He is a founding member and member of the Programme Implementation Committee of NPTEL since its conceptualization and inception. Hs been teaching, advisor or consultant in fields related to Electronics & Communications, IT, Information Systems and Informatics, e-Governance, e-Learning, and Technology Developments in Electrical/ Electronics / Communications Engineering, technology and business incubation and design cells of institutions. Has been a mentor and thought leader in development sectors. IT applications in sectors like Education, Agriculture, Entrepreneurship Development, and more. Some of my recent ongoing works are summarized below. (i) Carry forward my contributions in NPTEL and introducing the 'Technology Enhanced Open (e)Learning Framework' to introduce university/countrywide system of quality and inclusion in education in all the programmes and their courses. (ii) Bring university education to the centre of development by linking it to local/people's needs of development and growth through appropriate e-extension models. (iii) Promote teachers training massively through proficiency certification programmes in teaching and research. This will in turn be linked to the necessary transformations in the teaching-learning processes that ensure outcome based assessment and quality assurance in education. (iv) Promote innovations in the teaching and closer linkages between education, research and needs of development. (v) Promote values and ethics in the students and also make them part of new models of community knowledge enterprises by building upon vocational education and community colleges that also create large employment opportunities in the rural and small town areas. (vi) Guide universities and educational institutions to establish and practice effectively quality education over Technology Enhanced Learning and Education Management framework. (vii) Establish the necessary synergy between education, government, industry, R&D and local communities through ICT enabled extension and services centres as described in his paper on 'linking education and development through community knowledge enterprises'.

AIM: 'Quality Education to All, Independent of Geography', and make education the engine of sustainable development through inclusion, with the university directly serving the society and communities through innovative linkages between knowledge based services and developmental needs. (viii) Bring about a transformation of accreditation and education management processes in the Higher Education system that is aligned with the emerging technology assisted, enhanced and communities driven systems of education.

2001 – Aug. 2016: As the first Director of IIITM-K, initiated a number of new developments. These include: 1. Kerala Education Grid: First to conceptualize, deploy and run a collaboration over 6 years of Kerala’s premier colleges and universities to introduce e-learning, large scale teachers orientation and training in e-learning with over 36 workshops across Kerala. 2. KISSAN-Kerala: Karshaka Information Systems, Services and Networking, or KISSAN Kerala brought about a web collaboration of agricultural institutions including the state agricultural university, ICAR institutions, Krishi Bhavans, Krishi Vigyan Kendras, Commodity Boards in Coconut, Rubber, Fisheries related organizations, the markets, etc to support all the farmers and agri-businesses in Keral together over a common services platforms. It augmented with e-Krishi marketing portal, and more. 3. Augmented KISSAN-Kerala with Web collaborations across Agri-institutions, Krishideepam weekly TV serial, Active Call centre services (other than 1551) for supporting all farmers and farm related organizations on a daily basis to deal with every contingent situation and awareness building in Kerala’s Agriculture. 4. The author oversaw the first 260 weekly episodes of Krishideepam over 5 years. It has crossed 630 weekly episodes and ongoing as the most popular TV serial in Agriculture in any regional language. The serial augments the KISSAN-Kerala web services, colaborations and Call Centre services. Krishideepam is the only weekly serial of its kind from an acdmic institution. 5. Oversaw the Trivandrum City Police Portal for Citizens Interactions. This was popular for over 6 years among the people in the period 2004-2009 among the residents of Trivandrum. 6. All the three – Kerala Education Grid, KISSAN-Kerala with its Krishideepam TV serial and Police portal won many Digital Empowerment (Manthan) awards and E-Governance awards. 7. Proposed and commissioned the Kerala (Trivanrdrum) – Nagaland (Dimapur) Education Grid link to support education and collaborations between the Nagaland University and IIITM-K. Introduced Education Grid services for Nagaland University in 2007. (This experience became a precursor for RailTel to support the NKN.) 8. Oversaw the development and launch of Computational Chemistry Portal and launch of associated PG program in Computational Sciences. Kerala state-wide workshops on Computational Chemistry was conducted and 100s of PG students used the free computational Chemistry facilities used the services over online web. 9. Did the preliminary work to launch at IIITM-K the PG programs in Geoinformatics, Eco- informatics, Computational Chemistry, E-Governance and advanced IT areas.

