia się zatem pytanie, czy z prawnego punktu widzenia funkcję tę mógłby sprawować również ktoś pozbawiony sakry biskupiej. Jeśli tak, to być może podstawą obecnej praktyki Stolicy Apostolskiej są inne czynniki. Niniejszy artykuł stara się w sposób syntetyczny nakreślić wspomniane zagadnienie, podjąć się jego analizy – zwłaszcza z prawnego punktu widzenia – i odpowiedzieć na pytanie postawione w tytule1. 1. Balkan Cinema Express is a festival of Balkan short films bringing young students close to cinema, allowing them not only to engage with the selected works, but with Balkan culture at large - so closely linked with our contemporary history and yet widely unexplored and not nearly known enough in both the artistic and socio/cultural fields. The competing short films will be screened for 200 young students. Then the students will be prepared to become part of the jury, alongside the jury of experts, through a detailed workshop led by competent professionals. Project overview Project The project is made up of five main events and activities: a workshop, the creation of an audio-visual project, the screening of the selected shorts, the award ceremony and Balkan Cinema Express A/R. The project was conceived within a reflection on the historical and social context of the region of Abruzzo - a reflection that cannot but embrace most of the Italian territory. In the nineties a great number of Balkan immigrants fled their countries (Albania, Croatia, Romania, Slovenia…), crossed the Adriatic and headed for the Italian regions along the coasts, such as Abruzzo, where the number of Balkan nationals is particularly high to this day.
