Item 2.1 The minutes of the monthly meeting held on the 26th of Minutes of September, 2019 were adopted on the proposal of Cllr. David Monthly Meeting Dunne seconded by Cllr. Kevin O'Meara and were signed by 26/09/2019 the Cathaoirleach.

Item 2.2 The record of the security committee meeting held with the Note on Security Garda District on the 26th of September, 2019 was Committee noted on the proposal of Cllr. David Dunne seconded by Meeting Cllr. Kevin O'Meara and were signed by the Cathaoirleach 26/09/20re

3.O Corporate and Organisational Matters

Item 3.1 The District Administrator explained that while a number of Nomination of councillors had been nominated to the Joint Policing Member of the committee by the full Council Meeting in July, a number of Joint policing places remained to be filled, and the councillors for the Committee Carrick-on-Suir Municipal District were being asked to nominate one member.

It was proposed by cllr. Mark Fitzgerald, seconded by cllr. Kevin o'Meara and agreed that cllr. Imelda Gordsboro would be nominated to the Joint Policing Committee. 4.O Attendance of Directorate Item 4.1 A report on the activity undertaken by the planning Update by the Directorate in the District had been circulated with the Planning agenda and the main points of the report were outlined. Directorate Members raised issues as follows: Cllr. Kieran Bourke . Reason for delay on preparation of new Town

2 Development Plan for Carrick-on-Suir CIlr. David Dunne . Asked about the taking in charge of Sliabh Ardagh, Grangemockler . Asked about the taking in charge of Greenhill Village, Carrick-on-Suir Cllr. Imelda Goldsboro . Welcomed funding applications for unfinished estates . Asked about funding availability for Glengoole and Dualla. Cllr. Kevin O'Meara . Asked about the taking in charge of Slieveardagh, Grangemockler, and in particular the possibility of further building on the site

The representative of the Planning Directorate responded as follows: . The review of town development plans will not start until the County Development Plan has been reviewed. The review of the County Development Plan will start in May 2020 and will take two years. The review of town plans will begin with the older plans. It is expected that the review of the Carrick- on-Suir plan will start in 2024. . The owner of Sliabh Ardagh, Grangemockler was on site, and is in contact with the Planning Directorate. The scheme has been included in the application to the Department of Housing Planning and Local Government for funding for unfinished estates . The Planning directorate is in contact with the owner of Greenhills, Carrick-on-Suir. . Glengoole will not be included in the application for funding for unfinished estates, but Dualla will be.

3 Item 4.2 A report on the activity undertaken by the Water Services Update by the Directorate in the District was circulated by Mr John Crowley, Water Services Senior Executive Engineer, Water Services. Directorate Members raised issues as follows: Cllr. Kieran Bourke

. Referred to drainage work undertaken at Strand Lane . Raised the need for a Waste Water Treatment plant at Grangemockler Cllr, David Dunne

. Stated that the introduction of Irish Water had been an unmitigated disaster . Asked when the Service Level Agreement between Irish Water and County Council would expire . Raised issues as to notice of water outage and quality of road reinstatement arising from the District Metering Scheme implemented in Carrick-on-Suir

. Raised the response from Irish Water on complaints on faults . Asked that a first fix policy similar to what is available on water supplies be made available for sewerage. Cllr Mark Fitzgerald

. Agreed about the need for a treatment plant in Grangemockler . Asked about water leaks in Dualla and , Cllr. Imelda Goldsboro . Asked about the renewal of the water network in the Slievardagh area . Asked about resource availability in 2020. Cllr, Kevin O'Meara . Agreed about need for Waste Water Treatment plant in Grangemockler

Mr Crowley responded as follows:

4 a Acknowledged Cllr. Kieran Bourke's thanks in relation to Strand Lane, Carrick-on-Suir, but stated that the work done might not be a complete solution to the drainage problems in the area. a Agreed that there were concerns in relation to Grangemockler. This had already been taken up with Irish Water, and would be again, However, Grangemockler was one of a number of settlements without treatment plants, and Irish Water's emphasis at present was on existing plants. a The issue of notice of water outages will be taken up with the contractor on the Carrick-on-Suir District Metering Scheme a The Service Level Agreement is due to expire in 2025. Irish water wish to end the agreement sooner, and this is the subject of discussions at national level.

a The idea of a first fix scheme for sewer connections will be brought to Irish Water. a Problems with the Dualla borehole had led to the area being supplied from the Fethard Regional Water Supply Scheme. The distance between the Fethard Scheme and Dualla had led to difficulties.

a There were no indications yet as to budget levels in 2020.