Work done as Pro VC of IGNOU: 1. Modernizing the ICT Infrastructure, introducing cloud services, Web 2.0 supporting W3C compliant web applications. 2. Redefining 'Open and Distance Learning' (ODL) to 'Open Distributed Technology Enhanced Learning' (ODTEL). To implement ODTEL; Developed and commissioned the Vedyadhara Open Learning Environment to achieve this. 3. Introducing new systems and laying out a whole new roadmap of 'Quality Assurance' in

3 ODTEL through Vedyadhara Open Course Guides and Course Maturity Rating. This will enable IGNOU to implement systems of quality assurance in its ODL and other modes of education using Vedyadhara. 1. Worked with all the IITs and IISc in NPTEL. Initiating NPTEL courses based continuing teacher education for engineering and science. 2. Contributed to the formulation and execution of Agricultural Knowledge Management under National Agricultural Innovations Programme of the Indian Council of Agricultural Research under a World Bank funded initiative. 3. Facilitated several IGNOU programs in many new areas and assisting new Schools. These include programmes in Sanskrit, Gandhian Studies, Aurobindo Studies. Modernized the MCA and BCA programmes through Vedyadhara and followed it up for other programmes of IGNOU. 4. Supervised and assisted in the design and commissioning of a whole new programme on 'PG Diploma in Information Security'. 5. Guided the technologies behind the new IGNOU Website, IGNOU Wiki and the Vedyadhara Open Learning Environment. 6. Introduced the DEP-SSA Wiki system of teachers collaboration and OER developments for SSA. This has empowered many teacher educators for schools across India to publish and share their own multimedia content in English and local languages openly. 7. Lectured across the country to educate on establishing the next generation systems of technology enhanced education. 8. Helped conceptualizing for the launch national and global initiatives like Global Universities for 'Gandhian and Peace Studies'; for 'Sanskrit and Indian Heritage', Virtual Institute of Science and Technology' (VISAT) by the IITs, working on the Education Passbook system with 'Choice Based Credits System' to support inclusive education and reach formal diploma and degree education for every aspiring youth having prerequisites through collaborations of Universities and R&D Organizations. 9. Working to 'Link Education and Development' through Community Knowledge Enterprises with associated vocational and formal systems of higher education with the objective of providing quality and inclusive education for all independent of geography. This will also lead to wide scale employment through through 'Community Knowledge Enterprises in the IT applications for areas like Health, Education, Agriculture, Rural Development and Tourism and Culture. 10. Upgrading the IGNOU Community Colleges initiative to support quality assured system of formal vocational education extended by vertical mobility through blended courses from regular universities and lateral entries into programmes. 11. New systems of technology enhanced quality assurance in formal education leading to alternate models and systems of regulation and institutional governance that will support quality education, enhancing GER and inclusion. 12. Help modernizing India's Higher Education system and its universities through disciplined collaborations and technology enhanced education; making education relevant to national and local development by introducing systems of quality assurance and inclusion by reaching education to the masses. 13. Developing the ‘Technology Augmented Learning and Education Environment Management’ (TALEEM) Framework for supporting quality education to all students in the universities and colleges. This is as part of extension to the NPTEL developments. TALEEM Framework is a web collaboration system of ‘Meta University’ and help modernize the Affiliating University and Colleges paradigm of education with quality assurance and inclusion. Has been an active mentor for new projects, entrepreneurship and national plans in the areas of ICT and its applications in Education, Agriculture, IT, Healthcare and e-

4 Governance. Introducing and developing a range of ‘Community Knowledge Enterprises’ in these areas as a class of enterprises over Digital India. He is currently working with NPTEL to start the 'Virtual Institute of Technology and Science' (VISAT) under the consortium of the older IITs and IISc to commence certificate courses using NPTEL content. Aims to realize Swami Vivekananda's vision: “If the poor cannot come to education, education must reach them at the plough, in the factory, everywhere.” This is to be executed in the spirit of realizing 'Quality Education to all Independent of Geography’.
