The service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April 2011.

It is registered to provide a care service to a maximum of 67 children across the following age range:

- 21 children 0 - under 2 years. - 18 children 2 - under 3 years. - 28 children 3 years to those not yet attending primary school.

The service is provided by Jobs and Business Glasgow and operates from purpose built accommodation within a community hub in the Pollok area of Glasgow. It has its own safely enclosed outdoor play area where children can enjoy a range of activities in the fresh air.

The service is in partnership with to provide early learning and childcare for children who are aged between two and five years.

The service provider's overall mission is to provide quality affordable childcare in a safe, stimulating environment where children can learn and parents/carers can get access to employment and training opportunities.

The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service. We want to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. We check services are meeting the principles of Getting it right for every child (GIRFEC); Scotland's national approach to improving outcomes and wellbeing for children by offering the right help at the right time from the right people.

GIRFEC supports children and their parents to work with the services that can help them. There are eight wellbeing indicators at the heart of GIRFEC: safe, healthy, achieving, nurtured, active, respected, responsible and included.

What people told us

There were 27 children attending the nursery at different times during our inspection. We observed happy, confident children who were engaged in a mixture of child led and adult led activities, indoors and outdoors. Children were clearly accustomed to adults listening to their views as they explained activities they enjoyed to us. Their comments included:

"This is a digger, what do you think that bit's for? (Child in 2-3 room playing with large vehicles on a floor mat.)

"Butterflies came out. There's a caterpillar underneath." (Child in 2-3 room excitedly explaining a display about their topic on butterflies.)

"Look! I can jump this far." (Child from 3-5 room warming up for mock 'Highland Games' outside.)

"I'm cutting fruit myself with this knife." (Child from 3-5 room independently preparing fruit at snack time.)

We sent 25 care standards questionnaires to the service to distribute to parents/carers of children who used the service, 11 of which were returned before our inspection. The feedback provided by respondents was mainly very positive, for example three strongly agreed and seven agreed that overall they were happy with the quality of care their child received. The other had ticked that this statement was not applicable to them. A few respondents had disagreed with various statements, for example four did not agree that the service made good use of community resources. Written comments about the service strengths included:

"Every member of staff at the nursery is professional and very friendly. My son always has a great day at nursery and speaks fondly about the staff. As soon as you walk in, the atmosphere is welcoming and we feel lucky to have had our son in such a great place."

"My child has attended from when she was eight months and she is made to feel welcome from all the staff she comes into contact with. All staff are friendly and I know my child is very well cared for and her individual needs are catered for. I am given daily feedback on how my child has been and know I can go to any staff member if required. My child has excellent relationships with staff in her own room and that of the other rooms."

We also spoke with one parent during our inspection who echoed the above sentiments. They particularly liked the home link bags, for example so that the family could work together on building their child's mathematical skills. They intimated that the nursery had a very good reputation locally, which provided reassurance that their child would be cared for by a professional and caring team - "Staff are amazing.".

Self assessment

The service had not been asked to complete a self assessment in advance of the inspection. We looked at their own improvement plan and quality assurance paperwork. These demonstrated their priorities for development and how they were monitoring the quality of provision within the service.

What the service does well

We saw that children were supported and cared for by an experienced staff team. The service provider safely recruited staff to ensure that applicants had undergone appropriate checks on their fitness to work with children. They organised regular updates on child protection training for staff. Staff we spoke with understood their role in protecting children from harm. We were satisfied that some were very confident in this while newer staff knew who to seek advice from if they had any concerns for a child's welfare. These measures ensured that children were safeguarded.

Each child had a personal plan that set out how their individual needs would be met. We could see that staff used a range of tools, including the GIRFEC wellbeing indicators to anticipate children's future support needs and to track their development. Parents/carers had been asked to comment on staff observations and assessment of

their child. Where necessary an additional support plan was put in place for children, which included staff working with both families and external agencies to decide strategies that would help children achieve their full potential.

Throughout our inspection we observed children experience sensitive, responsive and nurturing care from staff. For example, children in each playroom enjoyed sitting in small groups or one to one and listening to stories by staff, which supported their listening, creative thinking and speaking skills. Children's contributions were clearly valued and respected by staff with their ideas and views being recorded in big books and some focussed questionnaires, for example for school leavers.

Meal times provided positive group experiences, where children developed social skills and healthy eating attitudes. We listened to lots of respectful chat where it was evident that staff knew children's individual personalities, preferences and home circumstances. Children were encouraged to take responsibility for tidying away their dishes and we also observed that older children were actively involved in the preparation of snack, for example slicing and chopping their fruit. This contributed to everyone feeling included and respected.

The nursery had a very good balance of natural and manufactured resources, with some stored and labelled to be easily identified by children. Each playroom offered cosy and quiet spaces for children needing individual time or space for rest and to support their emotional wellbeing. In addition to the age related playrooms and outdoor play areas, there were two rooms offering space for children to enjoy sensory experiences and actively explore open ended materials. Staff had grown in confidence in promoting loose parts play with children, indoors and outdoors. This approach enabled children to engage in self-directed discovery, problem solving and abstract thinking, thus inspiring a sense of wonder and achievement.

What the service could do better

The manager agreed it would be beneficial to work with staff to streamline the different elements of children's personal plans so that there was a consistent approach to the management of information. For example the quality of how staff recorded their observations of children was variable. Staff should also be encouraged to be more vigilant in dating all entries in children's personal plans. These measures will reflect legislation and ensure that care and support is consistent with the Health and Social Care Standards, which state how children's needs will be met, including incorporating their wishes and choices.

The nursery should continue with their own plans to refresh the outdoor environment using 'My world outdoors'. To further support the development of the environment, we signposted staff to 'Space to Grow' and best practice guidance 'Out to Play'. We asked that the manager and staff consult with families to explore how the nursery could make better use of community amenities. We acknowledged that the nursery made some use of the library, that shared the same building, and also local parks. They also invited people and professionals from the community, such as emergency services, in to speak to the children. Some parents were keen for children to have more involvement in the local community while one parent had intimated to us that they did not like their child going out on 'field trips'. Consulting more widely with parents/carers would enable staff to gauge parents' expectations and to find out their ideas of how to balance community experiences with adult to child ratios. Although we liked the range of displays throughout the setting, we encouraged the manager to regularly audit display boards to ensure information is accessible to diverse viewers. For example, that print is large and information is presented using a balance of images and print. This will help everyone understand the life and work of the service and to feel included.