5.O Consideration of Reports

Item 5.1 The draft District Budgetary Plan had been circulated with

6 proposed demolition of the former County Council depot. . Asked for the proposals in relation to tree maintenance . Asked that road markings on Cregg Road from the Kilkenny Boundary to Carrick-on-Suir be renewed . Asked about Public Lighting at O' Hickey Place Cllr. David Dunne . Asked what the €21,800 against N24 maintenance in the Schedule of Municipal District works referred to. . Asked when the new area in the car park at the Branch Library in Carrick-on-Suir would be lined . Asked about supervision of the work being carried out on Dillon Bridge, Carrick-on-Suir . Asked about public lights at Claireen Hill, Carrick-on- Suir Cllr Mark Fitzgerald . Supported the need for traffic management at Drangan National School . Asked if rumble strips can be used as a traffic management tool . Asked if there was any contact from Transport Infrastructure Ireland in relation to traffic calming in Nine Mile House and Grangemockler

7 The District Engineer responded as follows: . The District Engineer stated he is willing to meet residents at Strand Lane in relation to proposals for the old County Council depot. . The tree maintenance programme will be looked into. . The road markings on the Cregg Road between Carrick-on-Suir and the County Boundary will be looked into. . The provision of a public light at O' Hickey place will be looked into.

. The work at Dillon Bridge was designed and is being supervised by a consultant. The District Engineer is happy it is up to standard. . Use of rumble strips for traffic calming will be examined. . Traffic calming at Nine-mile house and Grangemockler has been raised with Transport Infrastructure Ireland, and will be followed up. . Traffic management at the Killenaule Road, Fethard consists of two sets of build outs and pedestrian crossings. These have been designed. . Traffic calming at Dualla National school will require funding. . will revert to Cllr. Kevin O'Meara on responsibility for the maintenance of the river at Mullinahone.

8 Item 5.3 The District Administrator reported as follows:

District 1. The Housing Directorate will attend the November Administrator's Monthly Meeting. Report: 2. The Festival and Events Grants Scheme 2020 is currently being advertised. Closing date is the 11th of December, 20t9. 3. The following public documents are on display at the public counter: . 4. Ms Anne Dunne has retired, and a presentation will be made on the l't of November at4:00pm.

Two new staff are expected to join the administrative team over the next fortnight, and will be introduced at the November meeting.

The members joined in wishing Ms Dunne well on her retirement.

Item 5.4 A report was circulated showing the position in relation to General Municipal Allocation the 2019 General Municipal Allocation as follows:

Item 5.5 A report and recommendation was circulated Assistance under to the section 66 of the Councillors in advance of the meeting. 10 Item 5.6 A report on the outcome of the Tidy towns Competition in District Awards Night the District had been circulated with the agenda. It was proposed by Cllr. Kevin O'Meara, seconded by Cllr Mark Fitzgerald and agreed that awards be made as follows:

Item 5.7 A report had been circulated prior to the meeting giving District Housing Report details of the performance of the District Office in relation to housing repairs and the preparation of vacant houses for tenancy.

7.O Correspondence

Correspondence from Kilkenny County Council in relation to a meeting with the management of Waterford University Hospital at 2:30 pm on the 2911012019 was noted.

8.O Notices of Motion

Item 8.1

Carrick-on-Suir Cllr, Kieran Bourke proposed the following motion:

Historic Town 'I am calling on this Council to carry out an investigation Initiative (Motion into the Carrick-on-Suir Historic Towns initiative 2019. A No. 1786) number of property owners who participated in the scheme are very dissatisfied.'

The motion was seconded by Cllr. Kevin O'Meara

The report on the motion was as follows:

'The work under the Historic Town Initiative has been delayed due to circumstances outside the county counci|s control. The Council is in contact with the supervising architect and the contractor, and will take all necessary steps to ensure the work is completed. A complete list of outstanding work has recently been received, and will be communicated to the property owners in the coming days,,

Item 8.2 Cllr. Kieran Bourke proposed the following motion:

Memorabilia in 'I am calling on this Council to immediately reinstate the Eamon de Valera monument, notice boards of past chair Municipal District persons, and all associated plaques, photographs etc, that Office (Motion No. were part of the old Town Hall. It was agreed to incorporate these into the new civic building at a meeting held at the

'The De Valera monument is currently being cleaned, and will be reinstated when this work is done. The photographs of former chairs of Carrick-on-Suir Town Council have been reframed and hung. A plaque listing former chairs is being prepared and will be installed in the District Chamber with the former chain which has been cleaned and framed as soon as it is available'
